Today, information technology (IT) seems presence and hasinfluence to all aspects of human life IT has changed the wholelife, creating a new life "digital life" The achievements of IT havevery important contributions to economic - social development(socio-economic) during the integration and opening today.The XI Congress of the Communist Party of Vietnam hasadvocated "fundamental and comprehensive innovation ofnational education; linked closely the development of humanresources to development and application of science andtechnology " On 30/9/2008 Minister of Education and Traininggave Directive No 55 / CT-BGDĐT on enhancing teaching,training and application of IT in education in the period of 2008-
2012 The Directive states: "IT is a powerful tool to supportinnovation of teaching, learning and support educationalinnovation management"

Thanks to the concern of the party leaders and local government
of all levels, high schools today are equipped with fairly uniform
in facilities with modern techniques for the teaching andmanagement However, so far the efficiency of utilization of suchfacilities in teaching and management is still very limited
There are many causes that limit the effectiveness ofapplication of IT in teaching and management We believe that the
Trang 2main reason is not derived from the management staff andteachers Survey results show that the majority are manager andteacher with dedication, desire to applying IT in management, inteaching, but embarrassing not know what and how applicationand how to start ?
Moreover, the application of IT at high schools directlyaffected by the management manner of managers Frommanagement perspective, we see that the majority of high schools
do not go on with application of IT in teaching and management,the lack of specific measures to promote and links teachers withlearners, not created a motivation of application of IT to teachingand management, not yet make choice of content and practicalapplication and not yet focused on application of IT in teachingand management scientifically and effectively So, it is notenough to make a real step in changing the application of IT inhigh school
From the above reasons, we have chosen research topic:

2.4.2 Situations of investment in management of equipment, useand storage facilities and IT training equipment in high schools.The investment in teaching equipment for IT application, bothhardware and software in the high schools in the area areconcerned and have been pretty fully equipped as required by theactivities of IT application in management as well as in teaching.However, the current schools have no scientific measures for useand efficient storage of teaching equipments for IT application.2.4.3.the reality of management of IT application in the training ofteachers Most schools had planned IT application in teaching.However, the plan is often sketchy, no IT application content inspecific subjects The organization of training IT skills in teaching
is done at initial level, so much content needs to be improved Inthe planning of professional groups, specifying the education andtraining institutions in the application of IT in the teaching intointernal regulations got attention of professional groups, but theimplementation is still confusing, the only targets of ITapplication in teaching has been included in the plan of the year,month, week of the group, but done not yet efficiency
2.4.4 The reality of management of IT application in the learning
of students Schools have plans of IT applications in the study of aparticular student, plan of academic year, semester, every monthand every week of the professional groups, the head teacher andsubjects teacher However, the organization of activities is just amovement, form, not interested in the quality and efficiency of ITapplication in learning of students

of the content is given , but so far no software is developed.2.4.6 The reality of IT application in state management in highschools of the Department of Education and Training Thedepartment of education and training are very interested and haveplanned, organized activities of IT application in teaching,effective governance However, now the departments lack ofeducation and training systems software dedicated to ITapplication management for efficient operations in high schools
2.5 OVERALL ASSESSMENT OF REALITY IT APPLICATIONS IN THE SOUTHEAST REGIONAL HIGH SCHOOL
Advantages: Managers and teachers are aware of theurgency of the IT applications in high schools Departments ofEducation and Training, high schools in the region are interested
in planning and organizing, directing and managing ITapplication
Restrictions: In directing and organizing theimplementation, not really go into depth, there are no specificprovisions in professional activities Legal foundation, thescientific basis of the issue of IT application in teaching, inmanagement is still lacking, slow progress IT applicationteaching equipment was invested, but the management and usefor teaching is still limited
Conclusion Chapter 2: Managers, teachers, students made
aware of the need for management of IT application in teaching.However, organizing activities and professional capacity, on thepart of professional staff and teachers is limited, not meet therequirements of education innovation in the integration period
