This European Standard specifies the requirements for internal blinds, the levels of performance and, where

applicable, the associated classes

This European Standard is a type C standard as stated in EN ISO 12100

The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this document

When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard

With the aim of clarifying the intentions of the standard and avoiding doubts on reading, the following assumptions were made related to power operated products:

— negotiations occur between the manufacturer and the purchaser concerning particular conditions for use and places for use such as nursery schools or buildings for disabled people which need specific risk

— the risk analysis carried out in this European Standard and the significant hazards listed in Annex B presume a normal use or normally predictable use e.g which excludes deliberate and conscious risks taken by the user (see Interpretative Document “Safety in use” of EU Construction Products Directive)

It applies to internal blinds, whatever their design and the nature of the materials used, as listed below:

— venetian blind: free hanging, guided, non-retractable;

— roller blind: free hanging, side guided, with tensioned fabric;

— vertical blind: free hanging, with top and bottom track, sloping headrail;

— pleated and honeycomb blind: free hanging, guided, laterally moving, tensioned;

Noise aspects are not treated in this standard because this is not considered a safety issue

This standard is not applicable to internal blinds which are manufactured before the date of publication of this standard."

3 Terms and definitions

For the purposes of this European Standard, the terms and definitions given in EN 1070:1998,

EN 12216:2002 and the following apply

3.1

internal blind

blind fitted in front of or on a window or in between !non-sealed" glazings or anywhere within the internal

surface of the building

3.2

intrinsic performance

3.3 specific performance

performance which may be additional and complementary to the intrinsic performances and refers to a specific product

3.4 curtain

part of the product which is set in motion by the operating mechanism and ensures its function

3.5 extension/retraction

movement of the curtain resulting in an increase/decrease in the surface area covered

3.6 opening/closing

terms used to describe the increase in light (opening) or reduction of light (closing) in an extended position for products with slats or louvres which can be tilted or adjusted

3.7 rough operation

sharp action on the operating mechanism or directly on the curtain, resulting in excessive speed at the beginning and a sudden stop at the end

NOTE Rough operation is only possible if the moving part has significant inertia (mass and speed)

3.8 forced operation

excessive force exerted on the operating mechanism or directly on the curtain with the aim of causing movement in spite of resistance to the travel of the curtain

3.9 reversed operation

extension or retraction of the curtain occurring in the opposite direction to that intended without use of abnormal force

3.10 winch handle

operating !system" consisting of a reel rotated by an operating handle which allows accumulation of a cord, cable or chain

3.11 gear with crank handle

operating !system" consisting of a gear attached to an axle, a drive shaft, a universal joint, a rotating rod and a crank handle

3.12 one direction movement of the operating mechanism

operating !system" operated by a single cord, tape, etc., extension/retraction being effected by relying on gravity or the potential energy stored up during retraction/extension (respectively)

3.13 endless movement of the operating mechanism

operating !system" operated by a loop, movement in one direction extends the curtain (or tilts the slats or louvres), and in the reverse retracts the curtain (or tilts the slats or louvres) in the opposite direction

3.14 monocommand

single operating !system" which achieves both opening/closing and extension/retraction

4 Operating effort

4.1 General

4 Operating effort

4.1 General

Does not apply in the case of power operated products

Shall be in accordance with the test methods specified in EN 13527

Gear with crank or winch handle shall have:

— a handle R of length less or equal to 0,20 m (R ≤ 0,20 m);

— a reduction ratio r of the gear less than 1:10 (average or mean reduction ratio when, for the same gear, several reductions exist)

NOTE A reduction ratio of 1:10 means it is necessary to make ten turns of the crank to achieve one rotation of the roller tube or axle

5.2.2 Tape, cord or chain operation

Operating mechanisms shall have minimal dimensions as given in the HPV diagrams (see Figures 1 and 2)

6.1.2 Displacement of the curtain 6.1.2.1 Rough operation

Rough operation is not possible because the conditions of a rough operation are not likely to occur (no excessive speed, no inertia of curtain)

6.1.2.2 Forced operation

Forced operation occurs in the direction of extension or retraction, the curtain being either stopped or blocked

in extended or retracted position, or blocked in an intermediate position

Figure 3 illustrates the six possibilities of forced operations

Reversed operations are only applicable to roller internal blinds or to products using a rolling mechanism for extension or retraction

For these products, operation in situation a1 or b2 illustrated in Figure 3 is a reversed operation when the movement in the opposite direction is possible with an effort less than the limit of the class of operation If the movement is not possible, it is a forced operation

