Professional ethics is a guideline for all activities of cadres and civil servants in general, and commune-level cadres and civil servants in particular, so that each cadre and civil servant (CBCC) strives to achieve their goals present, practice, and consider it
as the motto of training and fostering (DTBD) the team of commune-level officials and civil servants (cadres and civil servants) in both political ideology, legal knowledge and public operations to serve the people and the Fatherland There are still many loopholes and lack of specific legal regulations on public service activities in general and the Public Service Ethics for Commune-Level Cadres and Civil Servants (DDCCCX) in particular, leading to inadequacies that reduce people's trust towards the Government, the Party Committees and local authorities From the above reasons and local practice in
the North Central region of Vietnam, the Doctoral Candidate chose the title "Public Service Ethics for Commune-Level Cadres and Civil Servants in the North Central region of Vietnam" as the doctoral Dissertation title in Public Management

Vietnamese citizen recruited to hold a professional position under the Commune-level People's Committee, on the payroll and receiving a salary from the state budget, including: Military Commander; Office – Statistics; Cadastral – Construction –

Socio General standards: Understand political theory, master the Party's viewpoints, policies, and laws; Have the ability to organize and mobilize local people to effectively implement the Party's guidelines and policies, and the State's laws; Educational level, professional qualifications and skills appropriate to task requirements, job position, sufficient capacity and strength; Understand and respect the customs and practices of the Residential community Military Commander: capable of coordinating with People's Army units and other forces in the area to participate in building the all-people national defense and performing a number of civil defense tasks; maintain security, politics, social order and safety
