Vwould like to introduce the “Report on Vietnam Internet

Resources 2014” to the readers This annual report provides data, information and analysis on the growth, development and characteristics of Internet resources in Vietnam

In the past few years, the rapid growth of the Internet in Vietnam has resulted from the harmonized development in many aspects and many elds including Internet resources (domain names, IP addresses, autonomous system numbers), which is the basic parameters for Internet service activities

The data and analysis of the management, development, and habits of registering and using Internet resources, which re ects the Internet activites as well as the growth of the Internet economy of Vietnam in terms of developing Internet resources, will be found in this report

RESOURCE MANAGEMENT IN VIETNAM

Vietnam Internet Network Information Center (VNNIC) is an aﬃliation to the Ministry of Information

and Communications (MIC), founded on 28th April 2000, and carries out the functions of managing,

allocating, supervising and promoting the use of Internet resources, such as “.vn” domain name,

address (IP), Autonomous System Number (ASN); managing and operating the Vietnam Internet

Exchange (VNIX) and the national DNS system; providing Internet-related guidance, statistics on

Internet; and joining international activities on Internet

With the results of the growth and development of Internet resources, information activities and user

guidance, VNNIC has been playing an important role in the promotion and development of Internet

in Vietnam as well as the integration of Vietnam into the global Internet

Ÿ The functions of management and operation of DNS was oﬃcially taken over from VNPT

No.09/2008/TT-on the settlement of disputes over Vietnam's country code domain name “.vn” were issued

2010:

Ÿ The number of “.vn” reached 100,000 Vietnam became the second largest country in ASEAN

Ÿ Opened free registration period for IDN.VN, starting the booming period of IDN.VN

names, forcing the development of “.vn”

registration

Besides allowing the auction and trade of “.vn” domain name, this Decision also prohibits the trade of

protected domains, including the names of the Party and Government authorities, political and

social organizations, and other domains related to the bene ts, security of national sovereignty;

domain names in violation of regulations, under dispute settlement process or suspension

Vietnamese international domain name (IDN VN) reaches 1 million

registration

On 25th August 2014, at the oﬃce of the Ministry

of Information and Communications – 18 Nguyen

Du, Hanoi, Vietnam Internet Network Information Center (VNNIC) organized the event “Celebration

of the 1 million Vietnamese international domain names” This milestone brought Vietnam to become the country with the largest number of IDNs, which re ected the potential development

of Vietnamese international domain name in the market, as well as preserving national cultural identity, a new stage of development of the Internet of Vietnam

1 million Vietnamese IDN milestone also marked the integration of Vietnam into the global Internet,

together with preserving Vietnamese culture and content in the Internet

VNNIC launches domain name management system in accordance with international EPP standard

On 11th October 2014, VNNIC oﬃcially

re p l a ce d t h e c u r re n t d o m a i n n a m e management system (DMS) with the Shared Registry System (SRS), using EPP (Extensible Provisioning Protocol) The transition to the new management system with advanced technologies will improve the management capacity and promote “.vn” domain name in both domestic and oversea markets This new system helps VNNIC and “.vn” registrars, both domestic and foreign, to minimize manual management operations and signi cantly shortens the time to process requirements from registrants This new system is really important as enhancing the competitiveness of the “.vn” domain name and promoting the “.vn” domain name in the future

The National IPv6 Action Plan amended

On 20th October 2014, the Minister of Information and Communications signed Decision No 1509/QD-BTTTT

on amending Decision No 433/QD-BTTTT on 29th March 2011 providing the National IPv6 Action Plan

After 3 years of execution, the Action Plan has proved

to signi cantly improve the public awareness of IPv6 deployment in Vietnam, with major achievements by Vietnamese Internet service providers (ISPs) However, there are still several drawbacks including the low IPv6 traﬃc and lack of IPv6 commercial services To overcome this situation, the Vietnam IPv6 Task Force (VNIPv6TF) recognized the need to review and admend the national action plans on IPv6, by adding tasks and contents for new participants of the IPv6 plan such as online newspaper, information portals, social networks, “.vn” domain registrars, international domain name registrars in Vietnam, software companies, and network equipment providers

