ABSTRACT The world is starting to enter the fourth industrial revolution, a new revolution associated with unprecedented breakthroughs in technology, involving Internet connectivity, cloud computing, 3D printing, sensor technology, virtual reality. This new technology revolution is expected to have a strong impact on every country, government, business and people around the globe, as well as fundamentally changing the way we live, and work. The nature of the fourth industrial revolution is based on digital technology platform and integrates all smart technologies to optimize processes and methods of production. The new era of investment, productivity and rising living standards will have a profound impact on the worlds political, social and economic systems and pose challenge for business leaders of this opening and economic integration period. With a lofty goal and mission, it is the mission of cultivating people. Higher education has an important role to play in the development of society. Education not only trains people with good knowledge and expertise but also people with good moral and physical qualities, effectively serving the socioeconomic development associations of each country, each ethnic group. The industrial revolution 4.0 with its rapid development speed and profound effects on all areas of the social life of each country, if left behind of this revolution, backward development is also inevitably. On the contrary, if you make good use of the advantages of this revolution, the opportunities are huge. In the digital era, higher education will change profoundly from the educational environment, the role of teachers and learners to teaching methods. Currently, not only Vietnam but also many countries around the world are facing the big challenge of a shortage of highly qualified, specialized, and skilled workers. Therefore, to renovate higher education to meet the requirements of the labor market, it is necessary to raise awareness and renew thinking on higher education development; renovating training programs and methods; applying technology to the teaching process; renew the model of linkage between universities and enterprises, improve the quality of teachers and administrators. This is also the development direction that Vietnam needs to prepare for incessant changes in the future. 3 INTRODUCTION The fourth industrial revolution (IR) has been coming. This is an unprecedented revolution in human history as it will evolve very quickly a combination of technology in the fields of physics, digitalization and biology, creating completely new possibilities and has a profound impact on the worlds political, social and economic systems. This IR 4.0 will create a world in which the global virtual and physical systems of the production chain can work together flexibly. IR 4.0 is not just about machines, smart and connected systems, but also much overall. At the same time are waves of further breakthroughs in different areas ranging from gene sequencing to nanotechnology, from renewable energies to quantum computing. It is and promises to create tremendous benefits and a strong impact on the world economy as well as the Vietnamese economy. IR 4.0 will first have a strong impact on production, making a big change in manufacturing methods, the convergence between physical and digital applications to create the universal Internet, the Internet of Things (IoT). Business landscape will change rapidly, extending the entire value chain from development research to manufacturing, logistics to customer service, significantly reducing transaction and delivery costs. In this process, IoT will impact all industries, from production infrastructure to health care. By changing production methods when there are modern technologies that can connect the real and virtual worlds, people can control the process at home but still cover all activities of factory through the Internet excellence. For the commercial sector, this IR 4.0 firstly reduces the transaction and delivery costs significantly. For the investment field, with the nature of the IR 4.0, technology is the most attractive and potential investment segment of investors in the coming time, especially digital technology and Internet. But this revolution can also create greater injustice, especially causing the risk of breaking the labor market. When automats replace people in the entire economy, workers will be redundant. While technological innovation often leads to higher productivity and prosperity, the rate of change will also create a great pressure due to the shift of labor resources. Workers at factories during the IR 4.0 will have new jobs with different requirements and in a work environment or organization that is no longer the same as it is today. The IR 4.0 will grow strongly due to the need to find new, more sustainable and effective production methods with 4 challenges such as climate change, population aging or other security issues. This revolution will bring many development and integration opportunities, but at the same time poses many challenges to developing countries like Vietnam. Research questions: What are the opportunities and challenges for higher education in general and Vietnam in particular? What should be done to innovate higher education in the current Industrial Revolution 4.0 in Vietnam? METHODOLOGY The paper uses a combination of research methods, such as historical and logical methods, collation and comparison, analysis and synthesis, inductive and interpretation, statistical methods from reference sources to serves in research and article presentation. Main findings the industrial revolution 4.0 has actively contributed to the cause of educating people, fostering talents, training human resources for socioeconomic development. However, this revolution also brought negative aspects to Vietnamese higher education. Developing higher education in the context of industrial revolution 4, it is required that the Government have appropriate solutions and policies in the coming time. The research findings can be used to provide key planning recommendations for the development of higher education in the context of industrial revolution 4.0. 5 Literature Review Awareness and problemsolving education in the industrial revolution 4.0 is a large topic, attracting the research interest of many scientists and sociopolitical organizations in countries around the world. Research on higher education. Therefore, the application of achievements of industrial revolution 4.0 can open up new opportunities for the socioeconomic development of Vietnam in general, the development of education and training in particular. Higher education in the context of Industrial Revolution 4.0 Industrial revolution 4.0 creates opportunities as well as sets essential requirements to build 4.0 education. education, education becomes an ecosystem where everyone can learn together anytime, anywhere with connected devices. The educational organization becomes an ecosystem that creates creative products of individuals, with knowledge and capacity for innovation and creativity of individuals. Education 4.0 has a great change in training goals and methods, moving from imparting knowledge to the masses to unleashing potential and empowering individuals to create. Teachers will move into a new role as designers, catalysts, mentors, and creators of learning environments. With digitized learning content, learners will have their learning path, can choose content suitable for training goals.
