What is the function of the goods inspection area?
Trang 4The function of the goods inspection area is to ensure that eligible goods are allowed to enter or exit the country, as well as to inspect products for customs clearance This is done through the red-channeled inspection process
Customs procedures:
1 After declaring the customs about the type of goods entering the LCL, the customs will classify the goods so that we would know what type of declaration is (green, yellow, red)
2 Exploiting goods into CFS
3 Processing customs declarations
Figure 2 Customs procedures for importing at Cat Lai Port RED LANE
Step 1: Open the declaration (similar to Yellow lane)
Step 2: Checking profile
Step 3: Carrying out procedures at the warehouse and checking goods
o At the warehouse office: Submit M-D/O and H-D/O to print the inspection slip (return 2 submitted order sheets)
o At the inspection house: Apply for a customs seal to check the order + note on the order "take samples for inspection"
o At the warehouse: Submit to the warehousekeeper documents including: order stamped by the customs, inspection slip to take out the goods for inspection After the goods are out, contact the customs to check the
Trang 5goods to the warehouse for processing
Step 4: Pick up goods
Types of inspection:
Until now, there have been two types of inspection: container scanner inspection and manual inspection Cat Lai Port controls three-fifths of the scanners in Ho Chi Minh City When the scanner detects something suspicious, the container is opened for manual inspection
Container scanner inspection:
Cat Lai Port has implemented a system where containers that are subject to preliminary inspection through scanners are handled in a systematic way: Customs declarations specified by the customs electronic data processing system must be physically inspected, while containers that have to be diverted for actual inspection are decided by the leaders of the sub-department Cases that must be checked through scanners at the written request of the General Department of Customs are also handled in a systematic way
Figure 3: Container X-ray machine Manual inspection:
o Full inspection: check the whole container
o Ratio inspection: Randomly from 20% to 30% of the total amount of goods

by forklift
At Cat Lai Port, Consolidated Freight Station (CFS) warehouses are used to collect and distribute different types of goods from many different origins to different locations There are four warehouses at Cat Lai port, each with its own specific purpose No 1 is an oversized warehouse for products that cannot be placed on
shelves, No 2 and 3 are import warehouses, and warehouses No 5 are export
warehouses Together, these warehouses make up the best selection for the customer's needs
These warehouses are managed by transportation companies or logistics service providers and are equipped with the necessary transportation equipment and machinery to ensure operations are carried out efficiently and accurately This helps
Trang 7reduce costs and optimize the time of transporting goods during import and export at Cat Lai port

A CFS Warehouse
The CFS warehouse is a state-of-the-art facility that is built to international standards It has a large storage capacity and is equipped with many necessary equipment for storage, consolidation and separation of goods In addition, the warehouse has a large number of forklifts to bring goods in and out of the facility
The shelves here are at least six floors high, and each one has a code that tells
workers where the item is on the shelf and what floor it's on All operations run smoothly based on instructions from the warehouse management area The warehouse is also equipped with a system of sensors to keep track of what's happening inside, and After a working day is over, the warehouse door is automatically sealed to protect the goods

- Ensuring the seamless movement of goods
- Creating revenue from many services such as:
o Warehouse rental costs
o Import and export costs
o Loading and unloading costs
o Unpacking, packing, matching packages, labeling, stamping
About goods:
The same quality goods are packaged on pallets and wrapped in PE stretch film
to help preserve them When exported, the goods are exported in pallets, just like they were imported
o For goods that are oversized compared to the shelf, they will be placed on on pallet-lined ground at Warehouse No 1 to avoid mold Goods are scientifically stacked according to each area, managed by modern software, bar code