“IPv6 Showcase” Conference on Vietnam IPv6 Day 2014

On 06th May 2014 - the Vietnam IPv6 Day 2014,

at the JW Marriott Hotel, Hanoi, Vietnam Internet Network Information Center (VNNIC) – Standing Committee for Vietnam IPv6 Task Force (VNIPv6TF) - hosted the Conference “IPv6 Showcase” with the endorsement of the Ministry of Information and Communications (MIC)

The conference attracted the participation of approximately 300 representatives from MIC, the VNIPv6TF, local authorities, policy makers, the IT sector, equipment and service providers Within the conference, important updates about IPv6

deployment were shared with all the attendees by experts from international organizations and

200 representatives from local businesses and associations

To be continue with the success of the 2013 events, the conference in Quang Ninh was aimed at enhancing the public awareness of the business

on the protection of trademarks on the Internet; promoting marketing activities on the Internet with

“.vn” domain name; promoting the development of e-commerce and information technology

application in Quang Ninh province as well as nearby provinces; strengthening the management of

local government in Internet activities in general

VNNIC hosted the workshop on promoting and encouraging the deployment

of IPv6 in ASEAN ICT SMEs

On 19th March 2014, Vietnam Internet Network

I n f o r m a t i o n C e n t e r ( V N N I C ) h o s t e d a n international workshop with the theme of

“Promoting IPv6 in ICT SMEs in the ASEAN region”

The workshop was part of the project to promote IPv6 deployment in small and medium ICT enterprises (SMEs) in the ASEAN region The workshop was an opportunity to update the status

of IPv6 deployment in ASEAN countries, and to discuss and make recommendations to guide small and medium ICT enterprises in the process of IPv6 deployment for the whole area The workshop attracted the participation of experts from Asia Paci c Network Information Centre (APNIC), experts in the eld of IPv6, representatives from ASEAN countries and other units of Ministry of Information and Communications

DNSSEC deployment project approved

On Oct 23rd 2014, the Minister of Information and Communication signed the Decision No 1524/QĐ-BTTTT to approve the project of DNSSEC deployment for the “.vn” DNS

Domain Name System Security Extensions (DNSSEC) is a suite of IETF speci cations for securing certain kinds of information provided

by DNS with authentication and protection

The deployment plan for DNSSEC by VNNIC will include 3 phases: Phase 1: Preparation (2015), Phase 2: Implementation (2016) and Phase 3: Accomplishment (2017) After completing the plan , the DNSSEC speci cations will be implemented widely on the “.vn” DNS, DNS of major ISPs “.vn” registrars, DNS Hosting providers and government authorities

It is expected that after the approval of MIC, the whole deployment plan for DNSSEC will soon be executed and achive great results in bringing about the secure and reliable “.vn” DNS, as well as the infrastructure and development of Internet in Vietnam

VNNIC strengthens the relationship with professional organizations.

Coordination Center for TLD RU, VNNIC sent the representative to participate in the 5th Russia Internet Governance Forum (RIGF) and the 20th anniversary of RU ccTLD On this occasion, the representatives of the two organizations exchanged information and discussed on the topics that both were interested in such as: policy and experience on Internet resource management, management and promotion of ccTLD, IDN ccTLD; Internet statistics

Based on the discussion, VNNIC and CC for TLD RU would expect to expand the cooperation activities and improve the relationship in the near future

attend the training course on the IPv6 Ready Logo Certi cation Program at the Institute of Japanese

Telecommunications Equipment (JATE) at May 2014; attending and presenting at the Internet Week

of Japan, studying and working with JPNIC at November 2014 Those cooperations enhanced the

strong cooperation between VNNIC and JPNIC

delegation of VNNIC headed by Mr Tran Minh Tan – Deputy Director of VNNIC- attended the 38th meeting of Asia Paci c Network Information Center (APNIC) in Brisbane, Australia On this occasion, Mr Tran Minh Tan and Mr Paul Wilson – General Manager of APNIC exchanged the NIR agreement signed between VNNIC and APNIC, and reaﬃrmed the commitment to the relationship of mutual support between the two parties on the basis towards the sustainable development of Internet resources in the Asia Paci c region Besides, VNNIC and APNIC had a meeting to discuss the issues of bilateral cooperation between the two parties in the future

