1 The necessity of the dissertation
People's Public Security is an armed force that serves as anadvisory unit for the Party and the Government on defending Nationalsecurity and protecting social order and safety, fighting and preventingoperation conspiracies of hostile forces, criminals and law violationsregarding National security and social order and safety
In order to meet the demands as well as missions in the newsituation, the Public Security Minister has decided to establish the HighCommand of Mobile Police Force (K20) with the mission to cooperatewith armed forces to suppress and prevent acts of sabotage, riotinstigation, terrorism, hijacking, hostage abduction, and pursue armedgangs and organized crimes
During the mission enforcement, the number of public securityofficers and men suffering from injuries and deaths has a tendency toincrease for many reasons, one of which is that the task of guaranteeinghealth for public security officers and men in general and for mobilepolice force and special task force in particular still has manyimproprieties and has yet to meet the requirements of the missions,especially the task of guaranteeing combat health nowadays
Stemming from demands in the reality of working and fighting ofK20, the proposed demand for the research and establishment ofmedicine list, medical equipment, combat medicine basic load and
Trang 2methods of guaranteeing medical materials for K20 in this period is anurgent and imperative demand.
2 Objectives of the dissertation:
1 To describe the real situation of the disease model and the task
of guaranteeing medical materials for K20 (2006-2010).
2 To build a medical equipment and medicine list for K20, combat medicine basic loads and methods of packaging the basic loads for the Special Task Force.
3 To initially suggest and assess methods of guaranteeing medical materials for K20.
3 Contents of the dissertation
In order to accomplish the set objectives, the dissertation consists ofthe following contents:
+ Surveying the reality of the disease model and the task ofguaranteeing medical materials of K20, namely:
- Analyzing the reality of medical examination and treatment, theratio of wounded soldiers, sick soldiers, the wound structure of K20 informs of combat, proposing the disease model for K20
- Surveying the facilities, medicines, medical equipment, combatbasic loads, medical materials of K20 to serve as a foundation of theproposal for the establishment of methods of guaranteeing medicalmaterials for K20
+ Building adequate and fundamental contents for the list ofmedicines and medical equipment for K20
+ Building simultaneously the combat medicine basic loads forthe Special Task Force (basic loads for Battalions, Companies and
Trang 3Individuals) Researching methods of packaging the combat medicinebasic loads with materials that are suitable, safe and convenient formodes of transportation.
+ Suggesting, surveying and assessing methods of guaranteeingmedical materials for K20
4 New contributions of the dissertation
On the basis of surveying the reality of the task ofguaranteeing medicines, medical equipment, basic loads and medicalexamination and treatment (2006-2010), the dissertation is the first topropose the disease model of K20 showing that the group of diseasescaused by injuries accounts for a large percentage: 19.15%, theproportion of wounded soldiers in forms of fighting (fighting riotsand protests: 4.83%, attacking criminals: 1.83%), in marching andtraining: 1.43%, the proportion of wounded soldiers in term of injurylevel (severe level 7.5%, medium level 12.5%, minor level 80%),which serves as a scientific foundation for the research andestablishment of the list of medicines and medical equipment andcombat medicine basic loads for K20
For the first time, the research builds a medicine list for K20with 209 medicines arranged according to names of active elements of
22 groups of pharmacological effects, an adequate list of medicalequipment including 7 groups of 376 pieces of equipment, and a list of
25 fundamental pieces of medical equipment for K20 that meet themission requirements of K20
Trang 4The research builds simultaneously combat medicine basicloads: Battalion, Company and Individual Basic Loads (KB, KC, KNBasic Loads) for the Special Task Force based on analyzingscientifically obtained and surveyed data as well as real practice ofK20 Research results have been exploited for use in K20 and havebeen initially highly considered by the unit as a study of highscientific value and practical significance.
The research focuses on methods of guaranteeing medicalequipment for K20 based on principles of sufficient, comprehensiveand imperative supply, and at the same time creates flexibility andinitiative for the unit Guarantee methods have been implemented andapplied in K20 and have been confirmed to have many advantages thatare suitable for the market economy

