Background study

 A review of the Viet Nam GEF portfolio by GEF Focal Area since 1995, providing a historical perspective of funded

projects with information on funding involved, implementing partners, and main lessons

 An assessment of the processes and arrangements involved in accessing, implementing, and monitoring GEF-funded

projects since 1995, defining lessons learned and making

recommendations for institutional arrangements,

collaboration and harmonization over the coming five years

 An assessment of national priorities of key sectors relevant

to GEF funding, thus determining opportunities and priorities for GEF funding in each of the GEF Focal Areas

Drafting Process

 Determine the scope and define goals (long term and short term) and objectives of the strategy

 Develop and finalize the outline of GEF strategy

 Identify the criteria for identification of national

strategic priorities

 Identify the priorities for each of the GEF Strategic Objectives/Priority Programming Areas to be aligned with Viet Nam national priorities for sustainable

development

 Identify the mechanism and required resources for implementation and monitoring of the strategy
