HEADING1.Reason for writing

1.1 Quality assurance in higher education is an issue of great attraction and concern foreducators today In the context that Vietnam's education system is undergoing manypositive changes, each higher education institution has to build for itself the best methods ofquality assurance in order to affirm its position and brand

1.2 According to the Law on Higher Education 2018, the responsibility of higher educationinstitutions in higher education quality assurance is to build and develop an educationquality assurance system inside the higher education institution in accordance with itsmission and goals objectives and actual conditions of higher education institutions This isthe most important legal basis for organizing and implementing the construction anddevelopment of the internal education quality assurance system of higher educationinstitutions

1.3 Developing an internal quality assurance system is a tool to effectively implement thestrategic goals and quality culture of the training institution, and 100% of the traininginstitutions complete the internal quality assurance system with the objectives and policies.policies, resources, tasks, plans, quality assurance processes and quality assuranceinformation systems are clearly defined in accordance with the mission, objectives andactual conditions of the training institution in each period on the basis of domestic andforeign quality assessment standards

1.4 Internal quality assurance activities have been implemented but have not achieved thedesired results In which, the staff of officers and specialists working in internal qualityassurance work are both insufficient in number and have not been fully trained inprofessional skills (most of them work in the opposite direction of the training sector), notregularly, have no roadmap and no strategy for training, fostering and building a team ofspecialized staff for this work In addition, the methods and methods of organizing andimplementing the internal quality assurance work have not been studied comprehensivelyand fully

1.5 Currently, there have been many research works on quality assurance and educationalquality accreditation in both domestic and foreign countries However, research on themanagement of internal quality assurance activities at the Academy of Public Securityaccording to the AUN - QA approach has not yet been studied by any author

From the above reasons, the author chooses the topic: "Internal quality assurance at thePeople's Security Academy according to the AUN - QA approach" as the topic of thedoctoral thesis

2 Aim of the study

On the basis of research on the theoretical basis of internal quality assurance at highereducation institutions (in the following contents: training activities, scientific research

activities and community service activities); analyzing and evaluating the current situation

of internal quality assurance at the People's Security Academy according to the AUN - QAapproach, the thesis proposes the internal quality assurance measure at the People's SecurityAcademy according to the AUN - QA approach to improve quality in the context of changenew education today

3 Research object–Research subject

3.1 Research object: Training activities; scientific research; serve the university communityaccording to the AUN-QA approach

3.2 Research object: Quality assurance inside training activities; scientific research;community service of ANND Academy according to the AUN - QA approach

4 Research hypothesis

Currently, the People's Security Academy has organized the implementation of internalquality assurance according to AUN-QA, however, the achieved results and effectivenesshave not been as expected One of the main reasons is that the application to the Vietnamesecontext, especially with the National Security Academy, is still limited If researching andproposing internal quality assurance solutions to ensure the urgency, feasibility andsuitability of the Academy according to AUN - QA, it will contribute to improving thequality of education and training activities; scientific research and effective service to thePeople's Police force

6.2 Scope of survey area and subjects: 52 managers; 92 lecturers, 61 police officers of unitsand localities use training products of the Academy and 286 students and alumni of ANNDAcademy

7 Methodology and research method

7.1 Research approach

The author uses a combination of the management function approach, the quality assuranceapproach according to the AUN-QA approach; systems approach - structure; approach toorganizational theory; practical approach; target and outcome-based approach; developmentapproach

7.2 Specific research methods

7.2.1 Group of theoretical research methods: analysis, synthesis, comparison,generalization, systematization of scientific documents and research works to build thetheoretical basis of the thesis

7.2.2 Group of practical research methods: collecting, analyzing and evaluating practicalinformation about the internal quality assurance system and implementation measures at theAcademy of Public Security according to the AUN - QA approach

7.2.3 Data processing method: using SPSS software to process survey results, analyzeresearch results of the topic

8 Defense argument

8.1 Managing quality assurance activities inside higher education institutions includes 4basic contents, which are: Planning for quality assurance inside; Organize internal qualityassurance; Directing internal quality assurance; Check and evaluate internal qualityassurance

