The thesis is a systematical and comprehensive scientific research on the criminal investigation of obtaining property by fraud under the function of the Criminal Police Forces of the Department of Public Security of Hanoi with the following new features:

1 The thesis analyses clarify concept and the legal characteristics of the crime

of obtaining property by fraud in terms of criminal investigation On that basis, the thesis has specified matters to be proved in the investigation of the obtainingproperty by fraud case

2 The thesis has analysed the theoretical clarification of the criminal

investigation of obtaining property by fraud under the function of the Criminal Police Forces as the concept, features and legal basis of the investigation of thiskind of crime The thesis then clarifies the theoretical issues regarding the implementation of suppressive measures, supportive surveillance measures,

investigative measures and the coordination of criminal police with other forces ininvestigating obtaining property by fraud crime, as a basis to drill survey this activity of the Criminal Police Forces of the Department of Public Security of Hanoi

3 The thesis has analysed the survey to clarify the current status of criminal investigation of obtaining property by fraud under the function of the Criminal Police Forces of the Department of Public Security of Hanoi under the groups of measures such as suppressive measures, supportive surveillance measures,

investigative measures and the coordination of Criminal Police of Hanoi Public Security with other forces in investigating obtaining property by fraud crime Thereby have identified the limitations, shortcomings in enforcement activity as a basis to develop solutions to improve efficiency of the investigation

4 Starting from the study results, the thesis has gave solutions that contribute

to improving the effectiveness of the solutions to improve efficiency of criminal investigation of obtaining property by fraud under the function of the Criminal Police Forces These solutions can be applied to practical work of the Criminal Police Forces of the Department of Public Security of Hanoi as well as the units ofthe Criminal Police in areas with similar characteristics in order to contribute tocombat this crime in the future
