1" The Stipendium Hungaricurn Scla*larship Programme

1"1^ li4issi*n of the Programme

Hungary provides high quality education in ihe heart of Europe Today, there is a growing demand ofinternational students to study in Hungary Besides the quality of education and degrees recognised

throughout Europe and beyond, students are attracted by the affordable living costs with an

extremely favourable cost-to-value ratio, a safe and friendly living environment with convenientpublic transportation, the central location of the country in Europe and the unspoiled naturalbeauties combined with a 2000 year-old, rich Hungarian history and several UNESCO World Heritage

Sites Hungary is also within the top countries with the highest number of scientific Nobel Prize

Winners per capita, and a numerous scientiflc inventlons from Vitamin C to Rubik's cube and so on.

The Stipendium Hungaricum Scholarship Programme was launched in 2013 by the Hungarian

Government The main goal of the programme regarding the education policy is to support theinternationalisation ofthe Hungarian higher education and its constant development, to strengthen

the international relations of the Hungarlan academic and research community, to enhance thecultural diversity of the higher education instiiutions and to promote the good reputation and

competitiveness of the Hungarian higher education throughout the world The programme also aims

to establish and encourage the personal and professional attachment of foreign graduated students

to Hungary and contribute to the promotion of the Hungarian culture and language abroad.

The core rnlssion of the programme is to increase the number of foreign students in llungary and

to encourage l-lungarian higher education institutions to attract top foreign students

The programme is based on bilateral educational cooperation agreements signed between theMinistries responsible for education in the sending countries/territories and Hungary or betweenjnstitutions Currently 60 Sending Partners are engaged in the programme throughout 5 differentcontinents and the geographical scope of the programme is spreading each year.

Thousands of students from all around the world apply for higher educational studies in Hungary each year The nunrben of Stipendiurn Hungaricurn applicants is conti!'rLrously increasing as well as

the number of availabNe scholarship places ln the 2017 /2018 round of applications, more ihan 3800

scholarships were awarded ln the academic year 20L8/20L9 more than 5000 students can begin

their studies in Hungary in ihe framework of the Stipendium Hungaricum Prograrnme.

Note about one-tier master programmes:

ln the Hungarlan education system, one-tier master progTammes cover both the bachelor and themaster level of studies; therefore it is an undivided master programme that results in a masterdegree These one-tier programmes are offered in specific study fields such as general medicine, pharmacy, dentistry, architecture, Iaw, veterinary surgery, forestry engineering, etc.

Note about doctoral programmes;

According to the current Hungarian legislation, the duration of doctoral programmes has changed to

8 sernesters The doctoral studies consist of two different phases: the first one is a iwo-year long

period for professional iraining and research, while the second two-year long sectlon is for research and dissertation At the end of the first 4 semesters, doctoral students are obliged to take a complex

exam in order to assess the educational and research progress of the student Doctoral students can

only continue with the second two-year phase if they pass this exam The amount of the monthlyscholarship is different is these two phases of doctoral programmes Please see section 1.3 aboutfinancial details and section 3.2.2 about the details of application for doctoral programmes

Both full rime and partial (exchange) study modes are available, depending on/defined in the speclfic

bilaieral educational cooperation agreement Full time programmes are programmes that lead to a

bachelor, master oT doctoral degree One-year programmes do not lead io a degree but provide a

preparatory coUrse before a degree ptogramme or a specialisation course after a degree programme

Partial (exchange) studies are one- or two-semester long exchange studles that are part of thesiudent's degree studies in their sending higher education institutions Therefore, those who apply

foi partial (exchange) studies must be registered in and must have a student status at a highereducation institution that operates outside of Hungary ln case of partial (exchange) studies,

applicants can only apply to those study leveis (bachelor, master, doctoral) thai they are attending in

their sending, home instjtuiions Partial (exchange) studies are not available for preparatory and

specialisation courses Partial (exchange) studies are available for up to one academic year and no

furiher extension is possible.

1.3 Provisions Cove!'ed by the Scholarshi6i

460 (cca EUR 130) contribution to the living expenses in Hungary, for 12 months a

of scholarship is HUF 140 000 (cca EUR 450) for the first phase of education (4

semesters) and HUF 180 000 (cca EUR 580) for the second phase (4 semesters) - for

12 months a year, until completion of studies Please see details in section 1.2.1.

Accornmodaiion contribution

- free dormitory place or a contribution of HUF 40 000/month to accommodation

costs for the whole duration of the scholarship period

- Please note that if the student does not live in ihe dormitory, then the HUF

40 000/month is a contribution to that rental costs, and in bigger citjes - especially in

the capital city - this contribution would not cover the full amount of rental costs,

Medical insurance

- health care services according to the relevant Hungarian legislation (Act No 80 of

1997, national health insurance card) and supplementary medical insurance for up to

HUF 65 000 {cca EUR 205) a year/person

Please bear in mind that these provisions are only a contribution to the living expenses of the

Scholarship Holders lt means that it does not fully co\r'er allthe costs of living and the students need

of Egypt, Bosnia and Herzegovina, Federal Democratic Republic of Ethiopia, Federative Republic ofBrazil, Federal Republic of Nigeria, Georgia, lslamic Republic of lran, lslamic Republic of Pakistan,

Japan, Kingdom of Cambodia, Kingdom of Morocco, Kingdom of fhailand, Kurdistan Regional

Macedonia, Mongolia, Montenegro, Pacific Alliance (member siates: Chile, Colombia, Mexico and

Peru), Paiestine, People's Democratic Republic of Algeria, People's Republic of Bangladesh, People's

lmportant note regarding partners marked with " + " : ln case of these countries, the bilateraleducational cooperation agreement is only valid until December 2017, therefore the onlineapplication surface cannot be opened until a new agreement is signed ln case a new agreement is

signed before the application deadline, the application surface will open immediately

authorities of the Sending Partner The application does not have any additional costs, therefore we

