1 Project Scope
This Proposed project will detail the collaborative effort between Off Grid Technology Inc (OGT) and Regenedyne (MagLev) for consideration by City of Evanston, to develop multiple wind power plants off shore within the network of Great lakes in Lake Michigan off shore of the state of Illinois the United States of America The company (VAWT OFF SHORE JV) will supply innovative state-of-the-art electricity produced from twenty (20) Giant MagRay10 Mw turbines in the State of Illinois seven miles off shore from Evanston, Illinois in Lake Michigan within the continental United States of America, with North & South America as primary clients
MagLev Wind Turbine Technologies (MWTT) advanced design of the giant wind turbine concept of kinetic magnetic levitation systems embodies wind energy acceleration components to provide a higher output of wind into kinetic wind generation for the production of electricity through innovative engineering concepts The giant turbine systems have the capability to reduce existing wind farms scale of size for large land acquisition by up to 90% making it the most cost effective energy plant in the
Trang 8The systems will provide electricity at a rate lower than coal and nuclear and present wind technology in the ball park of 1 cent per kilowatt over the course of 100 years making it the most cost effective energy production system currently available
on earth We believe this technology has the capacity to completely displace current technology in use for wind farm
development both in power output and system stability
This system will create up to 200 Mega Watts of power using 20 turbines in class 4 & 5 wind environments defining a new paradigm shift for wind energy technology
The Regenedyne turbine energy strategy is to provide our customers with the most affordable, long term manageable costs for electricity in the world, from an environmentally sound standpoint Fully realizing each currently proposed area’s potential could make the JV of MWTT & OGT off/on shore wind farm developments the biggest vertical axis wind turbine renewable energy supplier in the region and perhaps the world
The Regenedyne (VAWT) concept can make America the leader in the Wind Energy business reducing the impact of European and Chinese companies entering our market Our company's research of best available data indicates that many potential sites within our country have the potential to produce up to 10 mega watts of electricity from each twin turbine power plant based upon elevated off shore platform sites in Lake Michigan off the shores of the city of Evanston Illinois
Off shore wind farms array usually require thousands of acres of area per turbine The maximum power output from a small site of 796 acres of space for a conventional 3.0 Mw turbine will require a minimum of 12.4 acres of space per turbine, providing a maximum of about 64 turbines within the 796 acres This produces only a maximum of 192 Mw of power from horizontal turbines Regenedyne turbines at this site can produce up to1Gw of power from only 100 turbines from our preliminary data

Trang 9Magnetic levitation is an extremely efficient system for wind energy Here’s how it works: the vertically oriented blades of the wind turbine are suspended in the air above the base of the machine, replacing the need for ball bearings The turbine uses
“full-permanent” magnets, not electromagnets — therefore, it does not require electricity to run
The full-permanent magnet system employs neodymium (”rare earth”) magnets and there is no energy loss through friction This also helps reduce maintenance costs and increases the lifespan of the generator

