Fort No.3 Removal Projiect and Nakanose Traffic Route Dredging purojiect(Tokyo Bay EntranceRoute Constrauction) will be implemented for the duration of Tyears from the year 2000 and thenavigation area will be naffowed,temporarily,in waters in the project's vicinity,Particuiariy fromFebruary to August of each year,the Nakanose Traffic Route dredging project takes piase and thepassable width of the Nakanose Traffic Route may be less than half of the normal width
For the safe navigation during the work period, the 3rd Regional Coast Guard Headquarters ask thecooperation of all vessis by observing the maritime traffic safety laws and regulations and
recomendation for safe navigation,as well as giving attention to items below
l General matters that require attention
( 1)Keep in mind of the project work area,work period, and light-buoys that indicate the workarea,as specified by project notification posters(It is prohibited for vessels to pass throughthe work area.)
(Z)Be extra careful in maneuvering vessels in waters in theproject's vicinity
(3)Give special attentionto the work reated vessels going in annd out of the work area
(4)Pay attention to infoemation and safety notices purovided by the information boats andguard boats stationed near the work area Vessels,which arranged boats for guarding thecouress should operate boats sufficiently to mane request for cooperation to other vessels
2 Matters that require attention by vesseis going toward the north on the Nakanose Traffic Route( I )Suffcient caution should be given to weather,hydrographic condition, and the vessel's ability
to maneuver,and siso to dritting to the work area by wind and current
(2)Due to the naffowed passable width in waters in the project's vicinity,avoid parallel
navigation near the work area Vessels are to navigate in a row well short of the work atea
Do not, under any circumstances, overtake other vessel near the work area
(3)Vessels that don't have obligation to navigate all areas of the Nakanose Traffic Route, forexample vessels going to Kisarazu Port, should go out from the route eariy in case that thedepth of water and passing of other vessels are safe
Matters that require attention by vessels going toward west on the north side of Nakanose TrafficRoute Leaving Kisarazu Port
Obuserve the regulation that recommend to navigate on the north side of the Oki Light-buoy Keep in mind that there are navigation revigation restrictions for vesselsleaving the Nakanose Traffic Route and give sufficient attention to such vessels
Kisarazu-Ko-Matters that require attention by vessels going to ward the the south on the Uraga Suido traffRoute
( 1)Sufficient caution shold be given to weather, hydrograpic condition,and the vessel's ability
to maneuver,and also to dritting to the work area by wind and current
(2)During the period where the passable width is narrowed in waters in the project's vicinity,vessels are to navigate in a row well short of the work area, and do not attempy to overtakeother vessel by force,for the safe navigation of all vessels

Keep in maind that vessels navigation in the Nakanose Traffic Route are under greaternavigation restrictions near the work atea than that of the usual circumstances Therefore,,donot block the wav of other vessels while fishine near thework area

While Nakanose Traffic Route dredging constructs it specially, is time when half of the (betweenFebruary and August each) Nakanose Traffic Route becomes the following
In the 3rd Regional Coast Guard Headquarters of order and public safety headquarters, to attemptthe safety of the vessel traffic in the construction period
The navigation vessel asks to be careful of an item that traffic regulations and so on are observedand next to mention

(3) The depth of water and so on is confirmed, and the xessel which a Nakanose Traffic RouteNavigation duty is not in leaves a line about the whole section of a little early in such cases as avessel to go to Kisarazu port

The vessel navigating through Nakanose Traffic Route is it a restriction in navigation is takenand it operates around the construction zone especially inside the line the line so that it may not beblocked

