1.1 General information of American Polytechnic College
American Polytechnic College (APC), one of the oldest colleges and most prestigious in Vietnam and known as VATC before, was built and invested by US experts and Vietnam Vietnamese American Vocational Training College Trainmg VATC Colleges and Intermediate levels in the same system with the American English Language Center Vietnam VATC In 2007 with the achievements in education and training, the Ministry of Labour - Invalids and Social Welfare allow the center to upgrade from English into Vietnamese American College of professional VATC
In 2014, Vietnamese American Vocational Training College VATC changed its name to American Polytechnic College (APC) after getting the investment from TNK Capital The number of college students has increased every year schools and to date has reached over 15,000 students
To help students practice skills early careers, APC tries to create conditions for students to get acquainted with reality while still in school by distributing nearly 70% of total training time for the hours of practice The school has links with businesses so that students can practice and conditions are set at now This creates tremendous advantages for students as the experience was gained from the application of what was learned immediately into practice Practical experience since then is also more arid theoretical studies and confusing All these things help students after graduation quickly get a job like that The figure 97% of graduates get a job within 3 months after graduation was a testament to the quality of teaching in APC
The educational philosophy of APC is aimed at building skills and a positive attitude of the students so that they can quickly update and master new knowledge, be able to adapt, treat, and succeed in all conditions and situations To realize this philosophy, APC used the method of "training through problem-solving” (problem-based learning) and "through practical training" (worked based learning) to take on teaching issues subject, practical situations going on in life, the current debate will be brought up for discussion and debate

1.2 The effect of Movement Control Order on education operation
What is Movement Control Order?
An outbreak of respiratory illness which is proven to be infected by a 2019 novel coronavirus (2019-nCoV) officially named Coronavirus Disease 2019 (COVID-19) was first detected in Wuhan, China and has spread rapidly in other parts of China as well as other countries around the world, mcluding Malaysia The first case in Malaysia was identified on 25 January 2020 and the number of cases continue to rise since March 2020 Therefore, the 2020 Malaysia Movement Control Order (MCO) was implemented to isolate the source of the COVID-19 outbreak
The symptoms of Covid-19 include cough, fever, and shortness of breath The virus can be spread from person to person Because of that, Vietnam has also taken prevention by using Movement Control Order (MCO) to prevent the virus from spreading more It gives a huge impact especially on the education system in Vietnam

Besides, the COVID-19 pandemic outbreaks forced families to decide the safest and most effective learning environments for their children because of the virus's threat to health and life Hence, because of the nationwide school closure, policymakers have raised concems about the missing children cases-those who have not enrolled in school at all because of the pandemic There is a difference in the school enrollment during the pre- COVID-19 period, COVID-19 period, and vaccine rollout period School enrollment is lower during the COVID-19 pandemic compared to the Pre-COVID-19 period, even school enrollment is higher since vaccine rollout compared to the COVID-19 period A possible explanation for this could be that families consider the vaccine the safe path to enrolling their children in school
2 THE USAGE OF INFORMATION TECHNOLOGY DURING PRE-MCO The COVID-19 has resulted in schools shutting all across the world According to UNESCO, as of April 8, 2020, there are nearly 1.6 billion students and students affected in

Trang 8the world; 188 countries were forced to close schools nationwide, affecting 91.3% of the total number of students worldwide With this sudden shift away from the classroom in many parts of the globe, some are wondering whether the adoption of online learning will continue to persist post-pandemic, and how such a shift would impact the worldwide education market Some popular sites used were Google Classrooms, Zoom, and Microsoft Teams This time, even the pragmatists and conservatives decided to switch to online learning methods, as they were unable to offer on-site lessons
When the pandemic vanishes, the majority of people will go back to on-site lessons, but there will still be a percentage that will remain to assist to class from their homes It will also be eye-opening for many people, and even skeptics will be open to implementing them in their learning
During MCO, where most schools, colleges, and universities have to shut down their operations due to Covid-19, online learning has been seen as a platform where educators can share their knowledge with the students
2.1, The usage of Information Communication Technology during pre-MCO ICT stands for “Information and communication technology” It refers to technologies that provide access to information through telecommunication It is similar to Information Technology (IT) but focuses primarily on communication technologies This includes the internet, wireless networks, cell phones, and other communication mediums It means we have more opportunities to use ICT in teacher training programs nowadays and improve the quality of teachers to teach effectively
Teachers can play a friendly role with the learner The rapid development in technology has made creative changes in the way we live, as well as the demands of society ICTs are making dynamic changes in society They are influencing all aspects of life The influences are felt more and more at schools Because ICTs provide both students and teachers with more opportunities in adapting learning and teaching to individual needs, society is, forcing schools to aptly respond to this technical innovation
2.2 Impact of ICT on education

Creative Learning: ICT promotes the manipulation of existing information and creates one's knowledge to produce a tangible product or a given instructional purpose
Collaborative and Cooperative learning: ICT encourages interaction and cooperation among students, teachers regardless of the distance which is between them It also provides students the chance to work with people from different cultures and work together in groups, hence helping students to enhance their communicative skills as well
as their global awareness
Integrative learning: ICT promotes an integrative approach to teaching and learning, by eliminating the synthetic separation between theory and practice unlike in the traditional classroom where emphasis encloses just a particular aspect
Evaluative learning: The use of ICT for learning is student-centered and provides useful feedback through various interactive features ICT allows students to discover and learn through new ways of teaching and learning which are sustained by constructivist theories
of learning rather than students doing memorization and rote learning
2.2.1 Positive impact
Enhanced Teaching and Learning: technological developments like digital cameras, projectors, mind training software, computers, Powerpoint presentations, 3D visualization tools; all have become great sources for teachers to help students grasp a concept easily It has to be understood that visual explanation of concepts makes learning fun and enjoyable for students They’re able to participate more in the classroom and even teachers get a chance to make their classes more interactive and interesting
Globalization: when a school is in different parts of the state, students can "meet" their counterparts through video conferencing without leaving the classroom
No Geographical Limitations: with the introduction of online degree programs there is hardly any need of being present physically in the classroom Even several foreign

