The study tour was comprised of a workshop and visits to project sites and agroforestry models in the field Twenty four participants from 4 villages in CARD project area (Na Muc, Khuoi Lieng, To Doc, Ban Sang village) participated The list of participants is given

in Attachment 1 The study tour program is shown in Attachment 2

Before the conclusion of the study tour, participants were asked to answer questions to evaluate what they have learned These assessments are summarised in Attachments 3

2 The study tour activities

2.1 Workshop in Mo village to share experience in community forestry

A workshop was organised as an opportunity for villagers and members of Mo village CF management group and CARD project's participants to share and learn experience in CFM Especially, this is a good opportunity for CARD project's participants to learn experience from CFM activities in Mo village which have been implemented since 2006 under a support from Helvetas

Many experience and lessons have been drawn from this meeting For example, the way community work together to protect their community forest, the mechanism to share

benefits (Maize harvests) and making management plan are very useful and beneficial

2.2 Field visit

2.2.1 Site visit to community forest management area

Following the workshop in the village house, all participants visited the community forest area of Mo village, which is about 1.5 km from the village centre In the field site,

members of "project action team" from Mo village continued to explain about land

demarcation process, labour input contribution by community members as well as benefit sharing arrangements They also responded to questions from the visitors The field site visit was a mix of site visit and discussion among participants

2.2.2 Site visits to income generation activities

(1) Income generation from forest management and plantations

All participants visited Mr Thuy's farm on 22 September to learn how to generate income from the forests The farm size is just about 6 hectares which is quite similar to that of villagers in Na Ri district, Bac Kan province During the visit, the farm owner provided a brief talk about his farm (area, current crops, income) and answered many questions raised

by visitors It was a fruitful discussion for all participants to learn not only about income

generation activities but also cultural values (two songs were exchanged between local villagers and visitors)

Mr Thuy’s farm is quite typical to that of villagers in Bac Kan Thus, participants were very impressed by the amount of income made by selling products in Mr Thuy’s farm The key lesson here is that land owners need to manage their land productively Investment in forestry land can take several years to generate income, much longer than that in

agricultural land Thus, agroforestry is an answer to the problem of how to meet both short term and long term needs

(2) Wild forest animal raising model

Participants visited a Porcupine farm Some participants have heard or read about this in newspapers or tales This new "animal husbandry" has been developed for some years in Vietnam In fact, it has brought good income for the owners due to high market demand for Porcupine products This is a wildlife animal and its meat has both nutritional and

medicinal value Raising this animal is not difficult because it needs very small living space just like pigs Also, its food is available locally such as pumpkin, roots However, it might be difficult for some farmers because raising this animal requires quite high initial investment and proper care

(3) Visit farm (Acacia plantations, wet rice, pig raising)

Participants visited a successful farm consisting of plantations in the uphill, rice cultivation and pig raising in low areas in Cau Dau village, Truong Son Commune, Luong Son

district Participants were impressed by the determination of the farm owner, Mr Hoang Van Qui in investing money effectively in his farm He is a typical example for farmers who can generate income from forestry land

(4) Visit a private ecotourism enterprise

Visit a large scale farm where farm owners (two brothers) have invested money to grow trees and use natural landscape for ecotourism development This model is quite new and a surprise for many participants due to its investment scale However, this is fast occurring in many areas in Viet Nam where local people can exploit their potential of land, forest, and other beauty of landscape for ecotourism development

3 Conclusion

The study tour was successfully completed All participants were satisfied with the trip as can be seen from their feedback in Attachment 3 The visit to many income generation activities has increased the confidence of villagers in CARD project in CFM activities and implementation The evaluation shows that participants have learnt from good examples in the visited sites

1 Giới thiệu

Nằm trong chương trình hoạt ựộng của dự án CARD VIE 017/06 VIE Ờ Quản lý và phát triển rừng bền vững dựa vào cộng ựồng tại một số tỉ lệ nghèo ựói cao tỉnh Bắc Kạn, việc tổ chức tham quan học tập cho người dân vùng dự án về các mô hình quản lý rừng bền vững dựa vào cộng ựồng và các hoạt ựộng tạo thu nhập ựược thực hiện từ ngày 21 ựến 25 tháng