8.2 Quality assurance within higher education institutions according to the AUN - QAapproach is an inevitable trend to affirm the prestige and position of higher educationinstitutions in terms of quality of training, scientific research and community service in theprocess integration and innovation of higher education

8.3 Internal quality assurance contributes to maintaining and improving quality in highereducation institutions

8.4 If proposed and organized to implement measures to manage the internal qualityassurance activities at the People's Security Academy according to the AUN - QA approach,

it will contribute to maximizing the effectiveness of quality assurance activities

9 New contribution of the topic

9.1 The thesis systematizes and builds a theoretical basis for internal quality assurance andmanagement of quality assurance activities inside higher education institutions inassociation with the requirements of improving comprehensive education quality in thecontext of higher education innovation and is approved by the Ministry of Education andTraining based on AUN - QA standards set

9.2 Research, analyze and evaluate the current status of the internal quality assurancesystem at the Academy of Public Security according to the AUN - QA approach, detect thelimitations and point out the problems that need to be solved about the quality assurancework at the Academy next near AUN - QA;

9.3 Proposing quality assurance measures inside the Academy of Public Security

9.4 The research results of the topic can be used as a reference for the management staff ofhigher education institutions across the country in the direction of building and operating theinternal quality assurance system according to the AUN - QA approach

10 Structure of the thesis

In addition to the introduction, conclusion and recommendations, the list of references,appendices, and the thesis is structured into 3 chapters:

CHAPTER 1 OVERVIEW AND THEORETICAL FOUNDATION OF QUALITY ASSURANCE

IN THE A UNIVERSITY EDUCATION INSTITUTE OF AUN-QA APPROACH 1.1 Research overview of the problem

1.1.1 Research on quality assurance and internal quality assurance in higher education institutions

1.1.2 Research on quality assurance and quality assurance inside higher education institutions according to the AUN-QA

1.1.3 General assessment and problems to be solved

Through an overview study of issues related to quality management activities; Qualityassurance inside the higher education institution, it can be seen that the studies havebasically gone into the study of all aspects of the operation and are particularly interested inthe aspect of educational management, the management of higher education institutions.The studies have clarified the theoretical basis as well as there have been many surveys andassessments of the current situation of quality management for higher education institutions

in many different aspects, levels and contents in many higher education institutions Theseworks have confirmed the important position and role of quality management or qualityassurance activities for the development of higher education institutions; summarize andanalyze the characteristics and basic requirements of AUN - QA standards for qualityassurance activities in higher education institutions

However, through an overview of related research studies, it is shown that quality assuranceinside higher education institutions, especially the internal quality assurance systemaccording to the AUN approach, is a relatively new issue in our country That problem ismore specific in the higher education institutions of the armed forces) Currently, there arevery few research works on quality management or quality assurance inside highereducation institutions according to the AUN - QA approach in a complete, scientific andsystematic manner In which, there are a number of studies that mention quality assuranceinside the higher education institution, but as a content of a small aspect of certain researchtasks in each topic

Up to this point, to the author's knowledge, there have not been any works that indicate thespecific content and requirements in quality assurance activities inside the higher educationinstitutions of the People's Public Security campus as well as at the People's Public SecurityAcademy according to the regulations approach AUN-QA; at the same time have notassessed the situation and pointed out the causes of that situation In particular, there havebeen no works that have identified and proposed specific directions, measures andrequirements that are feasible and suitable for higher education institutions in the region tocontribute to improving the quality of education for students Current university education

institution These are the problems posed for the thesis that need to continue to be solved,continue to study the problems on both theoretical and practical aspects in internal qualityassurance at the People's Security Academy.

1.2 Theoretical basis for quality assurance inside higher education institutions according to the AUN – QA

1.2.1 Quality

Quality is the sum total of values that create products in accordance with the goals

1.2.2 Quality of education

The educational quality of educational institutions is the sum total of the values of the

elements of the educational process and the character education process in order to meet the goals.

1.2.3 Internal quality of higher education institution

The internal quality of higher education institutions is the sum total of the values achieved

by the training process, expressed in the level of asymmetry of the goals, training requirements, usage requirements and operational efficiency Practical actions of learners upon graduation to become high-quality human resources in the fields of meeting social needs.

