The Government always particularly interested in the issues of agriculture, farmers and rural The government always has the incentive policies to encourage and support farmers in the production process In the present context, the policies for farmers have achieved some positive results, however, the policies have also revealed many restrictions and has not achieved the desired effect

The study describes the policies content, the status of the promulgation and implementation of production subsidies to farmers, include: credit support policies, transfer advanced techniques and technologies policies, vocational training policies for farmers The study uses data VHLSS 2008 assessment approach and the impact of the policy Through the statistics, the study review the approach of the farmer to all three policies and each policy As can be seen, the approach is not achieved against objectives and the approach of each policy has significant differences

There searchers used regression models to analyze the impact of policies on the value of output and living standards of farmers The results showed that the credit support policies have strong impact to the output value, while the standard of living, the agricultural , forestry, fishery policies and credit support policy have impact The results also indicate that the effect of the policy is not uniform

From the status of the policy and the results of analysis of policy impact, the study proposes solutions to improve the effectiveness of each policy, include: Combined the credit support policies and the conditional cash subsidies; Agricultural policies should be further promote; the management market polocies should be adjusted more practical