Reversed operation occurs on extension after the curtain is fully extended and on retraction after the curtain is fully retracted

6.1.3 Tilting of the slats/louvres

6.1.2.2 Forced operation

Forced operation occurs in the direction of extension or retraction, the curtain being either stopped or blocked

in extended or retracted position, or blocked in an intermediate position

Reversed operations are only applicable to roller internal blinds or to products using a rolling mechanism for

extension or retraction

For these products, operation in situation a1 or b2 illustrated in Figure 3 is a reversed operation when the

movement in the opposite direction is possible with an effort less than the limit of the class of operation If the

movement is not possible, it is a forced operation

Reversed operation occurs on extension after the curtain is fully extended and on retraction after the curtain is

fully retracted

6.1.3 Tilting of the slats/louvres

6.1.3.1 Rough operation

Rough operation is not possible because the conditions of a rough operation are not likely to occur (no

excessive speed, no inertia of !slats")

On completion of each of the tests, using forced and reversed operations, using the values given in Table 2:

— there shall be no visible defects other than those allowed in Clause 12; and

— for manual operation, the value of operating force shall be maintained within the limit of the initial class (see Table 1)

Certain products are not designed to withstand obstruction of the curtain in the situations b1, c1 or c2 and for automatic spring roller internal blind, in situation a1 illustrated in Figure 3 They will not be subjected to the corresponding tests if the technical instructions have a warning for the user stating the risk of damage when the curtain is obstructed in these situations

The manufacturer shall ensure his installation instructions emphasise that the operating procedures shall be given to the end user

7 Mechanical endurance (repeated operation cycles)

7.1 General

Ability of the internal blind to withstand a number of operating cycles corresponding to a given usage:

— the curtain: one cycle corresponds to a complete operation of curtain extension and retraction including the rest times;

— the slats/louvres: one tilt cycle is defined as a complete movement of the pivoting mechanism, moving the slats or louvres from one extreme position to the other and then back again

installed If the safety device(s) is(are) incompatible with the test equipment used to verify the mechanical endurance, the test may be carried out without such safety device(s) as the mechanical endurance of the safety device(s) is covered by EN 16434."

— The value of operating effort shall be maintained within the limit of the initial class

— Appearance criteria shall be fulfilled: there shall not be visible defects other than those detailed in Clause

12

— Operating mechanisms shall not sustain significant damage

NOTE The capability for use of a gear with crank handle, supplied on the market, intended to be incorporated in an internal blind may be determined according to EN 14203 Using gear with crank handle conforming to EN 14203 may allow internal blind manufacturers to reach a higher endurance class

the rest times;

— the slats/louvres: one tilt cycle is defined as a complete movement of the pivoting mechanism, moving the

slats or louvres from one extreme position to the other and then back again

installed If the safety device(s) is(are) incompatible with the test equipment used to verify the mechanical

endurance, the test may be carried out without such safety device(s) as the mechanical endurance of the

safety device(s) is covered by EN 16434."

— The value of operating effort shall be maintained within the limit of the initial class

— Operating mechanisms shall not sustain significant damage

NOTE The capability for use of a gear with crank handle, supplied on the market, intended to be incorporated in an

internal blind may be determined according to EN 14203 Using gear with crank handle conforming to EN 14203 may

allow internal blind manufacturers to reach a higher endurance class

7.3.3 Power operation

7.3.3.1 Appearance

7.3.3.3 Accuracy of the positions of limit stops

Stopping the movement of the curtain shall not lead to an angular displacement of more than 20°

The displacement of the bottom rail, after applying an overload of 15 % of the curtain weight, shall not exceed

5 mm The measurement shall be taken at an intermediate position, having applied the overload for 12 hours

NOTE A mechanical brake is a brake applied by stored energy (spring force) until released by an external sustained electrical power supply

7.3.3.5 Grease and oil traces

There shall be no visible traces of grease and oil

NOTE The suitability for use of a power operated drive, supplied on the market, intended to be incorporated in an internal blind may be determined according to EN 14202 Using a power operated drive conforming to EN 14202 may allow internal blind manufacturers to reach a higher endurance class

7.4 Classes of endurance

Table 4 gives the number of cycles corresponding to the three endurance classes specified

Electric drives shall conform to EN 60335-1 and EN 60335-2-97

It does not apply to internal blinds intended to be installed only in premises where children are unlikely to have access such as work premises: offices, factories, laboratories, etc In this case, a notice with the following text

