large impact to society and is the threat, challenge, especially in the implementation
of laws, which require international cooperation to join together to solve the
burning issues.
Organization of police forces under the closed form of a each country is no
longer appropriate to the new situation on the battlefield against international criminal and transnational organized criminal.
Catching the requirements and status, the international police force has
gathered, associated together to organize works under a network (network structure)
to solve the particular work at an international level with the advent of famous international anti crime organization (Interpol, Aseanapol) and accompanied by the activities of international multilateral co-operation, mutually benefit to solve the burning issues together in its field.

- The change of the closed organization to open organizations in
collaborative networks (organizational structure and work organization) of the
International Police.
- Multilateral connection: Connect the Police of the countries which operate in common community with the international organization as Interpol.
Aseanapol, Interpa instead of individual country organizations.
- Billateral Cooperation: The Police at country with other Police in
different countries (two sides).

international police as well as obvious effects of interactions: Expressing multilateral cooperation into specialized organizations (Interpol, Aseanapol Asean,
Interpa) and bilateral cooperation (Vietnam, Laos, Sweden Vietnam Australia Vietnam ) because of self-contained, separate form of each country previously.
-Network cooperation is a new way in organizing task of the international
police work, an inevitable trend with the following advantages: expanding operational scale, creating unity on the basis of exploiting comparative advantages, flexibility in operation, strengthening coordination in prevention of trans-national
crime.
However, it remains obstacles: difference of police squads in countries,
police human resource training system when joining in the network, difference in
laws is also a barrier in performing international duties and responsibilities of each
country
Recommendation
From specific results, I have following recommendations:
- Police organizations in each country should cooperate closely and
comprehensively, powerfully as active members in international police
organizations (Interpol, Interpa Asean):
- Expand network connection forms and contents in work organizational of
the international police organizations:
- Improve synchronous application of information technology for effective
and timely interaction among members;
- Uniformly carry out contact officer network of each country:
- Study, build-up, supplement and perfect legal mechanism, coordination
regulation for joint operations:
- Well organize research activities, crime situation analysis to have quality
predicts, actively cooperate, prevent, detect and promptly deal with transnational

Due to limitation of time and research nature involved in police, secret
peculiarities of this sector, the research focuses on network cooperation-based work
organization with typical activities, not specifically to work organization of each police organization in each country as well as going into detail of the activities of the traditional police organizational forms.

Interpa or activities related to Aseanapol, Asean
The next research trend is deeper analysis and discovery of implications in
the network structure diagram of international police organizations, made brighter
the developmental trend in organizational structure of the international police and flexible application in Vietnam.

This is a new topic, first studied in Vietnam with main and authentic data
sources from Vietnamese Ministry of Public Security, upgrading real activities at
the time of the study that is an important contribution to analyze, clarify, review

economic relations, trade and investment with more than 220 countries and territories Asean members’ joining in the World Trade Organization (WTO) has brought the integration process of these countries from the regional level (ASEAN)
and the Inter-Regional level (ASEM, APEC) up to the global level It also lays outchallenges ofsecurity, peace and stability for ASEAN Community
The whole world has to face transnational crime: "4 cross-national crime, ifthe crime is done in many countries; A crime takes place in a country, but of all ofthe preparation, planning, direction and control takes place in another country, A

expand operations in many countries around the world: increasingly joining and
cooperating between the outlaws, in order to take advantage of the strengths and limit the weaknesses of each organization, division of criminal activity to reduce the
risk of detection.

soft file format and hard file (sealed document)
3.2.2 Experimental method
In this research, as Ministry of Public Security authorized manager of someinternationally collaborative programs , | had an opportunity to participate innetwork connection activities in work organization of the police in some countries,
including bilateral collaborative between Vietnam Police and International Police in education-training Vivid fact helps me to clarify my research on network connection in work organization of the international police.
The most typical is the international criminal judicial master training
collaborative program between Vietnam Ministry of Public Security and US
Ministry of Justice The program consists of 10 obligatory subjects, three in
Vietnamese and seven in English, taught by Professors from Maryland University,
the United States of America After more than | year of learning credit program in
Vietnam and | month of practice and making thesis defense in Maryland - USA, |
engaged in student management, then made supervision, recording and summary on
effect and quality of this model of network connection, supplementary to my report
documents And, through collaborative programs with Laos, Cambodia and Chinese

managed some tasks relating to management of practical programs through which I obtained many experiences and clarification on the work of police force in the network connection mode and its effectiveness.

After completion of data collection, surveys, interviews, data will be checked, encrypted and processed optionally on the basis of combined analysis and statistics,
