CHAPTER 1: INTRODUCTION

Since joining WTO, Vietnam's economy has made significant changes Policies

to encourage foreign investment into Vietnam as well as encourage Vietnamese

enterprises to export abroad have made Vietnam's economy develop in a

positive direction However, it is also a big challenge for Vietnamese enterprises

not only compete with other domestic enterprises but also compete with

foreign enterprises when joining the Vietnamese market This requires

Vietnamese businesses to make good use of their available resources More

specifically, it is necessary to properly manage human resources which play a

very important role in the organization's activities We do not deny the role of

other areas such as financial management, equipment, machinery, information,

production, security, etc but obviously human resources are the only living

resource that can use and control other resources; so if a company knows how

to manage and use human resources in a scientific and rational way, the

business will grow potential and stronger

Quang Ngai Power Company determines its mission is to meet electricity,

safety, continuity and quality, as a companion of businesses; creating favorable

conditions in the power supply and electricity services with the motto: "Serving

electricity is our responsibility" From this, I realized the importance of human

resources management in the development of the QNPC Basically, I found the

company uses effectively and optimally human resources to implement and

achievement the company’s target However, it still has some limitations; thus,

the revenue is not commensurate with the potential of the electricity industry

Internship period helps me access to reality, familiarize with the work related to

the field of study to consolidate knowledge, apply the skills learned to practical

work Especially, I am very honored and lucky to practice at QNPC, which is a

dynamic and professional environment

This report focuses on researching, understanding the organizational structure,

human resources situation and grasping the principles and order in human

resource management at QNPC The subject of research is human resources

management including planning, recruitment, arrangement and utilization,

motivation, encouragement, training, maintenance and developing human

resources at QNPC The method used in the process of writing this report is a

method of analyzing, synthesizing documents, textbooks, company references,

observing, interviewing and collecting relevant and practical information,

human resources management issues of the company

CHAPTER 2: COMPANY OVERVIEW

2.1 Explaining some important terms

“Vietnam Electricity" (abbreviated as EVN) is the parent company in the

Vietnam National Electricity Group, which is organized in the form of a state-

owned one-member limited liability company According to the Prime Minister's

Decision No 975 / QD-TTg of June 25, 2010

“Central Power Corporation" (EVNCPC for short) is an enterprise organized in

the form of a one-member limited liability company with 100% charter capital

owned by EVN, operating in the form of a mother company - subsidiary, has

legal status, was established under Decision No 739 / QD-BCT dated February

5, 2010 of the Minister of Industry and Trade

“Quang Ngai Power Company" (abbreviated as QNPC) is a unit under EVNCPC,

accounting depends on EVNCPC, was renamed at Decision No 230 / QD-EVN on

April 14, 2010 of the Board of Directors Vietnam Electricity (now the member

council of Vietnam Electricity)

“The unit under QNPC" is the dependent accounting unit of Quang Ngai Power

Company, established by the Central Power Corporation

2.2.1 Appellation, type of business and logo

a Full Vietnamese name: CONG TY DIEN LUC QUANG NGAI,

b English transaction name: QUANG NGAI POWER COMPANY;

c Abbreviated transaction name: QNPC

2.2.3 Information about the head

O Full name: Pham Sy Hung

Around the 30s of the twentieth century, only one generator was located in the

Quang Ngai city center After a long time, in 1975, dealing with the

consequences of the war, so the province's electricity development was still

limited, mainly developing diesel power to serve living lighting for people After

