Community Forest Management

Report on the training in community forest management

1 Background

Law in 2004 of forest management and protection recognized the community has ownership of the forest In fact, forming and implementation of the community forest management (CFM) is rather new especially for officials of the villages and communes Therefore, as part of this CARD project and with permission from the project management board, a training course in management of community forests for leaders of the village and commune of the Lang San and Van Minh communes of Na

Ri district, Bac Kan- province was held On the basis of this, the subsequent activities would be carried out

2 Objectives and contents

2.1 Objectives

After attending the training course the participants will be able to present general knowledge of community forest management such as transferring land and forest to the community, different steps of setting up CFM plan, building up regulations, setting up fund for development of the community forest and taking part to effectively implement these activities

2.2 Contents

- Definition of some general terms such as community forest, management of the community forest, management board of the community forest Regulations of management of the community forest

- Transferring land and forest to the community

- Setting up regulations on management of the community forest

- Setting up fund for development of the community forest

- Monitoring and evaluation of the activities in management of the community forest

2.3 Trainer

The training was conducted by Mr Le Sy Trung from Thai Nguyen University of Agriculture and Forestry and Mr Trieu Van Luc, Director of Bac Kan Forest Protection Department who is also this CARD joint project leader

3 Time table

The first day:

In the morning: After the opening ceremony, introduction of representatives and

the program of the training course, Mr Trung promoted to find out the participant’s desire The results were written on Flipchart hung up on the wall at the end of the classroom for people to see clearly and to be able to evaluate the result when the course was completed

Subsequently, Mr Trung explained some terms commonly used in management of the community forest such as:

What is the community forest?

What is management of the community forest?

What is management board of the community forest?

What is regulation of the community forest?

After understanding that, the participants discussed in order to apply to their own village and assessed the present status of forest management by the village at present What have people done and what will the people be able to do in the future?

After finishing the Part 1 participants continued to share opinions about transferring land to the community such as:

- Foundation and condition of transferring land and forest to the community

- Restricted level and time of transferring land and forest to the community

- Order and procedures of transferring land and forest to the community

- Authority of transferring forest and taking it back

-In the afternoon at 1 h 30 ’

Setting up plan of management of the community forest with the contents as below:

- Principles of setting up plan

- Different steps of setting up plan

+ Surveying and assessment of natural resources

+ Defining purpose of forest management with different types of forest and land

+ Assessment of forest products

+ Setting up the annual plan and the 5-year plan

The second day:

In the morning at 7h30’

A participant on behalf of the training course reported summary of the contents trained on the first day to remind people of the knowledge involved the contents on the second day

Subsequently, Mr Trieu Van Luc promoted the content of regulations on development of the community forest as below:

- Foundation to set up the regulation

- Requirement for each regulation

- Content of the regulation

After that, every group did exercises of setting up the regulation (the results are given in the appendices)

In the afternoon at: 1h30’

Mr Trung talked about content of setting up fund as below:

- Reasons for setting up fund

- Content of setting up fund

- Practicing exercises of setting up fund for each village

- At 15h30’: a participant on behalf of each group reported the result of setting

up fund for each village Participants gave their opinions (the results are shown in the appendices)

Subsequently Mr Trieu Van Luc shared opinions and discussed with everybody

on the topics below:

- Establishment of the management board

- Content of monitoring and evaluation

- Criteria for evaluation

At 17h: Mr Trung summed up the contents trained for 2 days and evaluated the training course

4 Results

After 4 days of 2 training courses in 2 communes, with the enthusiasm and responsibility of 25 participants, everyone went to the course on time and discussed zealously Initial result was formation of regulation of management and protection of the community forest and setting up fund for development of the community forest

After then training course every participant said that he (or she) felt self confident

to take part in activities of management and development of the community forest

5 Evaluation of the training course

Evaluation of the training course is needed and useful The result of evaluation

is show in the appendix)

