1 REASONS FOR CHOOSING THE TOPIC

In the process of comprehensive innovation of the country,innovation in education and training is considered one of the key tasks.Resolution No 29-NQ/TW dated November 4, 2013 of the 8th CentralConference, 11th tenure, determined the direction of fundamental and

comprehensive innovation in education and training.

On December 26, 2018, the Ministry of Education and Trainingissued the new General Education Program, including the TechnologyProgram One of the new points of the 2018 General Education Program isteaching to develop students' abilities and qualities For the Technologysubject, in addition to general abilities, it is necessary to develop specificabilities, which are technological abilities

In the transition process, it is necessary to research and implementteaching to develop capacity even for subjects that are still implementingthe 2006 General Education Program That is the reason why the author

chose his research topic: Developing technology assessment capacity for students in teaching Technology 11 in high schools.

2 PURPOSE OF THE STUDY

Researching the teaching process of Technology 11 in high schools,researching theories on teaching to develop capacity in general, developingtechnology capacity in particular, thereby building teaching measures todevelop technology assessment capacity for students in teachingTechnology 11

3 OBJECT, SUBJECT AND SCOPE OF RESEARCH

- Research object: Teaching process of technology subject C in high

school

- Research object: Content and characteristics of grade 11

technology subject in the 2006 General Education Program and the 2018General Education Program Concept of technology competence;technology assessment competence (TAC) Current status of teachingTechnology subject 11 in high school Structure, characteristics, levelmanifestations, development process and factors affecting theformation and development of students' critical thinking capacity

- Research on building the process of developing the capacity oftechnical assessment to apply to teaching the subject of Technology 11 inhigh schools according to the capacity development orientation.Assessment for students

- Develop a lesson plan for Technology 11 according to theproposed process of developing assessment capacity to develop assessmentcapacity for students

- Building a scale to measure the level of development of students'professional competence

Chapter 1 THEORETICAL BASIS

ON TEACHING TO DEVELOP TECHNOLOGY ASSESSMENT COMPETENCE FOR HIGH SCHOOL

STUDENTS

1.1 OVERVIEW OF THE PROBLEM RESEARCH

This section presents the situation and research results oncompetence, teaching and developing competence in general, technicalcompetence, technological competence, etc in particular by domestic andforeign authors

The research results show that there has been no specific research onthe concept, structure, characteristics, measures to form and develop thecapacity of assessing technology for students in teaching Technology.Therefore, it is necessary to research on technological capacity, assessmentcapacity and teaching to develop this capacity for students in teachingTechnology in high schools

1.2 BASIC CONCEPTS

1.2.1 Concept of capacity

Competence is a personal attribute that allows people to mobilize acombination of knowledge, skills and attitudes to successfully perform a certaintype of activity, achieving desired results, under specific conditions body

Technology is the systematic knowledge of processes andtechniques used to process materials and information The components oftechnology include: Technique; People; Information and Organization

1.2 3 Concept of technological capacity

In the fields of science and technology, production and business,etc., technological capacity can be considered as the ability to applyscientific and technical advances to a field of activity, in order to achievethe highest economic efficiency, ensure humanity, protect environmentalresources, and contribute to promoting social progress An individual'stechnological capacity can be determined to include knowledge oftechniques, processes and skills in operating and using machinery andequipment to perform tasks in the fields of production and life According

to the 2018 Technology Program, technological capability structure 5components: cognition, communication, use, technical assessment andtechnical design From the analysis of capacity, technical capacity,technology, it can be determined: Technological capacity is a personalattribute, allowing people to mobilize a synthesis of knowledge, skills andattitudes to successfully perform activities in the field of engineering,technology, under specific conditions

1.2.4 Evaluation concept

Evaluation is the process of forming opinions and judgments about acertain object based on the analysis of the information obtained, comparingwith the set goals and standards, thereby making appropriaterecommendations to improve the current situation, enhance the quality andefficiency of work

1.2.5 Concept of technology assessment

Evaluation is the process of forming opinions and judgments about aspecific object, based on analyzing information obtained through theworking process related to the proposed standards and criteria in order tomake appropriate decisions to improve the object, improve quality andefficiency of use

1.2.6 Concept of technology assessment capacity

According to specialized agencies on technology assessment,technology assessment is a synthetic process that considers the impactsbetween technology and the surrounding environment in order to drawconclusions about the actual capabilities and potential of a technology.According to the 2018 Technology Program: “Technologyassessment: is the ability to make judgments about a technology product,process, or service with a multidimensional perspective on the role,function, quality, economics, finance, environmental impact, and negativeaspects of technology.”