all, in 1989, Quang Ngai Power Company was established Then, by early 1992,

after building the 110kV Dong Hoi - Quang Ngai transmission line, the Quang

Ngai power grid was connected to the national electricity system, since then it

has been able to develop electricity grids throughout remote areas, from rural

to urban Until 1998, the power grid pulled to Son Tay district was the last

district with the national grid From June 2010 until now, Quang Ngai Power

Company is directly under EVNCPC

2.3 Operational goals

O Ensuring safe, continuous and stable power supply for economic, political,

social, security and defense activities of Quang Ngai province

LI Profitable business production; preserve and develop EVNCPC capital

invested in QNPC; rational use of resources to maximize profits,

accumulate QNPC development investment; complete other tasks assigned

by EVNCPC

QO Under the direction of EVNCPC, QNPC participates and prepares necessary

conditions to meet the operational requirements of the electricity market in

Vietnam according to the roadmap approved by the authority

QNPC is a unit under EVNCPC, accounting depends on EVNCPC, is organized

and operated in the form of one member limited liability company under the

provisions of the enterprise law and related legal regulations

QNPC is assigned capital, assets and other resources by EVNCPC; QNPC has

mission of managing, using, preserving and developing the assigned capital,

fulfilling its obligations to the state, with EVNCPC, being granted a business

registration certificate, seal, trademark, brand and are allowed to open

accounts at banks in accordance with law

consultancy; Advising on investment projects, bidding consultancy, estimating

and supervising construction of transmission lines and substations, small and

2.6 Information of performance and trend of development

2.6.1 Information of performance

After 20 years since 1989, the electricity system in Quang Ngai province has

been widely developed with the transmission grid system, distribution grid built

synchronously, capable of supplying electricity for economic and_ social

development of the province 100% of communes are supplied with electricity

with 97.5% of households using electricity Commercial electricity in 2018

increased 445567000 compared with 2013, commercial electricity in 2009

increased 22 times compared to 1989, electricity per capita reached 360kWh /

year, equal to 50% of the country's electricity per capita

2.6.2 Trend of development

In the past, there were only a few key points in the province such as: Quang

Ngai city center, Chau O town, Mo Duc town, Duc Pho town After that, the new

grid is pulled to mountainous districts and islands such as Ba To, Tra Bong, Son

Ha, Son Tay and Ly Son, etc When economic conditions are stable and the

demand for electricity of people increases, the grid begins to appear in

communes in order from high to low demand Thereby, we see, the power grid

in the province develops in a direction that revolves around, from a focal point

spreading to the surrounding areas Today, almost 100% of households have

access to electricity, so the investment in power grid development is almost

stable Instead, Quang Ngai Power Company focuses more on customer care

services to develop other business lines such as consulting, power production,

construction, etc

and statistics activities throughout the Company in accordance with the

laws of the State and EVN and EVNCPC;

O Ensuring the preservation and development of capital in the unit, capital

needs for production and business activities, balance revenues and

expenditures to ensure the ability to repay loans;

O Check and supervise the process of management and use of assets,

ensuring the right regime;

Inspection, protection, prevention of terrorism and strike; resolve the complaint

reform and legal issues related to production and business activities of the

Company

2.7.2.7 Business Department

Business Department is the advisory unit for the Director of the Company to

direct the power business, rural electricity management, customer service;

deploy and exploit application software for business and customer service;

Advising the Director of the Company in the direction and management of

power metering equipment according to two-level model

2.7.2.8 Safety Department

Safety Department is the unit advising the Director of the Company in

directing and implementing the work of occupational safety and health of the

Company; fire protection & rescue work, disaster prevention, and rescue

search and safety protection of power grid corridors within the scope of the

company management

2.7.2.9 Check & supervise electricity trading department

stability, power grid quality, reliability of electricity supply, methods

QO Manage radio communication facilities of the Company

2.7.2.12 Information Technology Department

The Information Technology Department is the department to advise the

Director of Quang Ngai Power Company on the application of information

technology to the production and business activities and management and

operation of the Company; advising on the management of private computer,

transmission and telecommunication networks in the Company's production

and business activities; Management of information and signal lines to go

along with the overhead power transmission lines, together with underground

cable lines of the electricity industry

2.7.2.13 Construction investment project management

O Acting as the investor of projects using construction investment capital

and other capital sources when being assigned by QNPC or EVNCPC and

having sufficient capacity

The sport festival is organized to improve the effectiveness of education and

physical training, contributing to enriching the spiritual and cultural life in the

union members, officials and employees of the Company and above all

creating conditions for union members and officials and employees of the

their service health in labor, contributing to completing the business and

production tasks at the enterprise