9 năm 2007 tại huyện Kim Bôi và Lương Sơn tỉnh Hòa Bình Mục tiêu chắnh là học tập và chia sẻ các kinh nghiệm trong quản lý rừng bền vững dựa vào cộng ựồng thành công và

các hoạt ựộng tạo thu nhập bền vững tại những ựịa phương có ựiều kiện tương ựồng

Chuyến tham quan học tập bao gồm một hội thảo chia sẻ kinh nghiệm, ựi thăm ựịa ựiểm dự

án và các mô hình phát triển kinh tế ựồi rừng có hiệu quả và bền vững tại nhiều ựịa ựiểm khác nhau Thành viên tham gia tham quan bao gồm 24 người dân từ 4 thôn dự án là Nà Mực, Khuổi Liềng, Tơ đóc và Bản Sảng Danh sách thành viên ựược ựề cập trong Phụ lục

Việc ựánh giá kết quả của chuyến tham quan học tập ựược thực hiện ở cuối ựợt tham quan học tập Các thành viên tham gia ựược giành thời gian ựể phản hồi và ựánh giá về những cái học ựược trong chuyến tham quan cũng như những ựiểm cần cải thiện về khâu tổ chức

và hậu cần Kết quả ựánh giá ựược thể hiện trong Phụ lục 3

2 Các hoạt ựộng tham quan học tập

2.1 Hội thảo chia sẻ kinh nghiệm tại xóm Mõ

Hội thảo ựược tổ chức nhằm tạo cơ hội cho người dân và các thành viên trong bản quản lý rừng cộng ựồng tại xóm Mõ chia sẻ học hỏi kinh nghiệm về quản lý rừng cộng ựồng đặc

biệt đây là cơ hội để các thành viên tham quan của dự án CARD học tập chia sẻ kinh nghiệm từ các hoạt động quản lý rừng cộng đồng tại xĩm Mõ được thực hiện từ năm 2006

do tổ chức Helvetas tài trợ

Nhiều kinh nghiệm và bài học được rút ra từ hội thảo này Ví dụ như cách cộng đồng phối hợp cùng nhau để bảo vệ rừng của họ, cơ chế chia sẻ lợi ích thu được từ hoạt động quản lý (thu hoạch ngơ) và lập kế hoạch quản lý, rất hiệu quả và thiết thực

2.2 Thăm hiện trường

2.2.1 Thăm hiện trường rừng cộng đồng

Sau khi kết thúc hội thảo chia sẻ trong nhà cộng đồng của thơn, các thành viên tham gia đi thăm hiện trường rừng cộng đồng cách trung tâm của thơn khoảng 1,5 km Trên hiện trường, các thành viên của nhĩm dự án rừng cộng đồng xĩm Mõ tiếp tục giải thích về quá trình xác định ranh giới, đĩng gĩp cơng lao động của các thành viên cũng như việc xây dựng cơ chế chia sẻ lợi ích Họ đồng thời cũng trả lời những câu hỏi từ các thành viên đồn tham quan Việc thăm hiện trường được kết hợp với trao đổi thảo luận trên thực địa giữa các thành viên

2.2.2 Thăm các hoạt động sinh kế tạo thu nhập

(1) Tạo thu nhập từ quản lý rừng và trồng rừng

Các thành viên đã đến thăm trang trại nhà ơng Thủy ngày 22 tháng 9 để học tập cách tạo thu nhập bền vững từ rừng Diện tích trang trại chỉ khoảng 6 ha, tương tự như diện tích đất

của người dân tại vùng dự án ở Bắc Kạn Trong quá trình thăm trang trại, chủ trang trại trình bày ngắn gọn một số thơn tin về trang trại như là diện tích, các cây trồng hiện cĩ, thu nhập và trả lời nhiều câu hỏi từ phía đồn thăm quan Việc trao đổi chia sẻ rất sơi nổi và hữu ích, các thành viên khơng chỉ học được cách tạo thu nhập từ rừng mà cịn hiểu hơn về văn hĩa truyền thống địa phương ðại diện các thành viên hai đồn đã hát và mời rượu nhau trước khi ra về

