As midnight strikes on St Joseph's day, in the central Plaza del Ayuntamiento of Valencia, the smiling giant at the center of an enormous sculpture bursts into flames Finally, the whole construction collapses in a spectacular explosion of fireworks As the colored fire rains over the city, winter is officially at an end

This explosive end to the season is an annual event in Spain's third largest city, where the little-known Fallas Fiesta has become a thriving industry employing 5,000 people throughout the year The event generates 20 million dollars a year and is a major source of revenue for the city

The Fallas are papier-mache sculptures; over 350 of them line the streets on March 19th and all are destined to

be burned

Their creation has become an art form which specializes in political satire Artists submit designs a year

beforehand; they are assessed and commissioned by various Fallas committees representing the different districts of the city, and 120,000 craftsmen are organized into groups called falleros The creations are kept secret until the festival, when they are put up in the street at night There is an official competition for the best sculpture, which is burned along with all the others!

Winter has been symbolically driven out by fire since pagan days In Valencia, the carpenters used to bum the scrap wood from their workshops and the oil lamps they had used during the long dark nights

Legend has it that in the 18th century, one carpenter had the idea of caricaturing his neighbor by dressing up his lamp before he burned it This is one explanation for the birth of the Fallas Fiesta Politicians and unloved prominent locals are still satirized in this fashion

The two-day celebrations begin at 2 p.m on St Joseph's day with an ear-splitting bombardment of fireworks There are pa'lla competitions in the street—Valencia is the home of this typically Spanish dish—and the men dress up as the Moors who occupied the city for four centuries

until the 13th century The religious aspect of the festival is represented by a giant Virgin Mary decked with flowers

1 The Fallas Fiesta is

A a major tourist event B very well-known

C not very well-known D a political event

2 The Fallas sculptures are

A built during the week preceding the festival B built during the year preceding the festival

C made of wood D sold after the festival

3 Today, the festival is important for Valencia because

C is based on a local legend D it creates jobs and brings in money

4 The Fallas sculptures are created and presented by

Trang 5

A the different cities in Spain B the different districts of Valencia

C local politicians D any group of citizens

5 The best title for this passage is

A Welcoming spring B Winter goes out in a rain of fire

C A new art form is born D The legend of St Joseph

"Finally, the whole construction collapses " The underlined word means

A burns B explodes C falls down D resists

"This explosive end to the season is an annual event " The underlined word means

A springtime B popular C traditional D yearly

8 " the little-known Fallas Fiesta has become a thriving industry " The underlined word

means

A new B growing C important D traditional

9 " the carpenters used to burn the scrap wood " A carpenter is:

A a craftsman who builds boats B an artist

C a person who works with wood D a sculptor

Herbs are different kinds of plants and plant parts that can be used for medicinal purposes This can be the leaves, stems, roots or seeds of the plant Herbs have been important traditional medicine for centuries in both the East and the West In Western medicine, they have been largely replaced by drugs Herbal treatments are, however, still an integral part of Eastern medicine In recent years, interest in traditional medicine has increased in the West Many people are either using modern methods combined with traditional treatments or are turning to these treatments entirely While traditional medicines can be helpful or they are not without their share of problems The main difference between herbs and drugs is that, while herbs are simply parts of the plant, drugs are specific chemicals in a pure form Many modern drugs are derived from chemicals found in plants One example is aspirin, which is made from a chemical extracted from the bark of the willow tree Other drugs are entirely synthetic Even those drugs that are derived from natural sources are heavily processed in order to purify and concentrate them This allows drugs to be administered in very precise amounts Different kinds of degrees and illnesses often require dosages that differ only slightly, A little too much or not enough of a certain drug can have negative effects on the patient Many drugs also produce negative effects even when taken in the recommended dosage These undesired negative effects are called "side-effects."

The possibility of dangerous and unexpected side-effects from drugs has led many people back to traditional medicine Herbal treatments seem more natural than modern drugs Many feel that traditional medicine is more

Trang 6

concerned with treating the underlying causes of disease instead of just the symptoms, though the truth of this claim is not yet clear In any case, there is a certain comfort in taking natural herbal treatments instead of the processed, synthetic chemicals derived from them

There are, however, disadvantages to herbal treatments Few herbal treatments have been scientifically studied While the active chemicals in the herb may be known, it may not be clear what they really do, or if they are really effective at all Because the active chemicals are not used alone, it is very difficult to determine the proper amount of treatment, since the levels of the chemical are not constant throughout the plant Therefore, the risk of under- and overdose is higher than with drugs A

more serious problem is that certain herbal treatments may have no real medicinal effect, thus giving the patient the false sense of security This is particularly harmful when the patient refuses treatment with modem drugs that could be effective

