Human resource development (HRD) plays a crucial role in enhancing the skills of workers within organizations to improve productivity and international competitiveness Introduced by Len Nadler at the American Society for Training and Development in the United States, HRD encompasses three key areas: training, education, and development A well-trained, multi-skilled workforce has been identified as contributing to the economic success of an organization through cost reduction and increased productivity.

Human Resource Development (HRD) is the integrated approach to training, organization, and career development aimed at enhancing individual, group, and organizational effectiveness HRD cultivates key competencies that empower individuals within organizations to excel in current and future roles through planned learning activities Groups within organizations utilize HRD to initiate and manage change effectively Additionally, HRD ensures a match between individual and organizational needs.

Training is the systematic process of altering employee behavior in a way that achieves organizational goals According to Paddle, training is defined as an activity focused on a person's future job and knowledge orientation Therefore, training enables employees to acquire new knowledge and skills necessary to perform assigned tasks effectively.

Employee development is a vital activity for learning that is open to employees with new job roles based on the future development orientation of the organization However, these activities differ in focus, scope, time frame, and purpose (Nguyen Van Diem, Nguyen Ngo Quan, 2004) Figure 2.1 summarizes the differences among employee training and development.

Training programs focus on providing employees with specific skills to help them meet performance deficiencies Development is intertwined with the future of the organization and the individual, which are not always clearly defined Training is an expense; education and development are an investment.

Training has traditionally been seen as a way to equip employees with specific skills and behaviors This role of training is expected to persist into the future This perspective suggests that business conditions are predictable, allowing companies to control and anticipate the knowledge and skills employees will require moving forward.

Link training to business needs: Currently, the competitive challenges indicate that the underlying capabilities in the external environment where companies operate are likely to continue This means that because problems cannot be predicted in advance, training needs must be delivered on an as-needed basis to help employees address specific business issues as they arise.

To gain a competitive advantage, companies must focus on developing intellectual capital, which encompasses cognitive knowledge (knowing what), advanced skills (knowing how), system understanding, and creativity (knowing why), along with self-motivated creativity (care why) Traditionally, training departments have concentrated their resources on cognitive and advanced skills However, the true value of training lies in helping employees understand the manufacturing or service processes and the relationships between departments and divisions, while also motivating them to be innovative and deliver high-quality services.