3rd Regional Coast Guard recommends vessels to take
the following safety measures
1 Taking a pilot on board
The following vessels should take a pilot on board
(1) A vessel of entitled to fly the flag of a foreign country
(2) A vessel entitled to fly the Japanese flag, commanded by a master
who does not have sufficient sea-going service and experience of
navigating in Tokyo Bay (Tokyo Wan)
2 Continuous placement of an escort boat
A vessel under the legal obligation to place an escort boat for the
guarding her course should continue to place the escort boat, until
she confirms her safe navigation even out off the traffic routes
3 Navigation rules for sea areas in the vicinity of gateways of traffic
routes (See page 8, CHART 1)
( 1) Vessels which are proceeding in the vicinity of the northern
gateway of the Nakanose Traffic Route after having left Kisarazu
Port should pass the Kisaraztr Port Offing Light Buoy with it on
their port side
(2) Vessels which are proceeding southward from Tokyo and
passing through the sea area off Kawasaki should pass to the east
side of Kawasaki Koro Resilient Light Beacom No 2, maintaining a distance
of at least 1,000m from this buoy
(3) Vessels which are proceeding southward along the Nakanose
Western Side Sea Area in Tokyo Bay should pass the Tokyo Wan
Nakanose Western Side Light Buovs No 3 No 2 and No I
(hereafter referred to as th; : '.affic flow management light buoys' )
with each of these buoys on their port side
(4) Vessels which are proceeding northward along the Nakanose
Western Side Sea Area in Tokyo Bay (except vessels that are
heading for Neiwa in Keihin-ko Yokohama-ku Area 5) must pass
each traffic flow management light buoy with the buoy on their
port side until they reach the designated course for the
destination in which they are heading for
(5) Vessels having a draft of 17m or more which are proceeding
northward along the Nakanose Western Side Sea Area in Tokyo
Bay must maintain a distance of at least 400m from the line joining
Tokyo Wan Nakanose Resilient Light Beacoms A, B, C andlight Buoys D
(6) Vessels wishing to drop anchor in the Nakanose Western Side
Sea Area must do this at least 1,000m from the line joining the 3
traffic flow management light buoys
(l) Vessels which are leaving the Uraga Suido Traffic Route and
proceeding southward must not do anything (such as changing
course through a large angle) in the vicinity of the gateway of the
traffic route that obstructs the way of vessels that are about to
enter the traffic route
(8) Vessels passing off Tsurugisaki and entering the Uraga Suido
Traffic Route must proceed down the middle of the entrance to
Tokyo Bay so as not to cross the path of vessels proceeding
southward in the vicinity of the gateway of the traffic route

Trang 7-4 Restriction on crossing Uraga Suido Traffic Route
During the evening rush-hours in Uraga Suido Traffic Route (4 p.m.-8p.m.JST), a vessel of some 10,000 G/T or more should normally avoidcrossing the traffic route from or to the westward, but if obliged to
do so should pursue safety in crossing by:
a understanding the prevailing circumstances and conditions in andaround the traffic route by keeping iq close contact with the TokyoWan Traffic Advisory Service Center;
b faithfully obeying maritime traffic rules (particularly the rules onconduct of vessels and indication of their own routes under the
Maritime Traffic Safetv Law):
c at all times maintaining a proper look-out by sight and hearing aswell as all available means;
d at all times proceeding at a safe speed;
e effectively using escort boats, tugs, and the like;
f as far as practicable maintaining a listening watch by a VHF