There are even certain herbs that can cause side-effects, just like a drug One of these is ma-huang, also called ephedrd, which is taken to increase energy It has been known to cause damage to the heart and nervous system Garlic and ginger are common elements in food that are also taken as herbal treatments, but they can be

dangerous for people with diabetes In general, herbs are most dangerous when they are taken along with common drugs This may happen in two ways: a patient decides to supplement his or her treatment with herbs, or

a dishonest manufacturer adds modern drugs to an herbal treatment In both cases, the results can be very dangerous The herb St John's wort is often used to treat depression, but if it used along with conventional antidepressants, such as Zoloft, the combination can cause confusion, headaches, allergic reactions and other problems

Finally, because production of herbal treatments is seldom regulated, harmful substances can be present in herbal preparations Herbs grown in polluted soil may contain lead, arsenic, or mercury They may also be tainted with pesticides It is for these reasons that herbs should not be treated as the perfect substitute for drugs Although herbs appear to be quite distinct from modern drugs, it is important to use them with the same sort of care

E The teaching profession

F Faced with such high expectations

G the essential role teachers

H This shortage of qualified teachers

Today is World Teachers' Day, a day when we acknowledge the essential role teachers play in

providing children, young people and adults with a relevant and appropriate education However, in many countries, there is a severe shortage of teachers, with an estimated 2 million new posts and 18 million additional teachers needed worldwide if universal primary education is to be achieved by 2015 For some countries, this will mean an increase in their teaching force of up to 280 percent An even greater number of teachers will be required if adequate provision of secondary, higher, technical and vocational, or non-formal education is to be assured These numbers will be higher still if all teachers are to be fully and appropriately qualified for the levels and subjects they teach Even when the overall supply of teachers is sufficient, remote and disadvantaged areas across the globe may

suffer persistent problems in recruitment and retention (1) is one of the

biggest challenges to achieving the Education for All (EFA) goals

The teaching profession also faces the challenge of providing a quality education to meet the new demands of the 21 century Economic, social, scientific and technological needs, the issues of

sustainable development, poverty reduction and related questions of decent work for all, the AIDS epidemic and school violence are increasingly impacting on the profession Since women constitute the majority of the primary teaching workforce, and are often disproportionately affected by these issues, the potential impact is compounded (2) Furthermore, progress

towards EFA, and in particular universal primary education, is leading to an increasingly diverse population of learners, with implications for schooling and teachers

(3) , teachers often feel undervalued, insufficiently

supported and ill equipped professionally to cope with the realities of the environments in which they work More recruitment, full and appropriate teacher training, better targeted deployment and

management, salary and incentives which compare favourably with those in other occupations

requiring similar qualifications, better working and living conditions, ongoing professional support and opportunities for career development are all crucial to meet the new challenges The 1966

ILO/LJNESCO Recommendation concerning the Status of Teachers and the 1997 UNESCO

Recommendation concerning the Status of Higher Education Teaching Personnel provide

comprehensive guidance on a range of teacher policies, rights and responsibilities As such they are a foundation for forward-looking national policies and practices to create a 21 century, professional teaching force

National level teacher policies need to be coherent with existing global and regional frameworks, to help assure quality, identify benchmarks in the interest of greater harmonization as international teacher migration and mobility increases, and corhribute to improved status and working conditions for teachers They must also be aligned with broader Poverty Reduction Plans and

education policies It is important that (4) within local and

national contexts, evidence-based and realistic in order to facilitate the recruitment and retention of a sufficient and effective teaching force They must take into account the findings and implications of research at all levels and national, financial and managerial capability and economic prospects Meeting the 1990s benchmark of 6% GDP invested in education would help in many under funded national systems Plans and policies also need to be prioritized, sufficiently financed and flexible in Page 10 of13

order to respond to evolving demands For example, if the traditional higher education based model is not able to supply timely and sufficient numbers of teachers, innovative approaches to teacher training could be deployed, without undermining quality

Throughout the process of policy development, (5) that social

dialogue takes place between stakeholders, including policy makers, teachers, and their organizations Social dialogue will help build national consensus and ownership towards a more efficient

implementation of teacher policies It is, addressed in the ILO/UNESCO and UNESCO

Recommendations Much work is being undertaken to build the capacity of key stakeholders to participate in educational policy development, but more capacity building is needed

On World Teachers' Day we celebrate teachers across the world, in all countries, towns and villages

We assert the need to ensure that the role of teachers in achieving quality Education for All is clearly articulated and reflected in policies which will foster a motivated, valued and effective teaching force

On this World Teachers' Day we thank the teachers and affirm that yes, TEACHERS MATTER Write your answers:
