People with disabilities are subjects of special attention of the Party and State, occupying a central position in the national social welfare system Over the years, the state has paid great attention to comprehensive care and support for people with disabilities, from education and health policies to policies on social protection and integration in particular, the Vietnam Law on People with Disabilities was promulgated and implemented into activities to help people with disabilities and has had encouraging results However, assisting people with disabilities is an activity that needs the coordination and efforts of departments, branches, mass organizations, agencies, organizations and the whole society In that context, social work, with its characteristics, has a great role to play in promoting comprehensive coordination in the process of assisting people with disabilities Finding a suitable social work method for people with disabilities will help a lot in supporting activities for people with disabilities in our country
Case Management is a method in social work practice, known in English as Case Management, this method is widely applied in social work around the world to help disadvantaged people, but this is a new problem for Vietnam, both in theory and in practice Theoretically, there have not been many studies in our country on this issue
on a large scale such as theses or projects at ministerial or state level, but only in narrow scope such as Case Management at a center, in practice, the implementation of Case Management has not really taken place in the locality, at any agency in a systematic manner and carries the true nature of Case Management, Case Management for people with disabilities also in the same situation Therefore, clarifying the theoretical issues of Case Management such as purpose, philosophy, process is an urgent requirement of the social work industry On the other hand, practical issues of Case Management such as organizational methods, implementation techniques, the role of social workers in this work when assisting disadvantaged people, especially especially how people with disabilities in Vietnam is a problem that needs to be studied and understood
Within the framework of the Project to develop the social work profession in Vietnam for the period 2010-2020, on January 6, 2015, the Ministry of Labour, Invalids and Social Affairs issued Circular No 01/2015/TT-BLĐTBXH Guidelines

2015 The Circular provides quite specific guidelines on issues related to Case Management for people with disabilities such as definitions, processes, tasks as well
as organization and responsibilities of agencies and services in Case Management for people with disabilities This is a circular of great significance in helping people with disabilities in our country, if done well, on the one hand, it will help people with disabilities receive comprehensive and systematic assistance, get provide the best possible support services; on the other hand, the implementation of this circular will also ensure a unified coordination mechanism between the units responsible for supporting people with disabilities in sectors such as health, education, labor and other institutions in society However, what is the actual implementation of Case Management for people with disabilities in each locality, what are the advantages, difficulties or obstacles, the services, human resources implemented and support how the Case Management for people with disabilities responds also requires an overall assessment to make reasonable adjustments
Da Nang is a leading locality in the country in a number of fields, especially in the fields of society, the issue of social work development and assistance for people with disabilities has also been focused and interested, initially achieved remarkable achievements Since the beginning of 2014, Da Nang city has established a Case Management/supervision network to assist people with disabilities in 56 communes and wards with the participation of nearly 200 officials from 3 branches of Labor - Invalids and Social Affairs, Health, Education and Training Up to now, this system has been put into operation relatively well, case managers have basically performed the main steps of the Case Management process such as comprehensive needs assessment, open Case Management file, develop an individualized support, referral
or connection plan Currently, the whole city has opened records and put into Case Management for more than 1,680 people with disabilities, this is a very positive initial result, helping to improve the quality of service delivery for social groups improve the practice skills of social work of local social workers, and at the same time create a premise for well implementation of subject management according to the Case Management model under the orientation of the Ministry of Labor, War Invalids and Social Affairs in the coming time Therefore, studying the

as the difficulties and limitations in the process implementation process…, how does the services, human resources implement and support the Case Management for people with disabilities work…so as to propose an optimal Case Management for people with disabilities process in the near future in Da Nang and localities throughout the country
Deriving from the above reasons, the title: "The tasks of Case Management for
people with disabilities from the practice of Danang city" will delve into the study
of theoretical issues of Case Management in social work, especially Case Management for people with disabilities, study the actual situation of implementing Case Management tasks for people with disabilities in Da Nang city and experiment with appropriate implementation measures in here as well as a few other places in
2.2 Research task
(1) Studying the theoretical system of Case Management, Case Management for people with disabilities, researching theoretical issues about Case Management tasks and factors affecting Case Management tasks are theoretical basis of the title
(2) The practical study of Case Manager's tasks in Case Management for people with disabilities in Da Nang city includes issues such as learning about the level of Case Management's task performance, techniques for carrying out thereby pointing out limitations in the implementation process and proposing solutions to adjust and change
(3) Research on factors affecting the process of carrying out Case Management tasks for people with disabilities of Case Managers in Da Nang such as knowledge and skills of Case Manager, capacity of service providers

