Outline of Maritime Traff ic Safety Law

1 P u r p o s e o f t h i s L a w

The purpose of this Law is to ensure the safety of ships' traffic by prescribing

special modes of navigation and by effecting control for preventing danger to ships'

traffic in the traffic congested areas

2 S e a a r e a s w h e r e t h e L a w i s a p p l i c a b l e

The sea areas where this Law is applicable are Tokyo Wan(Bay), Ise Wan and

Seto Naikai(Seto Inland Sea)

The boundary of Tbkyci Wan is delineated by a line drawn from Su-no-Saki

Lighthouse in Chiba Prefecture to Turugi Saki(old name:Ken Saki) Lighthouse in

Kanagawa Prefecture

The boundary of Ise Wan is delineated by a line drawn from O Yama

Ttiangulation in Aichi Prefecture to lzika Lighthouse in Mie Prefecture, a line

drawn from Tatuma Saki Lighthouse in Aichi Prefecture to the southern tip of

Saku Sima and a line drawn from the southern tip of Saku Sima to Hazu Misaki

The boundary of Seto Naikai is delineated by a line drawn from Kii Hino

Misaki Lighthouse in Wakayama Prefecture to Gamoda Misaki Lighthouse in

Tokusima Prefecture, a line drawn from Sada Misaki Lighthouse in Ehime

Pre-fecture to Seki Saki Lighthouse in 6ita PrePre-fecture and a line drawn which is

the eastern boundary of Kanmon Ko(port)

There are eleven traffic routes

es-tablished in the sea areas where the Law

is applicable :

Uraga Suido Traffic Route and

Tokyo Wan Irago Suidri Traffic

Route in Ise Wan Akasi Kaiky6

TYaffic Route, Bisan Seto East

Route, Uko West TYaffic

Route, Bisan Seto North Traffic

Route, Bisan Seto South Ttaffic

Route, Mizusima Traffic Route

and Kurusima Kaikyo Ttaffic

Route in Seto Naikai

Special traffic rules mentioned

in Paragraph 5 below are enacted in

these traffic routes

they must give advance notification to the Maritime Safety Agency and obey

instruction given by the same Agency

vessel navigating the traffic route ;

cross-ing a traffic route or vessels staycross-ing still in the traffic route should keep out

of the way of a huge vessel navigating the traffic route ;

A t t h e i n t e r s e c t i o n o r j u n c t i o n o I a t r a f f i c r o u t e l a n y v e s s e l o t h e r t h a n

a huge vessel, so as to involve risk of collision with the huge vessel

navigating the traffic route, shouldkeep out of the way of the huge uessel

Any vessel other than a huge vessel or a vessel engaged in fishing or other

operations, which navigate in Mizusima Traffic Route should keep out of

the way of a vessel navigating in Bisan Seto North Tlaffic Route ;

paragraph-ed above, should observe the rules stipulatparagraph-ed in the Law for Preventing

Collisions at Sea

Any vessel whose length is 50 metres or gteater should navigate the traffic

route along the course of the route in the areawhere there is such traffic route

Any vessel shall not navigate at a speed exceeding 12 knots in all areas of Uraga

Mizu-sima Traffic Route, and in the sections of Bisan Seto East Traffic Route, Bisan SetoNorth Ttaffic Route and south T?affic Route, which are shown in the diagrams

Sakat"-An overtaking vessel equipped with a whistle, shall, when intending to

over-take any other vessel in a traffic route, give the following signal provided that this

should not apply to the case where overtaking signals prescribed in the Law for

Preventing Collisions at Sea are given :

a When intending to navigate on the starboard side of the other vessel, they

should give one prolonged and one short blasts in succession on the

whis-tle;

b When intending to navigate on the portside, they should give one

prolong-ed and two short blasts in succession on the whistle

Any vessel intending to cross a traffic route shall cross the route promptly at

angles as close as possible to the right angles with the traffic route Vessels

cross-ing traffic routes should cross promptly at angles as close as possible to right angles

to the traffic routes

No vessel is allowed to anchor in the traffic routes Mooring to vessels at

anchor will be regarded as anchoring

Commander of a competent Regional Maritime Safety Headquarters, Chief of a

Maritime Safety Office or of Traffic Advisory Service Center of the matters,

including the estimated time of navigation of the traffic route by noon of the

day before the estimated date of navigation
