A GENERAL ENVIRONEMENTATL POLICY FRAMEWORK

Some regulations and laws on environment applicable to operations includingconstruction of roads/bridges to which the contractor needs to pay attention include:

1 Law on Environmental Protection 2014 promulgated by the National Assembly onJune 23rd, 2014, and coming into effect since January 1st, 2015

B ENVIRONMENTAL MANAGEMENT PLAN (EMP)

Summary of all environmental issues of the project and proposal of mitigation measures to minimize adverse impacts of the project activities

1. The Contractor submits a detailedenvironmental management plan for SupervisionDesign Consultant’s approval (management plansinclude erosion control plan, dust and noise controlplan, etc.)

2.The Contractor employs staffs with qualificationand experience to supervise the implementation ofsafety measures and minimize environmentalimpacts as specified in EMP

1. Update and implement managementplans/SEMPs for wasteland and rubbish treatmentareas, manage materials, water drainage system,control the erosion, cut off and re-plant, ensuretraffic safety, re-supply hydraulic system andfacilities, control dust, noise and safety issues forworkers and residents SEMPs must have noconflicts with any articles of EMP

2. Contractors and suppliers comply with allrequirements in accordance with regulations of law

on license issued by Department of NaturalResources and Environment permitting to useequipment, machinery, establish and operateconstruction workshops such as concrete andcement mixing station, material warehouse, wastelandfill sites, etc

1. Contractors assign tasks to their staffs to controlthe implementation of measures to minimizeadverse impacts on environment Contractors arerequired to furnish full name of staffs who areassigned to supervise environmental managementplan

7 Workers are prohibited to hunt wild animals,fish, or raise, lock, buy and sell wild animals forany purpose, or keep wild animals illegal in tentarea

8 Bridge construction activities should beperformed in the dry season as many as possible toreduce the negative impacts on the fishery, waterquality and other aquatic resources

9 The Contractor shall not use or permit the use ofwood as fuel for any phase of the construction,including but not limited to the boiling of tar and

asphalt mixtures, and a more practical issue is toensure the use of fuel, other than use of wood forcooking and boiling water at all tents andresidential areas

10 The Contractor shall not purchase or use woodfrom illegal sources (illegally imported)

11 Do not build up the tents, asphalt mixing plant,material stockpile areas in forest areas

12 The Contractor shall comply with all necessaryguidelines to ensure not to cause any damages tovegetation due to fire and explosion fromconstruction activities If there is a fire in theprocess of working, the Contractor shallimmediately put out the fire and replant destroyedtrees

4 Only buy materials from mines that have beenissued a certificate by Department of NaturalResources and Environment

5 The Contractor must obtain a license onenvironmental protection before miningrock/material mines

6 Implement a plan of compensation for cultivatedcrops in case of destroying these crops

7 Store the topsoil for future use Make fence andfence walls around the mine site after use Remove,store excavated soil, topsoil and low qualitymaterials near the site and store them forrenovation

8 Use quarries with the highest exploitation rate(in terms of quality) while retaining its best naturalstate

10 Do not quarry in areas having natural forestsand near the river – areas supplying nutrients andresidence to birds and animals

11 Do not choose quarries, soil mines, andmaterials in the fertile lands and forest areas

12 In the process of quarrying, exploiting soil andmaterials, it is required to provide adequatedrainage system and avoid stagnancy

13 Avoid or reduce the exploitation of the mineslocated in the riverbed If it is obligatory to put thequarry in the riverbed, avoid streams or smallrivers Prioritize the use of the land created byalluvial deposit or silt in the middle of the river,

15 Make sure that the remaining mines are clean,the slope is stable and drainage system is good inorder to prevent flooding – a condition formosquito breeding.

16 After completion of the exploitation ofmaterials, tunnels and quarries must be drained andfenced, and carefully protected to avoid impacts onhealth and safety of people

17 To avoid flooding when mines are flooded in, it

is required to fence and equip with life buoys.Environmental

Update the management of hazardous waste inthe draft of WASTE ROCK AND SOIL, ANDWASTE MANAGEMENT PLAN (VVMSDP)prepared by Supervision Design Consultant.Updated plan includes all issues about cleaning up,storing, treating and monitoring waste rock andsoil The plan also includes process oftransportation, storage and treatment methods andequipment, routes and transportation vehicles,treatment location and capacity of solid and liquidwaste substances, hazardous materials, hazardoussubstances and excavated rock and soil The planmust be approved by Supervision DesignConsultant in writing (01) month prior toconstruction Contractor shall have to implementthe terms of VVMSDP

