Tan Cang-Cat Lai Port, the biggest and most advanced international container ship port

in Vietnam, is situated in Ho Chi Minh City East of Ho Chi Minh City, on the Mango Rap

branch of the Dong Nai River, lies the location of Cat Lai Port The port is connected to National Highway 1, Inner Ring Highway, Outer Ring Highway, Ho Chi Minh - Long

- Dau Giay Highway by Interprovincial Highway 25 with a load of H30 along the entire route These routes make it simple and quick to transport commodities from the Port to the important economic centers of the provinces of Binh Duong, Dong Nai, Long An, Ba Ria Vung Tau, and Mekong Delta

One of the major container ports in Ho Chi Minh City, it is operated by the Ministry of

National Defense of Vietnam's Saigon Newport Corporation., Cat Lai Port accounts for

container market share and 92% of the market share in Ho Chi Minh City area For many years, Cat Lai Port has played an important role in import-export trade of goods, contributing significantly to the growth rate of Ho Chi Minh City Its output ranks among the TOP 21 largest and most modern container ports in the world Planned with 160 hectares of yards, 2,040m of wharf, investment in modern equipment and advanced

management technology (TOPX and TOPOVN)

The port's space is separated into three terminals, A, B, and C A separate section is set aside for refrigerated containers, while a different wharf is used to receive barges and pack rice There are three empty container management depots located inside Cat Lai Port, and there are four linked depots outside Saigon Newport Corporation has been authorized to use the Australian TOPX Real-Time System management software since

2008, automating nearly all phases of planning and yard administration Additionally, because it is a transit port rather than a deep-water port, only a specific size of ship can

be accommodated there It is the biggest container port and has a big output because Cat Lai port has a strong back end, such the capacity of export processing zones, industries, warehouses, and ICD - which is built close to the port and feeds Cat Lai with

ll PROCESS OF TRANSPORTATION AND USE OF EQUIPMENT AT CAT LAI PORT

The loading and unloading time for a ship depends on the volume, type of cargo, the maximum number of loading and unloading chutes that can be opened, and the capacity of the equipment When entering a loading and unloading contract with the port, the cargo owner usually agrees on a specific time Productivity level is the total volume of cargo handled per day (tons/ship-day) or the norm for a loading and unloading chute (tons/chute-shift or ton/chute-hour) For container ships, the port will mainly load and unload via shore cranes, so the port will calculate and arrange the number of cranes to handle cargo for the vessel to complete on time The time it takes

to unload and reload goods on ships at Cat Lai port depends on many factors, such as:

- Extreme weather conditions

- Ships must leave the port quickly, cargo ships, or empty ships Depending on the type

of ship, large or small, the ship arrives at the dock with many export, cargo, and open containers

- Type of goods: Bulk cargo, general cargo, or container Each type of goods will have different loading and unloading processes and equipment, affecting the time needed to complete the job

- Quantity of goods: The more goods that need loading and unloading, the longer it will

arrival time may be earlier or later than expected

- Customs procedures: to load and unload goods at Cat Lai port, businesses must complete customs procedures according to regulations Procedures may take more or less time depending on the type of goods, quantity, value, and related documents When goods arrive at the customs gate, they will be divided into three channels for inspection Green channels are goods that are easy to transport, trouble-free, and do not significantly impact the environment The goods that meet this channel will be cleared and shipped on time "Yellow" refers to quality goods, sensitive documents, or documents modified multiple times If goods pass through this channel, businesses must submit documents to customs The red line is for toxic, flammable, explosive, dangerous, or of unknown origin, such as wood, drugs, chemicals, goods with alcohol content, etc If the goods have this color line, the agency Customs will check strictly In addition, for unique goods that cannot be seen with the eye, customs will use scanners (X-rays) for inspection; this is the highest form of examination