F Applicants born after 31 August 2000 (= 3pp1;.un1r under 18 years old as of 3l August 2018)

except applicants applying for Dance study programmes,

F Applicanis who will not holcl a secondary school graduation certificate untii 1 August 2018,

) Those former Stipendium Hungaricum Scholarship Holders who were awarded for fulldegree siudies and who

o are now re-applying for full degree or partial (exchange) studies in the sarne cycle ofedueation {non-degree siudies, bachelor, master, one-tire master, doctoral level) -

therefore, those Stipendiuni I'iunEaricum Scholarship Holders gg4 apply for the

{exchange} studies and who

o are now re-applying for partial (exchange) studies in the same cycle of education(non-degree studies, bachelor, master, one-tire master, doctoral level) - therefore,those Stipendium Hungaricum Scholarship Holders 991 apply for a different cycle ofeducation, e,g former bachelor scholarship holders can apply for master partlal

(exchange) studies if they are now master students in their home countrieslrherefoie, please note that it is only possible to re apply for full degree scholarship studies in thesame cycle of education if the former Stipendium Hungaricum Scholarship Holder was previouslyawarded for partial (exchange) studies! Even in this case, the lengths of the fuli degree scholarship shall be reduced by the lengths of the previous partial {exchange) studies.

28 Hungarian higher education institutions are engaged in the Stipendium Hungaricum Programme

for the 2018/2019 academic year with more than 460 study programrnes in foreign languages (414 ofthem in English language) Study programmes are generally available in English and Hungarian languages, with some programmes offered in German and French as well

section of ouT website: http://studvinhunearv.hu/studv proeramme/studv-finder.html Please note that onlythese study programmes can be applied for.Applicants are eligible to apply only for those scholarship types and study fields that are determined

in-hunsarv/menu/find-a-studv-in the educational cooperation programmes in effect between Hungary and the specific Sending

Pariner Please see Annex n for the full listofavailablestudyfieldsregardingyoursendingcountry

2.4" Grder +f 5eIected Stucl5r Frogran-rines

ln addiiion to the first choice of study programme, theie is the opporiunity to apply for addiiionaltwo siudy programmes Therefore, each applicant can apply for up to three different studyprograrnmes, in ordei'of prefenence These three study programmes can be both at the same Host

lnstitutlon and at different Host lnsiitutions; it is the applicants' decision.

The order qf preference is esseniial During 'ihe application process, the first selection and

examination process will be conducted for the study programmes selected as the first choices ofapplicants The first decision about the applications is also going to be made regarding ihe firstselected programmes During the second and third decisions, only the rernaining free plaees will be

fiiled ln this way, the chances of receive the scholarship are relativelV higher for the studyprogrammes selected as first choices because there are moTe free places at ihat time

please note that after submitting the application, the selected programmes and the order ofpreference cannot be changed by rhe applicant, We highly advice al applicants to carefully check theminimum entry requiremenis of the study programmes and take iime io decide on the order of thethree programme preferencesl We also highly encouTage ihe applicants to increase their chances ofreceiving the scholarship by apply for not only one or two, but ihree studY programmes in toial!

Applicants are eligible to apply only if ihey meet ihe minimum language criteria set by the chosen

Siudenis shall have a level of proficiency in the language of education as required by the Host

lnstitution The applicants need to directly apply for the study programmes in the online application

sysiem.

Those applicants that have at least an intermediate (82) level of Hungarian language knowledge can

apply to Hungarian study programmes directlY The copy of the proof of at least a 82 level language

knowledge has to be upioaded as part of the applicaiion in the online system Please noie ihat if youonly apply to Hungarian studv programmes directly, but fail io up oad the proof of ai least a 82 level language knowledge in Hungarian, then you cannot be admiiied to any places'

Those applicanis that do not have ai least an intermediaie (82) level of Hungarian language

knowledge shall compleie an obligaiory one-year Hungarian language preparaiory course beforestariing their degree courses, For this, the applicants are usually required io l'raVe at least a basic

level of English proficiency ln ihe online application system, the applicants need to apply directly forthe preparatory course (and NoT for the degree pi'ogramme they wish io staft after the language

programme in certain cases, for up to one yeaT Please read this section if you are applying for studyprograrnrnes in the f!eld of Music or Engineering,

Preparatory courses are non-degree programmes before starting a bachelor or master level degree

programme ai a Host lnstitution (both with the scholarship) Specialisation courses are non-degreeprogrammes after completing a bachelor or master level degree programme, therefore it is for thosewho already have a degree.

Regarding the preparatory courses, applicants can oNLY apply for Hungarian language preparatoryprogrammes Even these preparatory couTses can ONLY be applied for if the student wishes tocontinue his/her degree studies at a Hungarian language programme after the preparatory year.

After completion, it is not possible to continue the studies in English or other foreign languages.

However, ONLY in case of English language full degree study programmes in the field of Engineering

and Music, during the institutional entrance examination process and based on the professionalevaluation of the applicant, the host institutions have ihe right to make the decision to admit theapplicant for a preparatory course (up to 1 year) before they can actually start their full degree

programmes This is only available for a preparatory course before bachelor and master level

programmes in the field of Engineering and Music Applicants therefore cannot directly apply forpreparatory courses in English language; it is always the host institutions' decision if a professionalpreparation year is necessary or not.

Specialisation couTses conducted in English language are ONLY available in the field of Music.

Applicants should directly apply for these in the online application system To see the specialisation

courses and entry requirements, please check the "Studv Finder" section of our website and select

"OP" at the "Level of studies" row which stands for "other pTogramme".