Therefore, there are some advantages of ICT in education:

> Decrease paper and photocopying costs, promoting the concept of the "green revolution”
2.2.2 Negative impact
Declining Writing Skills: Due to the excessive usage of online chatting and shortcuts, the writing skills of today’s young generation have declined quite tremendously These days, children are relying more and more on digital communication that they have forgotten about improving their writing skills They don't know the spelling of different words, how
to use grammar properly or how to do cursive writing
Increasing Incidents of Cheating: Technological developments like graphical calculators, high-tech watches, mini cameras, and similar equipment have become great sources to cheat in exams It is easier for students to write formulas and notes on graphing calculators, with the least chances of being caught
Lack of Focus: SMS or text messaging has become a favorite pastime of many students Students are seen playing with their cell phones, iPhones day and night, or driving and very often even between lectures Being ever-connected to the online world has resulted in
a lack of focus and concentration in academics and to some extent, even in sports and extracurricular activities
There are some disadvantages of Information Communication Technology in education:

> Sometimes it's also time-consuming from the teacher's point of view

2.3 Online learning in Amerian Polytechnic College
Online education comes in a variety of contexts, such as e-learning, distance learning, and networked learning According to MD Sison, L Brennan 2012, online education refers to
an instructional environment supported by the Internet and it is can be fully online or blended with face-to-face interaction Online education also can be defined as an approach
to teaching and learning that utilizes Internet technologies to communicate and collaborate
in an educational context
2.3.1 The advantages of online learning with ICT
According to T Heap, the online learning approach has several advantages over than face- to-face approach Below are four advantages when the lecturers use online learning to deliver their instructions during Movement Control Order in Vietnam:
The flexibility of time: when the lecturers conduct online learning classes, it will give flexibility to the students to learn Students can fit their schedules more easily This is because the lecturers will schedule online classes and students can interact with the lecturers and classmates using online video Live discussions can be conducted at that time with the presence of all coursemates and the lecturer
With the flexibility of the environment by using online learning, students and the lecturer can choose the learning environment that suits them well When the lecturer conducts an online class, it means students do not have to attend actual class, where is very encouraged during this pandemic Students also do not have to worry about missing an important class
Lower costs: students and the lecturer can stay where they are without going to the classroom during MCO It will save costs to the students and the lecturer when the lecturer conducts an online class
Self-discipline and responsibility: stadying online requires more self-discipline and responsibility from the students and the lecturer It is because students will spend time on
Trang 12their own without someone physically to keep them focused on the deadlines Students need to be responsible for their learning when the lecturer uses online learning as students’ attendance for online classes might be detected by their presence during online video sessions
2.3.2 The disadvantages of online learning with ICT
Besides the advantages of online learning, there are also disadvantages of online learning According to J James, there are six disadvantages of online learning
No self-discipline: when using online learning or electronic learning, a lecturer might face students’ commitment to using online learning as students do not need to appear physically
in the classroom
No face-to-face interaction: while online learning can be interactive these days, especially during MCO in Vietnam, it is still not the same as sitting in a real classroom It means, there is no substitute for interacting with and learning from, a fellow human
Lack of input from lecturers: online learning or e-learning is structured When a program
is developed, it is based on what the course developers or the lecturers think is the right curriculum at that time However, learning materials can quickly become outdated and they could contain errors from the beginning
Good online learning is difficult to do: developing an effective online learning course takes time, money, and a great amount of expertise Good online learning contains multimedia, custom web development, technical support, and strong User Interaction design
No facilities to support online learning: no student facilities such as laboratories or libraries, although some online learning incorporates practical activities to be done at home, virtual laboratory experiments, reading lists of freely available papers or temporary subscriptions to journals
Hard to resolve difficulties: it can be hard to find answers to questions or resolve difficulties, especially when discussion forum participation is low
2.4 Information Technology systems that the American Polytechnic College uses

The first education tools used included computers and software (word processing, presentation software, spreadsheets and database management systems) Local area networks, multimedia-based systems, e-mail and the Internet were the next step, allowing interactivity and access to an enormous amount of information
In addition, some office departments such as Human Resource, Finance & Accounting, Sales & Marketing, Registrar's Office also use separate software to serve the activities
of APC to help the college do well during the MCO period

2.4.1 ERP Systems - Human Resource Department
The Human Resource Module in resource ERP at APC has a set of rich features and integrates seamlessly with another module This tool is effective in managing employees during MCO — work from home Resource ERP HR in APC module offers you wide solutions for the HR department making it possible for another department to access specific employee data The HR modules cover all the functions required in business practice and are flexible enough to optimize the business processes by configuring them to suit customers’ requirements
The human Resource module in resource ERP streamlines the management of human resources and human capital It comprises four broad sections, mainly Training, Recruitment, Payroll and Attendance HR module in resource routinely maintains a complete employee database including contact information, salary details, attendance, performance evaluation and promotion of all employees