Trang trại vườn rừng gia đình ơng Thủy khá giống với vườn rừng của người dân tại Bắc Kạn Do đĩ người dân trong đồn tham quan rất ấn tượng và ngạc nhiên về mức thu nhập khá cao được tạo ra từ mơ hình nhà ơng Thủy Bài học chủ yếu được rút ra là người chủ hộ phải biết quản lý đất của họ thật hiệu quả, tạo ra năng suất cao với các sản phẩm cĩ thế mạnh của họ Việc đầu tư vào trồng rừng cần nhiều thời gian để tạo ra sản phẩm hơn là cây nơng nghiệp Do vậy việc áp dụng mơ hình nơng lâm kết hợp là giải pháp cho sự thành cơng, vừa tạo ra thhu nhập trước mắt lại vừa đáp ứng nhu cầu về thu nhập lâu dài

(2) Thăm mô hình nuôi nhím

ðoàn ñã thăm trại nuôi nhím tại Lương Sơn Một số thành viên ñã nghe hoặc ñọc về nuôi nhím trên các phương tiện thông tin ñại chúng Hoạt ñộng nuôi nhím ñã phát triển ñược một số năm ở Việt Nam và ngày càng ñược nhiều người quan tâm Việc nuôi nhím ñã mang lại lợi huận cao cho chủ trang trại vì nhu cầu thị trường về loài vật này rấ cao Thịt nhím vừa có giá trị dinh dưỡng và thuốc chữa bệnh Nuôi nhím không khó và không cần nhiều diện tích chuồng trạng tương tự như nuôi lợn Bên cạnh ñó thức ăn của nhím rất sẵn

có tại ñịa phương bao gồm các loại củ quả như là bí, ngô, sắn Tuy nhiên nuôi nhím ñòi hỏi vốn ñầu tư ban ñầu lớn và chăm sóc cẩn thận do vậy chưa thật sự phù hợp với những hộ gia ñình nghèo

(3) Thăm trang trại (rừng keo, lúa nước, chăn nuôi lợn)

Các thành viên ñã ñến thăm trang trại qui mô lớn bao gồm có rừng trồng keo trên ñồi, lúa nước dưới khe và chuồng trại chăn nuôi ở chân ñồi tại xóm Cầu Dâu, Trường Sơn, Lương Sơn Các thành viên rất ấn tượng bởi quyết tâm lao ñộng và ñầu tư phát triển rừng nhằm tạo thu nhập lâu dài cho gia ñình Việc ñầu tư chủ yếu cho chủ hộ vay vốn từ ngân hàng ðây là tấm gương về quyết tâm làm giàu từ ñất rừng của người dân nông thôn

(4) Thăm trang trại trồng rừng và phát triển du lịch sinh thái

Bên cạnh việc thăm các mơ hình trồng rừng kinh tế thì đồn cũng đã đến thăm trang trại rừng trồng kết hợp phát triển du lịch sinh thái do hai anh em cùng đầu tư Cĩ thể nĩi đây

là cách làm rất đột phá tại một nơng thơn miền núi Tuy nhiên, đây cũng là mơ hình cĩ tiềm năng phát triển và cho thu nhập khi mà nhu cầu du lịch sinh thái của người dân thành phố càng càng tăng lên Hoạt động phát triển du lịch sinh thái dựa trên cảnh quan thiên nhiên vốn là lợi thế của vùng núi đã và đang được phát triển ở một số địa phương

Project CARD funded by Australia had been implemented in Van Minh and Lang San communes – Na Ri district – Bac Kan province since 2006 As a part of CARD Project 017/06 VIE Sustainable community- based forest development and management in some high poverty areas in Bac Kan Province, a study tour to successful nursery gardens, forest gardens and SALT model was implemented from 7/11 to 11/11/2008 in

Ba Thuoc district – Thanh Hoa province The main objective of study tour was to learn and share experience in setting up forest nursery gardens, implementing forest plantation and protecting and managing forest gardens