5 Restriction on overtaking
Huge vessels and other particular vessels as prescribed by the
Maritime Traffic Safety Law, and vessels of 10,000 G/T or moreshould, if the circumstances of the case admit, avoid overtaking
a vessel of 500 G/T or more in the traffic routes
6 Restriction on speed
A vessel should not navigate at a high speed within the Bay
7 Restriction on entry into the traffic route in poor visibility
( 1) Huge vessels, vessels of 50,000 G/T or more carrying dangerouscargo,vessels of 25,000 G/T or more carrying liquefied gas,andvessels towing or pushing long objects whose distance is 200 m ormore should not enter the traffic routes when the visibility in thetraffic routes being I mile or less
(2) Vessels of 10,000 G/T or more(except vessels given in the para.(l))should not enter the traffic route when the visibility in the trafficroutes being 1,000m or less
8 Restriction on entry time into the traffic routes
( 1) Vessels of 50,000 G/T or more carrying dangerous cargo and vessels
of 25,000 G/T or more carrying liquefied gas should enter the
Uraga Suido Traffic Route from t hour before sunrise till sunset.(2) Vessels towing or pushing long objects whose distance is 200 m ormore should enter the Uraea Suido Traffic Route from sunrise till
I hour before sunset
9 Waiting places under navigational restriction
When navigation in the traffic route is restricted because of poorvisibility or other reasons, a vessel inward which is entering TokyoBay should wait outside of Tokyo Bay and a vessel outward which isleaving Tokyo Bay should wait in the place where traffic is not heavy
10 Restriction on use of auto-pilot
A vessel navigating in Tokyo Bay should not use auto-pilot
11 Preparation of emergency fire wires (S"" page 17, CHART 4 )
A vessel carrying dangerous cargo prescribed by the Maritime TrafficSafety Law should prepare emergency fire wires at the bow and the

12 Notification of traffic routes and Change of notification
(1) Vessels of 10,000 G/T or more should report the "Notification of
traffic routes " and the " Change of notification " to the Tokyo Wan
Traffic Advisory Service Center in the same way as in the case of a
trlni,ff,rtiii"hotincation of traffic routes", following items should be
reported
a Pbrt of destination and section of the port, when they are known
b Port of departure and section of the port, in case of a departing vessel
c Whether a pilot is arranged or not
d Whether a special vessel with foam-type or powder-type fire
fighting facilities is aranged or not
(3) Vessels which sent "Notification of traffic routes" should report
" Change of notification " to the Tokyo Wan Traffic Advisory Service
Center, in case of change the estimated time of entering the traffic
routes by 10 minutes or more
13 Position report (See page 9, CHART 2)
(1) When huge vessels and other vessels of 10,000 G/T or more leave or enterTokyo Wan Bay or move within the bay area, they must report their position to theTokvo Wan Traffic Advisorv Service Center as soon as thev cross the first
posiiion reporting line
a Name of the vessel, gross tonnage
b Time of passing (J.S.T.)
c Abbreviation of the position reporting line crossed, or her
position with bearings and distance from well-defined charted marks

(2) A vessel of 100 G/T or more with a cartying capacity of 30 persons
or more totaling the fixed number of the crew passengers and other
persons on-board except the vessels of given in proceeding sub paragraph,
should report the following items by VHF radiotelephone or party line
telephone to the Tokyo Wan Traffic Advisory Service Center
(0468-43-8622 -4) at firstly crossing a position reporting line or on
passing the well-defined charted mark
a Name, type, gross tonnage and call sign of the vessel
b Abbreviation of the position reporting line crossed,or her position
with bearings and distance from well-defined charted marks
c An outline of her scheduled route, and destination
d Telephone number (in case of reporting by party line telephone)
14 Communications with the Center ,
(1) While huge vessels, other vessels of 10,000 G/T or more, and vessels of 100 G/T
or more that have a maximum capacity of 30 persons or more are passing throughthe Tokyo Wan Traffic Advisory Service Centerfadar service area, they mustmaintaiir contact with the Cent& by VHF phone(CH16, 156.8MH2) '
(2) The vessels equipped with VFIF (CH16, 156.8MH2) should keep watch onVHF while navigating within radar service area, since information might

and in case of confused communication, vessels which equipped with
VHF(CHI3) are requested to keep watch on CH13, as well as CH16, providingfor need of call from the Center
15 Maritime traffic information
All vessels navigating in Tokyo Bay are recommended to make use of
the following traffic information or traffic conditions, and taking
early action to avoid dangerous situation
( 1) Information service by the Tokyo Wan Traffic Advisory Service Center
a Regular broadcast (ny Japanese:twice every hour from 00 to 15 min
and from 30 to 45 min By English: every hour from 15 to 30 min.)