© It's important to note that Cat Lai port strictly prohibit the storage of explosive materials (group 4) and flammable materials (group 7) in our warehouses
B The process of receiving and loading goods into that warehouse by forklift The process of receiving and loading goods into a warehouse by forklift typically
involves several steps, which are as follows:
Receiving the goods
Inspecting the Goods
Assigning Storage Locations
Preparing the Forklift
Loading the Good
Transporting the Goods
Unloading the Goods
Trang 9
Figure 7 Eeceiving and loading goods by forklift process
1 Receiving the Goods: The first step involves receiving the goods from the supplier This may involve unloading the goods from a truck or other transportation vehicle, or the goods may be delivered directly to the warehouse
2 Inspecting the Goods: Once the goods have been received, they are inspected to ensure that they are in good condition and match the specifications provided by the supplier Forklift operators will work with guest members to inspect pallets or crates and compare them with shipping documents Any damaged or incorrect items are set aside for return or exchange
3 Assigning Storage Locations: After the goods have been checked, the forklift operator will use the forklift to move them to the designated location via the control panel This involves determining where in the warehouse the goods will
be stored and organizing the space accordingly Through the control panel, workers can communicate with the warehouse owner and allocate locations for goods
4 Preparing the Forklift: Before loading the goods onto the forklift, the forklift operator must inspect the machine to ensure that it is in good working order This includes checking the fuel level, tire pressure, and other important components
5 Loading the Goods: Once the forklift is prepared, the operator can begin loading the goods onto the machine This is typically done by positioning the forklift's forks beneath the pallet or other container holding the goods and lifting it up using the forklift's hydraulic system
6 Transporting the Goods: Once the goods are loaded onto the forklift, the operator can transport them to the assigned storage location within the warehouse
7 Unloading the Goods: Finally, the forklift operator unloads the goods from the machine and places them in the assigned storage location This is typically done
by reversing the loading process, lowering the forks, and carefully positioning the goods on the warehouse shelves or racks
Overall, the process of receiving and loading goods into a warehouse by forklift requires careful coordination and attention to detail to ensure that the goods are stored safely and efficiently
IV How many maritime routes can cargo ships from Cat Lai take? List down and describe those routes
Trang 10Vietnam has a wealth of maritime routes (figure 1), including 25 international shipping routes and 7 domestic ones This allows for efficient and reliable trade with
a variety of destinations (VNA, 2021)
=>
Figure 8 A wealth of maritime routes of Vietnam Cat Lai is the largest and most modern international container port in Vietnam, serving many important maritime routes Its lengthy wharf makes it an ideal location for shipping activity (figure 9), and its close proximity to the city center makes it a desirable destination for shipping companies
Figure 9 Cat Lai’s wharf is over 2 km long Some of the key shipping routes that connect to Cat Lai port include:
A Domestic routes
o Cat Lai - Hai Phong: This route has a length of about 868 nautical miles and passes through various ports, including Da Nang port, Quy Nhon port, Vung Tau port, and Cai Mep port This route has greatly contributed to Vietnam's economic
Trang 11development, strengthened the connectivity between domestic production and
consumption areas between the North and the South, and also increased the
competitiveness of Vietnamese products in the international market
Cat Lai — Da Nang: This route has a length of about 506 nautical miles and passes through various ports such as Quy Nhon port, Vung Tau port and Cai Mep port It is used to transport goods from the Central region such as Da Nang, Quang Nam, Quang Ngai to production and consumption areas in the South, vice versa The types of goods transported on this route include agricultural products, industrial goods, liquid goods and gas
Cat Lai - Quy Nhon - Nha Trang - Cam Ranh: This route is a direct connection between the Southern and South Central regions of Vietnam The ports along the route are expanding and getting updated with the latest technology, making it a thriving route for trade The increased flow of goods will improve the competitiveness of enterprises, leading to economic growth in the locality and the surrounding provinces (Thu, 2020)
Cat Lai — Cai Mep: This route provides an important gateway for goods to flow into and out of Vietnam's southern economic zone, making it an important link in the international shipping network The route is capable of accommodating large container ships of up to 160,000 deadweight tons (DWT) and has a depth of up to
14 meters Recent investment by the Vietnamese government has led to an increase in shipping traffic, making the country an even more attractive destination for foreign investors
Cat Lai — Mekong Delta ports: The Mekong Delta region is a major hub for imported and exported goods, with 70-75% of the cargo transported using road transport The proposed waterway route through Quan Chanh Bo Canal, which is
200 kilometers long, will reduce the cost of transporting cargo to the ports in HCMC and Ba Ria-Vung Tau Province, making the port cluster in the Mekong region more economically viable (N.Tan, 2022)
Intra-Asia routes
The primary goal of Cat Lai port's development and operation is to help facilitate the flow of products throughout the nation, especially within Asia
Cat Lai — Singapore: Container shipping routes between Vietnam and Singapore was a next step for the Tan Cang Shipping Joint Stock Company in 2017, and it