3.1.1 Infrastructure, human resources and qualifications of health:
- Results show that the infirmary has a floor area of 350m2, ahealth examination room, a treatment room, a laboratory, afundamental medicine storage guaranteeing medical examination andtreatment at K20 infirmary
- Regarding human resources, there are 60 medical officers (9
doctors, 25 physicians, 8 pharmacists, 17 nurses) assigned in theInfirmary and subordinate units, yet they are unsuitable At the time,
4 Regiments namely E20, E22, E23, E24 and 2 Battalions namelyDN1, DN2 have Doctors, E21, E25, DN3 have no Doctor
3.1.2 Disease model at K20 infirmary (2006-2010):
- Survey results at infirmary show that: Acute diseases not
caused by injuries 37.40%; Infection: 25.5%; Injury: 19.15%; Chronicdiseases: 10.30%; Other diseases: 7.65% The most common diseasewas influenza
- In 2010, the most common disease was influenza accounting for50%; Pharyngitis 28.10%; Gastric syndrome 10.71%; Injuries causedduring marching or training accounted for 1.43%

examination at K20 infirmary in 2006 had 20 items, and in 2010 had
29 items
- List of medicines used at K20 infirmary has 87 items
classified into 16 groups according to their pharmacological effects(Antibiotics: 28.2% Cardiovascular and metabolism disorder 11.4%.Minerals and Vitamins 10.1% Painkiller, febrifuge, digestionmedicines 6% Diuretics and antidotes 1.3%)
- Essential medicines account for: 90.7%
3.2 BUILDING MEDICAL EQUIPMENT AND MEDICINE LIST FOR K20 AND COMBAT MEDICINE BASIC LOADS FOR THE SPECIAL TASK FORCE

including 23 groups of lists classified based on their pharmacological
effects with 409 medicines
- Collecting opinions from medical officers: 76% agreed with
the established list, 24% suggested some omissions Opinions wereobtained and the list was adjusted: 209 medicines within 22 groups ofmedicines according to their pharmacological effects
- Collecting opinions from experts: Results: 25/25 opinions agreedwith the suggestions
3.2.2 Suggestions for the list of medical equipment for K20 pursuant
to the list of medical equipment promulgated by Ministry of Healthand Ministry of Public Security, we suggest:

- Collecting opinions from medical officers: 78% agreed withthe draft, 22% suggested adjusting the names and increasing thequantity
- Collecting opinions from medical experts on sufficient
medical equipment list: 25/25 opinions agreed with suggestions.
+ List of fundamental medical equipment for medical purposes in
K20: including 25 items
- Collecting opinions from medical officers: 76% agreed with the
suggested list, 24% suggested some omissions
- Collecting opinions from experts: 25/25 opinions agreedwith suggestions
3.2.3 Suggestions for the list of combat medicine basic loads

- KB basic loads equipped for Battalion doctors to conductfirst aid treatment for 25 wounded soldiers, among which there are 1-
2 severely wounded ones, 2-3 medium wounded ones, treated andtransferred to the nearest military, civic medical hospital, treatmentfor soldiers with minor wounds for 1-3 days
- KC basic loads equipped for Battalion physicians comingalongside the Company into battlefields, performing emergencytreatment for 20 wounded soldiers and transferring the wounded to theback line, treatment for soldiers with minor wounds for 1-3 days
- KN basic loads equipped for individual special force officers
to perform emergency treatment on themselves or for their comradeswhen wounded, concussed, losing blood, or to protect themselvesfrom poisonous gases without medical officers, when they get back
to the unit, they will supplement medical materials to complete thebasic loads
3.2.3.2 Target requirement that needs to be achieved:
Guarantee the basic loads to be neat, lightweight, and mobile inoutdoor conditions
3.3.3.3 Calculation contents for the determination of demands for combat medicine basic loads of the battalion:

- Medicines supporting the prevention of shocks according toexperience of Le The Trung in treating war wounds include 5comprehensive solutions: killing the pains, stopping the blood loss,ventilating air, resuscitating and treating, and solving the origin of theshocks
- KB basic loads include 61 items: 33 medicines and 28 tools,bandages and gauze, including groups of medicines serving first aidtreatment such as: painkillers, premedications, anaesthetics, allergymedicines, cardiorespiratory medicines, hemostatics, antibiotics,intravenous, smooth muscle tissues, febrifuge, antihypertensivemedicines, antiseptics and 02 surgical threads, bandages, 02 groups
of minor surgery tools and medical tools
3.2.3.4 Calculation contents for the determination of demands for combat medicine basic loads of the company: complement the
emergency treatment for 20 wounded soldiers, namely including thefollowing groups: Antibiotics; Hemostatics; Febrifuge; Painkillers,tranquillizers; Smooth muscle relaxants; Antiseptics; Othermedicines; Bandages, gauze and other tools
Contents of KC combat medicine basic loads include 35 items:
21 medicines and 14 tools, bandages and gauze
3.2.3.5 Calculation contents for the determination of demands for combat medicine basic loads of the individual: equipping special
Trang 14force police to perform first aid treatment on wounded soldiers, onthemselves, or on each other under combat conditions, the individualbasic loads are used to prevent shocks, stop blood loss temporarily,dress the wounds tightly, resuscitate soldiers fainting because ofpoisonous smoke, redeem electrolytes, reduce fever, reduce pains,prevent allergy, solve insect bites.