2. Disposal areas must be approved by landownersand checked by Department of Natural Resourcesand Environment The Employer / SupervisionDesign Consultant shall acknowledge and monitor.Supervision Design Consultant recorded andmonitored

3 Waste soil storage areas must be renovated,managed, listed and marked

4 Do not treat waste in banks of rivers or streams

or natural drainage ditches

5 Do not treat waste in weak slopes, roads forflood drainage, wetlands, farms, and forests, areas

of religion, sensitive cultural areas or areas ofpeople's livelihood

6 Classify hazardous waste (waste oil, usedbatteries, fuel tanks) and ensure that the storage,transportation and disposal do not cause pollutionand performed in accordance with the local and

9 Used oil and other hazardous materials shall bedisposed of in areas outside the construction site asprescribed

11 If oil spillage happens, it is required toimmediately clean up with timely preventivemeasures to avoid leaving traces

12 The waste in the process of oil spillage must behave dumped in places permitted by localauthorities and Supervision Design Consultant

13 Places for containing hazardous materials must

be checked and equipped with appropriateequipment for dealing with emergencies inaccordance with the law on this issue (QCVN07:2009 BTNMT)

14 The Contractor shall specify each individual inthe management plan / SEMP responsible formanagement in these areas and ensure they areproperly trained for controlling people entering andleaving these areas and this entry must bepermitted by a competent person

12 Turn off machines when they are not in use

13 Drive piles in the day time if the site is nearsensitive sources, otherwise, with permitted byDepartment of Natural Resources andEnvironment, local authorities and SupervisionDesign Consultant

14 Means of transport for construction must abide

by speed limits to reduce dust around sensitiveareas (schools, hospitals, houses, etc.)

11 Observe proper warnings and precautions to ensure the safety of residents, pedestrians, motorcyclists and works during the blasting

3 Observe weather forecasts and restrictconstruction on rainy days

4 Reserve topsoil for use immediately afterclearing

5 Minimize destruction and cutting of trees in theforests surrounding the process of making slopes

6 Protect the dug slope by vegetation, technicalnormal technical works or practically biologicaltechniques immediately after clearing

7 The appropriate measures to protect the slopeneed to be taken into account and implemented, eg,vegetation coverage and rock compaction asrequired in the detailed construction drawing

8 Prevent from erosion and protect dug slop by

11 The dike banks, 2m high or more must be constructed rip rap embankments or performed pointing cross embankment bank immediately aftercompletion of construction to avoid erosion These measures also apply to structures with horizontal drains susceptible to erosion when flooding overrun.

3 Use closed well, sludge barriers, sedimentbarriers or other equipment designed suitably toprevent from deposition of mud during the drillingand digging process in river/stream foundation Ifthe closed well is used, it is imperative to emptywater and wash cleanly to avoid mudsedimentation caused by pumping fromsurrounding bank into storage tanks or storagecomponents Immediately implement measures forerosion control upperly and cover topsoil withgrass and vines to reduce flow traffic duringconstruction

as mixing tank, truck and gutters, rainwater etc.)

11 Operate and maintain full sedimentationponds/storage tanks to ensure quality of wastewatermeets the standard of QCVN 24:2009/BTNMT forindustrial wastewater

12 Sludge, bentonite sludge, other materials andwaste from the drilling process must be collectedand treated to prevent contamination of surfacewater Drilling fluids (such as bentonite sludge)used for construction of bridges, abutments, boredpiles, etc Must be treated in closed system,especially abutments at the bottom of river

13 Bentonite must not be buried in water sources,agricultural land and cultivated areas Betonitelandfill disposal area must be arranged suitably toavoid destroying land and degrade water quality

14 Water from a closed well must be treatedsuitably (eg through deposition etc.) to ensureresults of water quality is consistent with thenational technical regulations and avoid negativeimpacts on aquatic systems

4 Provide all workers at the site with adequateaccommodations and construct clean canteen,kitchen area

5 Install mobile toilets (or at least septic toilets inremote areas), it is forbidden to defecateindiscriminately Clean toilets daily and keepsanitation equipment clean at all times

6 Provide toilet/sanitation equipment separatelytoilet and bathroom area provides male and femaleworkers with enough water

7 The wastewater flow form contractor’s factoriesand area of washing vehicles- machines must flow