4 Methodology and research method
4.1 Methodology
To solve the problems posed, the thesis will be based on the dialectical scientific research methodology and historical materialism of Marxism-Leninism and Ho Chi Minh's thought and of the Party associated with disability support and Case Management for people with disabilities
4.1.1 Methodology of dialectical materialism
This is the method of considering things and their reflections in thought mainly in their interrelationships, in their chaining, in their movement, in their arising and their death
The title relies on this methodology to serve as a guideline in the research process, that is, the environmental factors surrounding people with disabilities have certain impacts on the Case Management process for people with disabilities, so that the This work is effective, needs to affect and change the factors related to Case Management for people with disabilities
4.1.2 Methodology of historical materialism

The thesis is based on historical materialism to explain the research results as well as the application of supporting methods of Case Management for people with disabilities in social mobilization and development
4.2 Research framework
This study evaluates the actual status of the performance of the task of managing people with disabilities based on the theory of people with disabilities, Case management for people with disabilities, factors such as Case Manager's knowledge, skills, attitudes, policies to assist people with disabilities and Case Manager and how local designer assistance resources and services impact the local Case Management mission for people with disabilities to serve as a basis for developing support measures to improve the effectiveness of Case Management tasks for people with disabilities

Type of questionnaire: Based on the theoretical basis of the title and the purpose and task of researching the title, we build a questionnaire for case managers
to self-assess
The purpose is to assess the current situation of Case Management tasks for people with disabilities of case managers, including 5 groups of tasks: Information gathering, needs assessment, planning, and implementation plans and factors affecting the performance of tasks of Case Management by case managers
Contents of the survey form: the form focuses on exploiting the content of the case manager's performance of Case Management tasks for people with disabilities;
4.3.4 Method of in-depth interview
The purpose of this method is to collect, supplement, test and clarify the information obtained from the field survey Subjects were freely answered based on open-ended, prompting questions During the interview process, the interviewer can ask questions in different formats to check the accuracy of the answers and clarify the unclear information
The interview content was prepared in advance in detail and clearly according
to the issues of interest to the research Then meet each person to interview about the previously prepared content
With case managers, ask them to share the following contents through depth interviews The first is the level of performance of Case Management tasks for people with disabilities, and the second is the causes affecting Case Management tasks for people with disabilities

4.3.5 Group discussion method

Subjects of discussion include case managers and families of people with disabilities The processing results are used in addition to other research results in the investigation
4.3.6 Experimental method
Deriving from the results of practical research on case management methods, the topic conducts an experiment on training measures and case studies to improve the performance of Case Manager's case management tasks on 30 subjects who are Case Managers of Da Nang city
The results obtained from the field survey are processed by the program SPSS version 21.0 in Windows environment The parameters and statistical operations used in this study are descriptive statistical analysis and inferential statistical analysis
4.4 Evaluation criteria and rating scale
4.4.1 Evaluation Criteria
The determination of evaluation criteria is based on instrumental concepts and the content of each task

implementation is not awkward, fast, three is effective: supported by the subject, colleagues, superiors satisfied, good evaluation
The actual performance of Case Management tasks by case managers is assessed through 5 levels, 1 Weakness level; 2 Moderate level; 3 Fair level; 4 Good level;
5 Very good level
The score of the scale to assess the level of performance of Case Management tasks of case managers is calculated as the lowest score = 1, the highest score = 5; The higher the score, the better the case manager's performance in tasks of Case Management
4.4.2 Evaluate the reliability of the scale system
After the data is collected, the results are processed by SPSS program in Window environment, version 22.0 We use a statistical technique that is to analyze

The thesis has presented the actual situation of the implementation of Case Management in Da Nang and the factors affecting this activity and measures to improve the performance of the task It helps Da Nang Department of Labour, Invalids and Social Affairs take new measures to perform better

Studies on Case Management and Case Management for people with disabilities in the world focus on clarifying a number of theoretical issues related to the concept, role, process of Case Management for people with disabilities and some applications in Case Management for people with disabilities such as Case Management practices for specific types of disabilities and practice models in Case Management for people with disabilities These studies have directional value for the implementation of Case Management activities for people with disabilities in Vietnam

Within the scope of this thesis, we use the definition of a person with a disability according to Clause 1, Article 2, Chapter 1, Law on People with Disabilities of Vietnam This is a fairly complete definition, which synthesizes different interpretations of disability and is suitable for Vietnamese conditions and circumstances:
“Person with a disability is a person who has a defect in one or more body parts or a functional decline manifested in the form of a disability that makes working, living and studying difficult” [10, Page 2]
