As for Canada market, because Vietnam has FTA with Canada, the applied tariff for Vietnam when exporting to Canada is 0% While China has no FTA with Canada, the applied tariff for Chinese products is

9.5% Therefore, Vietnam has a tariff advantage compared to China. 

As for South Africa, since Vietnam has no preferential tariff when

exporting to SA, exporters have to implement MFN duties at 20% Whereas the applied tariff for EU is 0% because of having FTA with SA Therefore, Vietnam has a tariff disadvantage in comparison with EU.