• The training course in Lang San

The result of training course of management of community forest was well and concretely evaluated by the participants:

The content of training was considered by 100% (12/12) of participants as useful and needed The method of teaching was easy for people to understand Participants were enthusiastic

• The training course in Van Minh

The result of training course of management of community forest was well and concretely evaluated by the participants:

The content of training was considered by 100% (13/13) of participants as useful and needed The method of teaching was easy for people to understand Participation of participants was excellently evaluated by 9/13 and well enough by 4/13 votes

4 Mục tiêu và nội dung

Mục tiêu

Sau khoá tập huấn các thành viên tham gia trình bày đ-ợc các kiến thức cơ bản về quản lý rừng cộng đồng nh-: Giao đất giao rừng cho cộng đồng, các b-ớc lập kế hoạch, xây dựng quy -ớc, xây dựng quỹ phát triển rừng cộng đồng và tham gia có hiệu quả vào các hoạt động đó

Buổi sáng: Sau khi tuyên bố lý do, giới thiệu

đại biểu và ch-ơng trình tập huấn, ông Trung đã tiến hành thúc đẩy để tìm hiểu kỳ vọng mong muốn của những ng-ời tham gia tập huấn Kết quả đ-ợc tổng hợp vào Flipchart treo lên t-ờng cuối lớp tập huấn để mọi ng-ời theo dõi và đánh giá kết quả tập huấn khi kết thúc

Tiếp theo, ông Trung giới thiệu một số thuật ngữ cơ bản trong quản lý rừng cộng đồng nh-: Thế nào là rừng cộng đồng? Quản lý rừng cộng đồng là gì? thế nào là ban quản lý rừng cộng đồng? Quy -ớc của quản lý rừng là gì? từ những hiểu biết

đó, mọi ng-ời tham gia thảo luận áp dụng vào thôn mình và đánh giá thực trạng hay là điểm xuất phát hiện tại của quản lý rừng cộng đồng của thôn hiện nay thế nào? đã làm đ-ợc gì? và sẽ làm gì?

Sau khi kết thúc nội dung 1, mọi ng-ời tham gia tập huấn giải lao 20 phút, tiếp tục chia sẻ thảo luận về giao đất cho cộng đồng nh-:

+ Điều tra đánh giá tài nguyên

+ Xác định mục đích quản lý với từng loại đất, rừng

+ Đánh giá nhu cầu lân sản

+ Lập kế hoạch 5năm, hàng năm

* Ngày thứ 2:

Đại diện lớp tập huấn báo cáo tóm tắt nội dung

đã tập huấn của ngày thứ nhất, mục đích giúp mọi ng-ời nhớ lại những kiến thức đã đ-ợc chia sẻ liên kết với những nội dung tập huấn ngày thứ 2 Tiếp theo đó d-ới sự thúc đẩy của ông Triệu Văn lực về nội dung xây dựng quy -ớc phát triển rừng cộng đồng với những nội dung sau:

Sau đó các nhóm làm bài tập thực hành xây dựng quy -ớc (Kết quả trình bày ở phần phụ biểu)

Buổi chiều: 1h30’

Sau 10 phút khởi động, ông Trung thuyết trình nội dung xây dựng quỹ với nội dung:

6 Kết quả

Sau 4 ngày làm việc với 2 khoá tập huấn đ-ợc triển khai ở 2 xã, với sự tham gia nhiệt tình có trách nhiệm của 25 thành viên, mọi ng-ời thực hiện tốt về thời gian quy định, tham gia thảo luận sôi nổi Kết quả b-ớc đầu đã xây dựng đ-ợc bản quy -ớc về quản lý bảo vệ rừng cộng đồng và xây dựng quỹ phát triển rừng cộng đồng

Sau khoá tập huấn mọi ng-ời tham gia đều phát biểu sẽ tự tin tham gia các hoạt động quản lý phát triển rừng cộng đồng