From the results of the analysis of the above statements, from aneducational perspective, it can be determined that: Technology assessmentcapacity is the capacity to make judgments about a method, process, ortechnological product according to evaluation criteria regarding the role,function, quality, aesthetics, economy, environmental impact, and negativeaspects of engineering and technology

1.2.7 Development concept

Development is the process of transformation from one state toanother of phenomena in the direction of increasing perfection

1.2 8 Concept of technological capacity development

Developing technological capacity is developing all elements oftechnological capacity, but each stage and each content may only be favorablefor developing one or a few elements However, the elements in technologicalcapacity have a close relationship, are bound, support, and promote each other,

so the development of each element is also placed in a relationship with otherelements Thus, it can be understood that: Developing technologicalassessment capacity for students is a process of pedagogical impact with thepurpose of forming and improving students' ability to analyze, comment, anddraw conclusions about methods, processes, and technological products based

on evaluation criteria of function, quality, aesthetics, economic efficiency,environmental impact, and negative impacts of technology

1.3 TECHNOLOGY CAPACITY

1.3.1 Structure of technological capacity

Technological capacity has a structure consisting of five elements (Figure 1.1)

- Technological awareness capacity: Is the capacity to master coregeneral knowledge about technology in terms of the nature of technology;

the relationship between technology, humans, and society; some populartechnologies, major production processes that have a great impact on theeconomy and society in the present and future; technological developmentand innovation; careers and career orientation in the field of engineeringand technology in Vietnam.

- Technology communication capacity: Is the capacity to build,understand and be able to discuss in technical language about technologyproducts, processes, services in use, technology evaluation and technical design

- Capacity to use technology: Is the capacity to exploit technologicalproducts, processes, and services with correct functions and techniques in asafe and effective manner; to create technological products

- Technology assessment capacity: Is the capacity to makejudgments about a product, process, or technology service with a multi-dimensional perspective on the role, function, quality, economics - finance,environmental impact, and negative aspects of technology

- Technical design capacity: Is the capacity to detect needs,problems that need to be solved, and innovations in practice; propose andrealize technical and technological solutions; test and evaluate the level ofmeeting the needs and problems The above process is carried out on thebasis of fully considering the aspects of resources, environment, economyand humanity

1.3.2 Characteristics of technological capacity

- Integrated technological capabilities

- Technological capacity has a close relationship between thinking andaction

- Practical technological capacity

1 4 TECHNOLOGY ASSESSMENT ABILITY

1.4.1 Structure of technology assessment capacity

The structure of the capacity of the DGCN includes the following 4elements (Figure 1.2):

- Ability to determine evaluation criteria: Determine the main

criteria and prioritize the criteria

- Information collection capacity: Collect, arrange, and select

information necessary for assessment

- Analytical and comparative capacity: Analyze and rank

primary and secondary information as a basis for evaluation,selection and decision making

- Decision-making capacity: Decisions on evaluation and selection.

Decisions must be scientific but also must be reasonable, appropriate andoptimal

1.4.3 Scale of technology assessment capacity development level

From the manifestations of the capacity of the National Assessmentand the levels of capacity development according to the Dreyfus scale, theauthor builds a criteria table to measure the level of manifestation of thespecific capacity of the National Assessment according to each criterionwith 4 different levels

1.4.4 Assessment of technology assessment

The purpose of capacity assessment is to collect, analyze, processinformation, determine the cause and on that basis propose solutions toimpact the teaching and learning process to help students develop theircapacity To accurately assess students' capacity for technology

assessment, teachers must divide capacity into many small criteria toassess each manifestation and activity of students Each element oftechnology assessment capacity has different manifestations, so teachersmust use many different assessment methods such as observationchecklists, assessment rubrics, questions, tests, and surveys Depending onthe teaching content, teachers choose appropriate assessment methods.

