Professional ethics is a guideline for all activities of cadres and civil servants in general, and commune-level cadres and civil servants in particular, so that each cadre and civil servant (CBCC) strives to achieve their goals present, practice, and consider it

as the motto of training and fostering (DTBD) the team of commune-level officials and civil servants (cadres and civil servants) in both political ideology, legal knowledge and public operations to serve the people and the Fatherland There are still many loopholes and lack of specific legal regulations on public service activities in general and the Public Service Ethics for Commune-Level Cadres and Civil Servants (DDCCCX) in particular, leading to inadequacies that reduce people's trust towards the Government, the Party Committees and local authorities From the above reasons and local practice in

the North Central region of Vietnam, the Doctoral Candidate chose the title "Public Service Ethics for Commune-Level Cadres and Civil Servants in the North Central region of Vietnam" as the doctoral Dissertation title in Public Management

2.1 Concept of commune-level civil servants

2.1.1 Concept of commune-level civil servants: commune-level civil servant is a

Vietnamese citizen recruited to hold a professional position under the Commune-level People's Committee, on the payroll and receiving a salary from the state budget, including: Military Commander; Office – Statistics; Cadastral – Construction –

Agriculture/urban and environment; Accounting - Finance; Justice – Civil status; cultural

Socio General standards: Understand political theory, master the Party's viewpoints, policies, and laws; Have the ability to organize and mobilize local people to effectively implement the Party's guidelines and policies, and the State's laws; Educational level, professional qualifications and skills appropriate to task requirements, job position, sufficient capacity and strength; Understand and respect the customs and practices of the Residential community Military Commander: capable of coordinating with People's Army units and other forces in the area to participate in building the all-people national defense and performing a number of civil defense tasks; maintain security, politics, social order and safety

- Specific criteria: At least 18 years old; High School Graduation; University Degree or higher in a field of training suitable for the title of commune-level civil servant Unless otherwise specified, the Provincial People's Committee specifically regulates standards for professional qualifications from intermediate level or higher for civil servants Functions: mountainous areas, highland areas, border areas, islands, island communes, remote areas, ethnic minority areas, areas with extremely difficult socio-economic conditions

November 22, 1945, the Decision No 130/CP dated June 20/ 1975, the Circular No 45/BT dated April 23, 1976, the Circular No 196/BT dated September 8, 1977, the Decision No 112/HDBT dated October 15, 1981, the Circular No 74/DP-TCCP dated November 26/ 1985 Implementing the 1992 Constitution, the 1992 Constitution amended in 2001 documents: the Decree No 46/CP dated September 23, 1993, the Decree No 58/1998/ND-CP dated August 13, 1998, the Decree No 40 /1999/ND-CP dated June 23, 1999, the Decree No 46/2000/ND-CP dated September 12, 2000, the Decision No 874/TTg dated November 20, 1996, the Decision No 74/2001/QD dated November 7 May 2001, the Decision No 85/2002/QD-TTg dated June 28, 2002 of the Prime Minister etc provided clear operating methods and perspectives on commune-level civil servants
