1. Essenstiality of thesis.

Cooperatives are the type of economic organization which has existed in many countries around the world including Vietnam, cooperative works in many areas of the national economy, its position as an economic component

Mekong Delta, with a dense system of canals, waterways transport is an inevitable match Model waterway transport cooperative is one of the important economic sectors, as an integral part of the transportation industry in this region However, so far, the cooperative is operating with small scale, lack of sustainable, untapped advantage resources and not really effective while the transportation needs of the region is quite large

Development of water transport co-operative model in the Mekong Delta is in accordance with the policy of the Party "On continued innovation, development and enhance economic" (NQ ĐH

XI ), and 11/2012/QD-TTg Decision dated 10/02/2012 of the Prime

Minister "approve the development plan traffic key economic areas

in the Mekong River delta in 2020 and towards 2030 ".

Therefore, the need for research, propose solutions, to develop this model in the next phase is very important With the

above sense, I chose the thesis topic: "Development of water transport cooperatives in the Mekong Delta" doing research for a

Ph.D economics, majoring in Political Economy

The author collected the documents, materials, sources of secondary data and primary data related to research content

Classifying the statistics, the documents base on the request of the subject, processing statistical data to bring out a standard

Method of analyzing information

Using the methodology of dialectical materialism and historical materialism NCS uses qualitative research methods and comparative case analysis Based on statistics, to assess the effects of socio-economic Waterway Transport cooperatives in the 13 provinces of the Mekong Delta (pick some representative cooperative)

7 The contribution of thesis

Firstly, implement the basis of theoretical and practical role,

effect waterway transport cooperative in the domestic economy, in the Vietnam socialist-oriented Vietnam market

Secondly, analyze and clarify the status of the operation model of

waterway transport cooperativevs in the Mekong Delta, assess the successes and failure, finding the cause of the problem which is prevented the development of this cooperative model Considered this typical model should be replicated throughout the region

Thirdly, propose some primary basic ideas and solutions to

develop the waterway transport cooperative in Mekong Delta in the coming period

Finally, the results of the thesis research will be the references

when developing strategies to build economic and social development strategy of transportation in the Mekong Delta This also can be used as teaching materials in the political school

The problem of cooperative organizations in the transportation has number of author mentioned:

1.3 Findings and issues researches that need further more in development of water transport cooperatives in the Mekong Delta

1.3.1 The problems that need clasify

These studies state that: The born of cooperative derived from the collaboration needs of farmers and the level of agricultural laborers Cooperative plays a very important role in economic development and social The Government has considered the cooperative organization is a "bridge" between the government and farmers Through cooperatives, the Government's policy is transferred to farmers and through farmers, government understand the expectations and opinions of farmers Government is developing a cooperative tool implementing industrialization and modernization of rural areas

Cooperatives have a long-standing and popularity in many countries, to meet the demands of the economic development in each country, consistent rule requirements of production relations has always adapted to the nature and the level of development of productive forces

1.3.2 The problems that not mentioned in thesis

The author has not mentioned much about cooperative transport, PA reporter only mentioned cooperative transport in Germany and Thailand, but also referred to lines of business, business activities, not to mention the mode of operation, scale and performance business

No overall assessment of economic efficiency and social, and the need to develop models of water transport cooperatives in the Mekong Delta

No comparison of waterway transport cooperative model, the domestic-style organization with this kind of limited liability companies, joint stock companies, private businesses.

1.3.3 The problems that will be solved in the thesis

Firstly, Interpretation objective necessity of the existence and

development of cooperative forms of transport inland waterway-the Transportation industry in our country

Secondly, the development status of water transport cooperatives

in the Mekong Delta Consider this organizational model cooperative typical inland transport should be expanded in the coming period

Finally: To propose solutions to develop waterway transport

cooperative in Mekong Delta in the coming period

Chapter 2 THEORETICAL AND PRACTICAL ABOUT DEVELOPING

WATERWAY TRANSPORT COOPERATIVE

2.1 A number of concepts

2.1.1 Cooperative concept

According to the International Cooperatives (ICA):

"Cooperatives are autonomous association voluntarily by individuals linked together to satisfy the needs and expectations of the general economic, social and cultural through the formation of social enterprises by collective ownership and co-managed democracy

"[102].

Cooperative law in Vietnam 2003: "Cooperatives are a collective economic organizations by individuals, households and legal entities who have needs, common interests, voluntary contribute capital and labor in accordance with the provisions of this Act to

promote the strength of each participating members of cooperatives, mutual assistance and effective implementation of business activities and improve living standards spirit, contributing to socio-economic development of the country.

Cooperative activities as a type of enterprise, have legal status, autonomy, responsible for the financial obligations within the scope

of the charter capital, capital accumulation and other sources of cooperatives prescribed by law "(Article 1 Law on cooperatives

2003)

Cooperatives Act 2013, effective from 01/7/2013:

"Cooperatives are a collective economic organizations, co-owner, has legal personality, by at least 07 members and established voluntary cooperation mutual assistance in production, business and job creation in order to meet the common needs of its members, on the basis of self-reliance, self-responsibility, democracy and equality

in cooperatives management ".

2.1.2 Transport cooperative concepts
