Basic social services are a type of social service that meets thenecessary and minimum needs for the existence and development ofpeople and society; corresponding to the standards and levels ofsocio-economic development in each specific period Ensuring basicsocial services plays a very important role in realizing the goals offairness, equality and social progress In Vietnam, implementingsocial security in general and ensuring basic social services inparticular are major policies of the Party and State, contributing torealizing the goal of "rich people, strong country, democracy,fairness and civilization" The Resolution of the 13th National PartyCongress determined: ensuring the provision and improvement ofaccess to basic social services, especially for the poor anddisadvantaged in society through mobilizing individuals, socialorganizations, and communities to participate in providing familyservices and caring for, helping, and supporting poor anddisadvantaged families; ensuring that families have fair, equal, andconvenient access to basic social services Thanh Hoa is a provincewith a large area, a large population, and large mountainous areas,with many difficult development conditions
Realizing the importance of ensuring basic social services, inrecent years, along with promoting economic development, ThanhHoa has always attached importance to ensuring basic socialservices, contributing to constantly improving the material andspiritual life of the people in the province However, ensuringbasic social services for the people in the province still has certainlimitations Therefore, studying theoretical issues, correctlyassessing the current status of basic social services in Thanh Hoaprovince in the past time, as a basis for proposing viewpoints andsolutions to ensure basic social services in Thanh Hoa province inthe coming time is extremely important