1.4.5 Characteristics of technology assessment capacity

The process of assessing students' performance will have thefollowing characteristics:

- The outstanding characteristics of the capacity for critical thinkingand systematic thinking are:

- Assessment can be comprehensive, holistic or focus on certainaspects or aspects

- The assessment process often requires a harmonious combination

of intellectual (mental) and physical (manual) operations

- To be technologically literate, students must have the ability toperceive, communicate and use technology

- The evaluation process often requires defining the purpose,evaluation criteria, collecting information, analyzing, arguing anddrawing conclusions

1.4.6 Basic criteria in technology evaluation

For students, when evaluating, the following criteria are often used:(1) Structural characteristics, features, and durability oftechnological products

(2) Aesthetics, needs and tastes of users

(3) Conditions and requirements for operation and use

(4) Production costs, operating costs, maintenance

(5) Impact on environment, culture, society

1.5.1 Principles of teaching to develop technology assessment capacity

- Ensure the content and objectives of the lesson

- Link lessons to practice

- Ensure that conclusions are drawn based on logical, scientificanalysis and reasoning.

- Developing the capacity of the National Defense Forces is alwaysincluded in the development of technological capacity

1.5.2 Teaching methods to develop technology assessment capacity

Theoretical and practical research results show that to developstudents' critical thinking skills, active teaching methods and forms should

be chosen, suitable for each teaching content and each student group

1.5.3 Technology assessment capacity development process

The process of developing the capacity of self-evaluation for studentsincludes 4 steps:

2 Technological capacity has a structure of 5 elements:technological awareness, technological communication, technological use,technological assessment and technical design These five elements areclosely related to each other When working to develop technologicalcapacity, we can start or focus on one or several of these elements

3 Clearly define the structure of the assessment capacity, thecontent and characteristics of the subject and the conditions for teachingthe subject, and build a suitable teaching process to develop the assessmentcapacity for students in teaching Technology 11 in high schools

Chapter 2 PRACTICAL BASIS OF TEACHING TO DEVELOP TECHNOLOGY ASSESSMENT COMPETENCE FOR STUDENTS IN TEACHING TECHNOLOGY

SUBJECT GRADE 11

2.1 CURRENT STATUS OF TEACHING TECHNOLOGYSUBJECT GRADE 11 IN THE DIRECTION OF DEVELOPINGSTUDENTS' TECHNOLOGY ASSESSMENT ABILITY

2.1.1 Purpose , content and survey method

- Survey purpose: to assess the current situation of teaching andlearning towards developing technological capacity in general andtechnological assessment capacity in particular for students in teachingTechnology at high schools

- Survey content: Perception of technology teachers abouttechnology capacity in general and technology assessment capacity inparticular Opinions of technology teachers about the necessity ofdeveloping technology assessment capacity for students Conditions to

ensure the organization of teaching and learning to develop technologyassessment capacity for students Assessment of the feasibility ofdeveloping technology assessment capacity for students in teachingTechnology 11 Advantages and difficulties in assessing the results ofdeveloping technology assessment capacity of students Current status ofdeveloping technology capacity and technology assessment capacity forstudents, in teaching Technology 11; about technology assessment capacity

2.1.2 Survey subjects and survey process

The survey was conducted with 45 teachers of Technology at somehigh schools in some provinces and cities in the Northern region and with

398 11th grade students at high schools in Hanoi city

2.1.3 Survey results

2.1.3.1 Current status of teachers' awareness of developing technological capacity and assessment capacity in teaching Technology subject

There are 29 teachers (over 64%) who clearly understand theorientation, goals, and viewpoints on teaching to develop students'competencies and qualities There are 40 teachers (89%) who do notclearly understand the concept of technological competence and 36teachers (80%) who only understand the structure and characteristics oftechnological competence Regarding teaching methods and assessment todevelop technological competence and technological competence forstudents, most teachers answered at an average level

2.1.3.2 Current status of teachers' awareness of the importance of developing technological capacity and assessment capacity in teaching Technology

The results show that most teachers choose the middle level becausethey do not understand or distinguish the components of technologicalcompetence Many teachers are still confused and find it difficult toorganize teaching and learning in the direction of developing competence