As you can see, a volume of goods weighing several tons transported by container is too large to be carried by manual labor Cat Lai ports must use specialized mechanical equipment to load and unload goods quickly, increase productivity, and achieve high quality Equipment operators require a separate professional degree, and loading and unloading goods requires high technical expertise, combining many parts according to a predetermined process If one step is performed incorrectly, the whole process will be affected—affected process At the same time, to optimize the loading and unloading of goods, the port is equipped with many modern tools and equipment to support it Currently, two main groups of goods are handled at Cat Lai port: bulk cargo and containerized cargo When the ship docks and anchors, many workers simultaneously pull the anchor into a tight tie on the shore This ship crane, also known as a KE crane, has a gantry frame with mobile wheels to move on a rail or concrete floor Used to load and unload goods on 20-foot and 40-foot Container ships, usually with a lifting capacity

lll TYPES OF SHIPS ALLOWED TO DOCK AT CAT LAI PORT

Cat Lai is planned to be a seaport belonging to port cluster number 4 in the Southeast region However, Cat Lai is a seaport located along the Dong Nai River, so it has many limitations, such as the ability to receive ships With a riverbed depth of about 6 to 8 meters (not including tides) where ships and boats travel back and forth, Cat Lai port can only accommodate ships of average size or less, more specifically, ships According

to the nature of the cargo, feeder ships are container ships, and according to their carrying capacity, they are feeder ships The feeder is a ship that collects containers from ports with a small number of containers, concentrating at transshipment ports and supplying mother vessels to transport to ports with larger ships that can cross the ocean

to bring goods to other continents

The ship with the most considerable tonnage that Cat Lai can handle is the ship that can carry 2,900 TEU (Twenty feet equivalent unit - Container unit equal to 20 feet) The ship's

(such as Singapore, Malaysia, China, Korea, etc.), and is incapable of traveling long distances

In addition, because the amount of goods arriving at Cat Lai port increases each year,

on average, the port can receive 40,000 container trucks per day, while the only way to the port is by road, so a large amount of goods from Cat Lai port The boat will be transported by barge Cat Lai Port also has a separate wharf to receive barges and pack rice goods The barge terminal has a scale of 3 piers, allowing ships with a tonnage of 2,200 tons to dock, with a throughput capacity of about 400,000 TEU/year Using barges, goods from the Southeast and Southwest provinces can be transported

by inland waterway, reducing road load and improving seaport operation efficiency Why doesn't Cat Lai Port allow ships with larger capacity to dock?

Questions about Cat Lai Port's cargo handling capacities have been brought up by the subject of the port's refusal to let ships with more remarkable ability dock Despite its prominence and importance, the port has limitations on the size of vessels it can accept Several things, including port infrastructure limitations, navigation difficulties, and safety issues, primarily cause this restriction

Firstly, These large ships often require deeper berths and longer moorings to ensure safe and efficient operations during operations Unfortunately, Cat Lai’s current infrastructure cannot meet these requirements because Cat Lai Port needs more infrastructure The port has limited length and depth, making it difficult for the port to receive ships with more oversized cargo The port can only accommodate ships with a tonnage of no more than 45,000 DWT, a distance of no more than 2,040 m, and a

Second, because of issues with marine traffic, docking large ships at Cat Lai port is challenging Heavy traffic on the Saigon River makes it more difficult for considerable boats to maneuver To enhance security and reduce dangers, Cat Lai Port must tightly regulate the boats permitted to dock there

Finally, the decision to prohibit larger ships from docking at Cat Lai Port is mainly based

on safety concerns Larger vessels can pose serious risks when docked in a port with poor infrastructure and difficult navigation The safety of passengers and cargo is put at risk when these ships are operated in constrained spaces since accidents and collisions are more likely to occur Cat Lai Port has decided that restricting the size of vessels that can utilize its facilities is vital to sustaining a safe and effective working environment

In conclusion, this essay has explored the factors that prevent ships with a bigger capacity from docking at Cat Lai Port to maximize their cargo handling capability Limitations in port infrastructure, difficulties with navigation, and economic reasons are the main causes of this restriction Economic factors are also very important in determining whether or not larger ships are allowed While allowing for larger vessels may increase the port's ability to handle cargo and increase revenue, careful consideration of infrastructure improvements, development plans, and the port's overall competitiveness is required Continuous planning and development are necessary to solve infrastructural limitations, enhance navigational conditions, and offer alternative solutions By doing this, the port will be better able to adapt to the shifting demands of global trade and realize its full economic potential