1.2.4 Quality assurance of higher education

Quality assurance is the implementation and maintenance of the quality of processes, procedures and activities in the university as a means of maintaining quality, not yet showing improvement and improvement activities.

1.3 Quality assurance and internal quality assurance according to the AUN-QA

1.3.1 The concept of internal quality assurance according to the AUN-QA

Internal quality assurance according to the AUN-QA approach includes all activities related

to the evaluation and improvement of the value of one (or more) standards (defined andissued by AUN) during the process performs and is the higher education institution'sassurance that the product or service it provides, meets the quality standards accepted byAUN; towards the synthesis of values gained from the process of training, scientificresearch and service to the community; This is reflected in the level of proximity to thegoals, training requirements, usage requirements and practical performance of learners upongraduation to become high-quality human resources in industries that meet social needs

1.3.2 Structure of internal quality assurance according to the AUN-QA approach

(1) Common elements (strategy, policy, process);

(2) The monitoring system includes: (i) Supervision of student assessment; (ii) Monitorstudent progress; (iii) Monitoring graduation/dropout rates; (iv) Monitor organized feedbackfrom the labor market and alumni; (v) Monitor the number of faculty publications and thenumber of sponsored scientific works;

(3) Evaluation/appraisal tools are policy mechanisms to periodically appraise or evaluatecore activities of the educational institution: (i) Training activities (organization andmanagement of training, qualifications) .); (ii) Research activities; (iii) Communityservices (if any);

(4) Maintaining the mechanism of quality assurance for lecturers;

(5) Publicly, accurately and up-to-date information about schools, educational programs anddegrees awarded;

(6) Periodically carry out quality assurance activities (schools, educational programs);

(7) The beneficiaries participate in the development of standards and evaluation criteria;(8) Standards and criteria are publicly announced and used stably;

(9) There is a process for evaluating auditors to avoid conflicts of interest;

(10) Assessment activities include: School self-assessment, external assessment by a group

of experts and on-site surveys agreed upon by both parties; publish external assessmentreports including decisions and recommendations of competent authorities; have a follow-

up process to assess the extent to which the school is implementing recommendations; have

a mechanism for receiving and handling complaints and denunciations

Chapter 2 INTERNAL QUALITY ASSURANCE STATUS

AT PEOPLE'S SECURITY ACADEMY ACCESSORY AUN-QA

2.1 Overview of the People's Security Academy and the internal quality assurance system of the People's Security Academy

2.1.1 Overview of the People's Security Academy

The thesis selected ANND Academy as the survey area.

2.1.2 Internal Quality Assurance System at People's Security Academy

The Academy's Board of Directors promulgates strategies, development orientations,policies and objectives for quality assurance; approve plans and programs, allocateresources, direct and organize the implementation of plans and programs in order to achievethe set goals

Department of Examinations and Training Quality Assurance: consult with the Academy'sBoard of Directors to develop mechanisms, policies, plans, programs, resources, testing andassessment tools, etc., to operate the system Quality assurance and implementation ofquality assurance policies, programs, and work plans throughout the Academy At the sametime, monitor, supervise, urge and support units in the Academy to implement programs andplans approved by the Academy's Board of Directors; guide and coordinate with faculties,departments and centers to self-assess the quality according to the educational qualityassurance standards of the Ministry of Education and Training and the Ministry of PublicSecurity; organize the implementation to overcome the limitations, improve the quality ofmanagement and service With this task, the Department of Examination and TrainingQuality Assurance is the permanent unit responsible for the quality assurance work at theAcademy level

The units under the Academy have a quality assurance department that is responsible forhelping the Head of the unit to implement the unit's quality assurance activities Inparticular, the key task of the quality assurance department of the teaching units is to self-assess the program level according to the AUN - QA standards set, implement post-accreditation remedial activities and coordinate with the Testing and Assurance Department.ensure the quality of training to perform other jobs according to regulations on qualityassurance activities The teaching units are responsible for the quality assurance work at theprogram level The Quality Assurance Department of the departments and centers isresponsible for coordinating with the Department of Testing and Quality Assurance intraining to implement self-assessment and educational facilities; develop tools and conductstakeholder surveys on service and management quality; implement improvement plans toimprove management and service quality