The study tour consists of a workshop and visits to project sites, agro-forestry models in the field The workshop focuses on project site condition and PWM introduction (Participation Watershed Management Project funded by CARE Viet Nam) After workshop, participants visited to agro-forestry models: SALT model, organic compost model, forest nursery model, one month forest garden and three year old forest garden

The study tour has lasted 4 days from 7th November to 11th November 2008 The study tour schedule is in Appendix 1 The list of participants is in Appendix 2

2 The study tour activities

2.1 The workshop on introduction and experience sharing

The workshop was implemented to introduce Ba Thuoc’s basic conditions, PWM project, implementing activities and project management structure This is an opportunity for participants in learning, experience exchange on some aspects such as mechanism, implementation process and cooperation structure between commune authority, head of village, head of group and participants in implementation process

2.2 Field visits

2.2.1 The visit on SALT model

According to the tour schedule, all participants visited to Mrs Luong Thi Mai’s SALT model in Nghia village, Ban Cong commune In the field Mrs Luong Thi Mai was talking about advantages and disadvantdages in the process of building SALT model The SALT’s owner answered all participant’s questions The SALT’s model impressed all participants due to its advantages Before applying SALT model owner could not cultivate because of so many stone land and very sloping land With SALT model farmer was able to grow maize, soyabean immediately

2.2.2 The visit on organic compost model

After visiting SALT model, all participants visited organic compost model serving agricultural production

In the field site, Mr Ha Van La who is model owner explained about organic compost process, input materials and its benefits for agroforestry production Members of PWM project and land owner also responded to all questions from visitors Visitors were very interested in this model because it is not only easy to do but also helps farmers reduce production cost and increase income from agriculture production

2.2.3 The visit on nursery garden and forest garden

Forest seedling nursery in Luong Van Village – Tan Lap commune

3,5 years old forest in Mang village – Tan Lap commune – Ba Thuoc district

Following the SALT and organic compost visits, all participants visited forest seedling nursery in Luong Van village leading by Mr Hoang Van Phat who is a head of nursery building team Mr Hoang Van Phat introduced to visitors about nursery building process, supports from PWM project as well as labour input contribution and benefit sharing mechanism among its members Nursery model impressed all visitors due

to its shape and arrangement This nursery is about 300 m2 which is quite similar to CARD’s nursery Although it has received smaller financial support from PWM project, it is still implemented and managed more effectively in comparision with nursery in Na Ri district Mr Hoang Van Phat also answered all

questions raised by the visitors After the nursery visit, all visitors went by the way of 3,5 years-old forest garden with the area of about 2 hectares Some participants have commented that “this forest owner is going to receive the income of millions VN Dong after 3 – 4 years” Although this forest does not belong to PWM project, visiting this forest helps visitors regconize that farmer/local people who live on land forest can generate income or become healthier from forest land and forest.

3 Conclusion

The study tour was successfully completed At the end of study tour, a group meeting was organized to draw conclusion and experience lessons to apply for CARD project in the coming time The conclusions and comments are described as follows:

- Although nusery model in Ba Thuoc is implemented later and received less financial aid than those in CARD project, PWM’ nusery is done and managed more effectively This is a good example for farmers in

Na Ri to follow up when they return home

- All participants regconized that it is essential to educate and disseminate farmers about the forest importance and particapting afforestation and forest protection actively Farmers can generate income and become more healthier from forest and afforestation

- Mr Hoang Duc Tam, chairman of Lang San People Committee, regconized that education and dissemination about afforestation and forest community protection to local people in Na Ri district were not carried out thoroughly So local people have participated unenthusiasticly To Dooc’ nursery was done very well but afforestation activity was contrary to that And Forest community protection in Ban Sang village was not good Village regulation on community forest protection were not implemented effectively, so buffaloes and cows destroying community forest are taking place frequently

All participants were satisfied with the trip And prominent result of the trip was the changing visitors’s attitude All participants promised that they would strive for afforestation as visited model in Ba Thuoc district – Thanh Hoa province and try to fufil the CARD’s plan successfully in 2009