7 Đánh giá khoá tập huấn

Đánh giá khoá tập huấn là cần thiết và hữu ích (Kết quả đánh giá ghi ở phần phụ biểu)

Kết quả đánh giá khoá tập huấn quản lý rừng cộng đồng đã đ-ợc các thành viên tham gia đánh giá tốt cụ thể:

100% số ng-ời tham gia (12/12) cho rằng nội dung tập huấn cần và hữu ích, ph-ơng pháp giảng dạy dễ hiểu, sự tham gia của mọi ng-ời cao, nhiệt tình

Kết quả đánh giá khoá tập huấn quản lý rừng cộng đồng đã đ-ợc các thành viên tham gia đánh giá tốt cụ thể:

100% số ng-ời tham gia (13/13) cho rằng nội dung tập huấn cần và hữu ích, ph-ơng pháp giảng dạy dễ hiểu, về sự tham gia của các thành viên 9/13 đánh giá tốt, 4/13 đánh giá ở mức khá

1 Mục đích

Trang bị cho những ng-ời tham gia một số kiến thức cơ bản về tổ chức và quản lý rừng cộng đồng Trên cơ sở đó những ng-ời đ-ợc tập huấn sẽ tham gia vào tất cả các hoạt động quản lý bảo vệ rừng cộng đồng nh-: Giao đất giao rừng, xây dựng quy -ớc, xây dựng kế hoạch, tổ chức thực hiện và giám sát

2 Thời gian và địa điểm

Thời gian tập huấn: 4 ngày, với 2 khoá tập huấn tại xã Lạng san, Văn Minh

I Quy -ớc quản lý bảo vệ rừng cộng đồng và xây

dựng quỹ phát triển rừng cộng đồng thôn To Đoóc

Cộng đồng thôn To Đoóc chúng tôi xây dựng quy -ớc

quản lý bảo vệ rừng nh- sau:

Điều 1: Quyền lợi và trách nhiệm

Tất cả các thành viên khi tham gia nhóm quản lý bảo vệ rừng cộng đồng đều

đ-ợc tham gia tất cả các hoạt động trong quản lý sử dụng rừng cộng đồng và đ-ợc

h-ởng các dự án trong và ngoài n-ớc đầu t- phát triển khoanh nuôi bảo vệ rừng

n-ớc cần sử dụng đất vào mục đích cần thiết

Điều 2: Sản xuất n-ơng rẫy

Tuyệt đối không đ-ợc làm n-ơng rẫy trong bất

cứ tr-ờng hợp nào ở trong diện tích đất rừng của cộng đồng

Điều 3: Phát triển rừng

nhiên có nhiều gỗ quý, rừng nứa, vầu phải khoanh nuôi bảo vệ

cây trồng cho phù hợp

Trồng rừng đảm bảo khoa học kỹ thuật, tiến hành trồng rừng trên đất trống đồi trọc, đồi cây buị

và kết hợp trồng cây hàng năm

Điều 4: Bảo vệ rừng

Tuyên truyền vận động ng-ời dân trong cộng đồng

có ý thức trách nhiệm bảo vệ rừng cộng đồng bằng nhiều hình thức

Không đ-ợc dùng lửa bắt ong trong rừng cộng

đồng

Mùa khô không đ-ợc đốt lửa trong rừng cộng đồng Nâng cao cảnh giác phòng và chữa cháy rừng trong mùa khô

Huy động các lực l-ợng chữa cháy rừng khi có sự

Nghiêm cấm các hoạt động khai thác, vận chuyển

gỗ và các lâm sản ngoài gỗ trong rừng cộng đồng khi ch-a có sự thống nhất của nhóm

Điều 5: Xây dựng quỹ

Để nhóm quản lý sử dụng rừng cộng đồng thực hiện th-ờng xuyên có hiệu quả nhất thiết phải xây dựng quỹ quản lý phát triển rừng cộng đồng Mọi thành viên tham gia phải có trách nhiệm tạo quỹ