“product intended to be installed in premises where children are not likely to have access (offices, factories )” shall accompany the internal blind

For clarification purposes, the term “cord(s)” used in this clause shall mean “cord(s), chain(s), ball-chain(s), tape(s) and similar”

Risk of strangulation to babies and young children arises where internal blinds incorporate accessible cord(s) that can form a hazardous loop or/and present a risk of entanglement Hazardous loops can be formed by the pull cords and/or by the inner cords

Internal blinds presenting no hazardous loops and no hazardous cords are deemed to satisfy the requirements of this clause 8.2

Complete elimination of the risk of strangulation can best be achieved by keeping cord(s) out of the reach of children Where cord(s) is/are required for the operation of the internal blind, the requirements defined in this clause shall be fulfilled

NOTE Motorisation and crank operation may eliminate the risk associated with pull cord(s)

This clause has been established taking into account babies and young children aged from 0 to 42 months:

months are likely to have access to or to be present, such as, for example, homes, hotels, hospitals,

churches, shops, schools, nurseries, and public places in general This clause also applies when the

destination of internal blinds is not defined

It does not apply to internal blinds intended to be installed only in premises where children are unlikely to have

access such as work premises: offices, factories, laboratories, etc In this case, a notice with the following text

“product intended to be installed in premises where children are not likely to have access (offices, factories

)” shall accompany the internal blind

8.2.2 Determination

The determination shall be in accordance with the test methods specified in EN 16433

8.2.3 Performance requirements 8.2.3.1 General

The internal blind shall fulfil the requirements depending on the type of pull and inner cord(s)

In addition, the warning notice as specified in 15.2.2.2 shall be attached to the product in a conspicuous position

Safety systems which are non-integral to internal blinds (e.g fixed tensioning system, accumulation system) shall be delivered attached to the cord(s) for which it is intended and in the position of intended use In addition, the warning defined in 15.2.2.3 shall be conspicuously displayed on the safety system

8.2.3.2 Internal blind with operating loop(s) 8.2.3.2.1 General

The risk of strangulation shall be minimised by eliminating the hazardous loop, either by use of a breakaway system or by use of a fixed tensioning system

8.2.3.2.2 Breakaway system

The internal blind shall fulfil the following requirements:

a) The length of the pull cord(s) shall be limited as follows:

1) If the installation height (H0) is not specified, the length of the pull cord(s) (H2) shall be less than or equal to 2/3 of the height of the curtain (see Figure 5): H2 ≤ 2/3 H

(H1) shall be at least 0,6 m: H1 > 0,6 m

and b) The hazardous loop shall be eliminated when a mass of 6 kg is gradually applied to the pull cord(s) or within 5 s of application

NOTE The load has been defined taking into account the mass of the 5th percentile of 6 months old children according to the standard BS 7231-1:1990

8.2.3.2.3 Fixed tensioning system

The fixed tensioning system consists of (see Figure 5):

— the pull cord(s),

— the control mechanism: the pulley and its housing,

The fixed tensioning system shall prevent the looped pull cord(s) becoming slack This shall be achieved by installing the fixed retaining device at the maximum distance possible from the control mechanism

The internal blind shall fulfil the following requirements:

a) The length of the pull cord(s) shall be limited as follows:

1) If the installation height (H0) is not specified, and

ii) If the height of the blind (H) is greater than 2,5 m, the length of the pull cord(s) (H2) shall be less

(H1) shall be at least 1,5 m (see Figure 6): H1 > 1,5 m

b) The distance between the two strands of the loop shall not be more than 50 mm at the point of exit from the fixed tensioning device

In addition, no part of the fixed tensioning system shall crack or fracture under the application of a load of 60 N

to the pull cord(s) The fixed tensioning system shall continue to function as intended

8.2.3.3 Internal blind with pull cord(s)

This clause has been established on the assumption that the headrail of internal blinds is installed at more than 1,5 m from the floor

The internal blind shall fulfil the following requirements:

a) In the fully extended position, the length of the pull cord(s) shall be limited as follows:

1) If the installation height (H0) is not specified, and

(H1) shall be at least 1,5 m (see Figure 6): H1 > 1,5 m

b) The pull cords shall fulfil the following requirements:

1) In case of two pull cords:

i) Pull cords shall not tangle, or if they tangle, the hazardous loop shall be eliminated under the application of a mass of 6 kg or within 5 s of application; or

ii) Pull cords shall be connected together using a breakaway system The hazardous loop shall then be eliminated under the application of a mass of 6 kg or within 5 s of application