Since 2011, “.vn” has always been the most registered ccTLD in the ASEAN region According to APTLD

statistics of Asia's top 20 ccTLD with highest number of registrations by Sep 2014, “.vn” ranked in top

10, with more than 286,000 domain names registered

In the monthly member statistics and growth reports of APTLD since July 2014, “.vn” had been within

the top 5 ccTLDs with the highest growth for the month in terms of absolute values of registrations

In comparison with other ccTLDs in the region, “.vn” still kept a quite steady growth with an 1.1%

increase in both Aug and Sep 2014, while it can be seen from the below table that some other ccTLDs

witnessed a fall in the growth rate, or even negative development Until Oct 2014, the overall growth

rate of “.vn” reached 9.4%, and was expected to reach 13% at the end of 2014 After the introduction of

new gTLDs into the market, the competition from those was signi cantly intense, with such a 139.8%

growth rate from May to Aug 2014, while ccTLDs only rose by 1,7% (Domain Name Stat Report -

CENTR, Sep 2014)

2.3 Quantity and ratio of new registrations/renewals/withdrawals

The statistics of “.vn” new registrations, withdrawals and renewals in the years of 2012, 2013 and 2014

showed that there was a steady rise in the number of new registrations and renewals, which re ects

the sustainable development and customer loyalty of the “.vn” domain

There was a slight increase in the number of “.vn” withdrawals in 2014, when the cumulative number

of domains registered in the system goes up Therefore, the ratios between the new registrations, withdrawals and renewals will be taken into consideration, in order to estimate the development and persistence of the Vietnam ccTLD as follows:

As it can be seen from the gure above, during the period from 2010 to 2014, the peak development

of “.vn” domain occurred in 2011, with the lowest ratio of withdrawals/new registrations in 5 years In

2013 and 2014, this ratio climbed to nearly 67%, which proved the saturation of the domain market

On the other hand, the Withdrawals/Renewals ratio has not much changed over the period, reaching 43.7% in 2014, as a result of the eﬀort of VNNIC and registrars to compensate for the diﬃculties in developing new registrations Customer loyalty and steady growth are considered as two important strengths of ccTLDs, in comparison with gTLDs During recent years, “.vn” domain names have been maintaining those two characteristics

Mat Bao, FPT, PA Vietnam have been remaining the top 3 registrars of “.vn” during the period from

2012 to 2014 The other newly accredited registrars including iNET, GMO Runsystem, Nhan Hoa had

considerable achievements in developing new registrations There are not much changes among

the market share, new registrations, withdrawals and renewals over the time Almost all registrars

keep the similar growth rate compared to 2013

According to the statistics on website www.webhosting.info, by Oct 2014, there were 213.652 gTLDs

registered by Vietnamese registrants In Vietnam, during the rst years of Internet activities, gTLDs

had a substantial development with higher number of domain registrations than “.vn” Ever since

2010, the number of “.vn” registrations has become larger

Regarding the registrants of “.vn” domain name, there was a fall in the share of organizational registrants (58.29% of 2014 in comparison with 60,3% of 2013 and 63,15% of 2012), and a rise in the share of individual registrants (41.71% of 2014 in comparison with 39,7% of 2013 and 36,85% of 2012)

Regarding the aspect of using domain names in e-commerce, the results of a survey made by

Vietnam E-Commerce Association (VECOM) showed that about 70% of the enterprises in Vietnam

used “.vn” domain for their business and promotion, 27% used “.com”

The survey also presented that the percentages of enterprises using “.vn” websites among the

of the total “.vn” registrations 57.13% of the domains were the third level under “.edu.vn”, with about 77.87% having websites “.Edu.vn” was one of the extension with highest level of having websites among “.vn” domain names

The average length of “.vn” domain name is 9.712 characters, shorter than the average length of com

is 11.5, net (10.24), org (11.41) which were calculated based on the queries to the national DNS

maintained by VNNIC

The number of domain names with average length of 4-10 characters dominates the “.vn” name

space (55.75% of the total 291,103 names) In the name space, there are 536 domains with all

numbers The 10 longest domain names had 38-47 characters with proper meaning