2.2 Organize a situation survey

2.2.1 Survey purpose

Conduct research, survey and collect necessary information to have a basis for assessing thesituation of internal quality assurance at the Academy of Public Security to find outlimitations and shortcomings as a basis and basis for practice Propose a system ofappropriate, necessary and feasible management measures to improve the quality assurancequality within the Academy At the same time, the thesis conducts a survey to assess thelevel of criteria before and after the experimental impact in order to test 01 proposedmeasure

2.3 Quality status of internal quality assurance activities at the People's Security Academy according to the AUN-QA approach

2.3.1 The perception of the importance of internal quality assurance at the People's Security Academy according to the AUN-QA

In general, it can be seen that the surveyed subjects have a full, positive and correctawareness of the importance and role of quality improvement activities according to theAUN - QA approach for development and integration of the Academy today This will be afavorable condition for the Academy in organizing and implementing effective qualityassurance activities.

2.3.2 Current status of training quality assurance at the People's Security Academy according to the AUN-QA approach

The assessment of the status of quality assurance training at the Academy of Public Securityaccording to the AUN-QA approach is carried out on 10 criteria The results of analysis ofmean scores and standard deviations confirm: For all 4 groups of subjects, there are 10/10criteria (accounting for 100%) assessed by the surveyors as being at a good level, with theaverage score from 3.37 to 3.88 and the standard deviation meets the requirements of dataanalysis; from which further quantitative analysis can be carried out Comparing between 10different criteria, The author found that there is not a big difference (the mean scores are allgood, the highest fluctuation is 0.47, the standard deviation is satisfactory) Comparing the 4survey groups, the author found that there was no big difference (the mean scores were allgood, the highest fluctuation was 0.47, the standard deviations were all satisfactory)

2.3.3 The current status of the quality of scientific research at the People's Security Academy according to the AUN -QA

Scientific research results of the Academy are applied to the work of the Public Securitybranch, helping to improve the working efficiency of the People's Police force Therebycontributing to ensuring security and order, creating a stable social environment for socio-economic development in each locality, region and the whole country

2.3.4 Current status of quality of community service/People's Public Security force at People's Security Academy according to AUN -QA

The assessment of the status of quality assurance of community service activities at theAcademy of Public Security according to the AUN-QA approach is carried out on 7 criteria.The results of analysis of mean scores and standard deviations confirm: For all 4 groups ofsubjects, there are 10/10 criteria (accounting for 100%) assessed by the surveyors as being

at a good level, with the average score from 3.41 to 3.99 and the standard deviation meetsthe requirements of data analysis; from which further quantitative analysis can be carriedout Comparing between 7 different criteria, the author found that there is no too bigdifference (mean scores are all good, highest fluctuation is 0.39, standard deviation issatisfactory) Comparing between the 4 survey groups, the author found that there was nobig difference (the mean scores were all good, the highest fluctuation was only 0.42, thestandard deviations were all satisfactory)

The Academy also faces many difficulties in terms of funding to organize communityservice activities and contribute to society Funding for community service activities is

mainly from socialization sources from officials, lecturers, employees, students of theAcademy and calling for funding.

2.4 Situation of internal quality assurance at the People's Security Academy according

to the AUN -QA approach

2.4.1 The perception of the importance of internal quality assurance at the People's Security Academy according to the AUN-QA approach

All survey respondents who participated in the collection of opinions highly appreciated theimportance and affirmed the necessary significance of internal quality assurance activitiesaccording to the AUN-QA standards set, with the average score of the assessment pricesfrom 4.51 to 5.5) In order to improve the quality of internal quality assurance activities atthe Academy of Public Security according to the AUN-QA approach, it is required that theAcademy constantly organize and propagate in order to raise awareness for managers,lecturers and students about quality quality education and training, consciously striving forthe mission of the Academy and the goal of improving the quality of education and training,the internal quality assurance work of the Academy and always attaching that common goal

to the activities of the government