2) In the case of more than two cords, pull cords shall be connected together using a breakaway

within 5 s of application However, in the case of internal blinds with more than four cords and in the absence of a suitable breakaway connector, it is accepted that the cords may be connected to a single pull cord on condition that the connector is positioned at less than 50 mm from the headrail when the internal blind is in the fully extended position

c) Unless, at all positions of the curtain, the length of cord(s) is limited to the values defined in indent 1, an accumulation system shall be supplied so that pull cords can be stored out of the reach of children The accumulation system shall be designed so that:

1) The complete length of pull cord(s) can be accumulated and maintained when the internal blind is in the fully retracted position

2) No more than 100 mm of cord(s) is released after a force of 60 N is applied to any of the cord(s) on either side of the accumulation device, the curtain being in the fully retracted position

8.2.3.4 Internal blinds with accessible inner cords

Inner cords shall be considered accessible if, when using the accessibility probe defined in EN 16433, they can be reached and touched with the interior surface of the hook

If inner cord(s) are accessible:

a) the maximum distance between two consecutive attachment / retention points of inner cords shall be less than or equal to 200 mm;

8.2.4 Requirements relating to safety devices

Safety devices shall fulfil EN 16434

NOTE Examples of safety devices used for protection from strangulation are presented in Annex C."

8.3 Guided power operated internal blinds — Protection from crushing

Crushing hazards shall be eliminated or reduced

The requirement is fulfilled if, at least, one of the following conditions, and where appropriate in accordance with the methods of test specified in EN 12045, is present:

a) the bottom rail moves only by gravity and has a mass of less than 15 kg;

b) the bottom rail , in the fully extended position, is at least 0,40 m from a fixed object;

within 5 s of application However, in the case of internal blinds with more than four cords and in the

absence of a suitable breakaway connector, it is accepted that the cords may be connected to a

single pull cord on condition that the connector is positioned at less than 50 mm from the headrail

when the internal blind is in the fully extended position

c) Unless, at all positions of the curtain, the length of cord(s) is limited to the values defined in indent 1, an

accumulation system shall be supplied so that pull cords can be stored out of the reach of children The

accumulation system shall be designed so that:

1) The complete length of pull cord(s) can be accumulated and maintained when the internal blind is in

the fully retracted position

2) No more than 100 mm of cord(s) is released after a force of 60 N is applied to any of the cord(s) on

either side of the accumulation device, the curtain being in the fully retracted position

8.2.3.4 Internal blinds with accessible inner cords

Inner cords shall be considered accessible if, when using the accessibility probe defined in EN 16433, they

can be reached and touched with the interior surface of the hook

If inner cord(s) are accessible:

a) the maximum distance between two consecutive attachment / retention points of inner cords shall be less

Internal blinds which are not custom made for the intended building opening (“stock blinds”) shall allow

adjustment by the installer or consumer to limit the creation of hazardous loop In this case any safety

device(s) provided shall be installed so that the internal blind is locked in the fully retracted position

Instructions shall be provided so that the user or installer can adjust the position of such safety device(s) and

the internal blind can be fully operable In addition, the warning defined in 15.2.2.3 shall be displayed

conspicuously on the safety device(s)

8.2.4 Requirements relating to safety devices

Safety devices shall fulfil EN 16434

NOTE Examples of safety devices used for protection from strangulation are presented in Annex C."

8.3 Guided power operated internal blinds — Protection from crushing

Crushing hazards shall be eliminated or reduced

The requirement is fulfilled if, at least, one of the following conditions, and where appropriate in accordance

with the methods of test specified in EN 12045, is present:

a) the bottom rail moves only by gravity and has a mass of less than 15 kg;

b) the bottom rail , in the fully extended position, is at least 0,40 m from a fixed object;

d) the internal blind has a hold-to-run control and the switch is incorporated in the product or installed in such a way that it allows the control in the direct view of the bottom rail In that last case, it shall be mentioned in the installation instructions;

e) the internal blind is equipped with a security device which:

— prevents contact in the crushing area (guards); or

— limits the transmitted force (operation force) to a value lower than 150 N and allows removal of the obstacle either by reversing the movement of the bottom rail or by stopping it With the last solution, it shall be possible to lift up the bottom rail with a force less than 25 N

Guards designed to protect from the moving parts shall be fixed in such a way that they can only be dismounted with the use of a tool