Turbine Rotor System design
Maglev wind turbines have several advantages over conventional wind turbines For instance, they’re able to use winds with starting speeds as low as 1.5 meters per second (m/s) Also, they could operate in winds exceeding 40 m/s currently; the largest conventional wind turbines in the world produce only a maximum of five megawatts of power However, one large maglev wind turbine could generate one gigawatt of clean power, enough to supply energy to 750,000 homes It would also increase generation capacity by 20% over conventional wind turbines at the same wind speed and decrease operational costs by 50% Lastly, the MagLev turbine’s efficient design has a lifespan of 500 years, far exceeding the 20-25 years of conventional wind turbine designs To view the turbine design visit (http://www.maglevwind.com) Video presentation can be found (http://www.youtube.com/watch?v=xWKNMt9rsIA&feature=player_embedded)
The Regenedyne Vertical Axis Wind Turbine (VAWT) is revolutionary in design and is far superior to the conventional systems of today The Regenedyne Vertical Axis Wind Turbine (VAWT) can be manufactured at a fraction of the cost of the conventional turbines and should produce more power per turbine than the current ratings on similar conventional turbines This is due to the inefficient conversion of wind speed power and the friction present in a conventional turbine as well as the existence of a braking system present in the conventional turbine which does not exist in a Regenedyne turbine
Trang 10The second benefit of Regenedyne wind turbines is reduced land usage A field of 500 windmills requires 32,000 acres A 1GW Regenedyne wind turbine requires 100 acres decreasing land lease costs and negative environmental impact
The maintenance cost of 500 conventional wind turbines over 20 years is tremendous For newer machines annual maintenance is estimated at 1.5 - 2% of original cost The annual operation and maintenance of 500 two megawatt commercial wind turbines, using current industry standards is between $26 and $35 million Over 20 years (which is the life expectancy of a current commercial wind turbine) that comes to $525 million in maintenance costs alone That is $25 million more than we estimate the cost of a new One Gigawatt Maglev Wind Turbine will be This brings the creation and
maintenance of a like sized wind farm cost to $1.025 Billion versus the Regenedyne cost of $800 Million The reason the operation and maintenance of the Regenedyne wind turbines is so low is the frictionless power and the lack of wear on the materials as a result of there being no friction
Trang 11Regenedyne turbines are self sufficient and grid ready, and the excess energy will be sold back to the municipalities in which they operate Regenedyne turbines are the future of the wind farm development industry
2 Business Structure
Phase One:
The development of a 796 acre off shore site to provide 200 Mega watts of electricity from a vertical wind farm powered by twenty magnetically levitated 10 Mega Watt Vertical Axis Wind Turbines (VAWT) The project site’s 796 acre area can accommodate a total of up to (100) 10 Mw wind turbines See Appendix for additional proposed wind classification 4 to 5 project sites Phase one will begin with an off shore site feasibility study of the proposed site to provide the best wind condition information & geographic aspect analysis to achieve optimal performance Proposed project site will utilize a specialized met tower equipped wind resource assessment buoy containing wind anemometers and a weather data
assessment system because environmental & climate conditions varies due to high seas and icing considerations for turbine placement Additionally, on shore transmission lines must be analyzed for Kv carrying capacity data and receiver sub-station for power line load capacity, Interconnection Agreements obtained and considered, Sub-station controls & operating facility, maintaining data, permitting, Army Corp of engineer topography analysis of underwater surface condition, operational risk analysis, soil analysis for areas affected, safety analysis, geological study, all environmental studies including but not limited
to; Environmental Impact Study, Migration pattern of Bird, Fish, Insect and other wild life, and requisite engineering system
design will be completed to evaluate the potential to deliver power to the market

4 Power Purchase Agreement (PPA)
It will be the desire of VAWT Off-Shore JV to maintain all or a portion of the power from the proposed project output for sale Ideally, the power output will be negotiated and sold to a regional utility power company Basic terms of an agreement will be for a period of 20 years at a price of 18-24 cents per kilowatt hour (kWh) The pricing may remain flat, fixed or may escalate
or deescalate over the life of the agreement Production and Availability Guarantees will be put in place to insure proper
operation and maintenance, safe reliable operating conditions in accordance with prudent operating practices There will also
be plans for inspection records available for the buyer Curtailment provisions will be implemented due to an occasional
necessity to curtail the production of wind energy The request to curtail might come from the Purchaser, Transmission
owner, or Transmission Authority for various reasons Therefore, curtailment calculations will be negotiated depending on the
reason and origin of the curtailment The PPA will require that we, the seller maintain, at our expense, specific insurance
policies In some cases, there will be an option to list the purchaser as an additional insured under the policy Policies
typically required include: commercial general liability insurance; worker’s compensation insurance for seller’s employees;
automobile liability insurance; builder’s risk insurance; all-risk property insurance; and business interruption and extra
Trang 16The PPA will include detailed sections related to “events of default.” Events of default are situations where the action or inaction of one of the party significantly jeopardizes the overall project Many events of default are “curable,” which means there is an opportunity to resolve the issue However, when one party is responsible for an “event of default,” the other party
is typically entitled to damages if the default cannot be cured Events of default that may be considered “incurable” include: liquidation or dissolution of either party; assignment of assets; voluntary bankruptcy; selling energy committed to the
purchaser to a third party; fraud; waste; tampering with the purchaser’s facilities; misrepresentation; and misconduct In the event that one of these situations occurs, the other party is usually entitled to specific damages under the agreement The PPA may also list specific events of default that are considered curable and provide a time period in which the defaulting party must cure
Examples of curable defaults include failure to: meet construction milestones; maintain security funds; maintain agreements required to deliver energy to the purchaser; comply with mortgage lien requirements; provide energy for sixty consecutive or ninety non-consecutive days in any 365 day period; or meet peak production requirements Other curable defaults include: involuntary bankruptcy; abandonment of the facility, making false representations or warranties, or failure to comply with any other material obligation under the agreement which would have a material impact on the other party
5 Operations and Performance
Revolutionary Vertical Axis Magnetic levitation Wind Turbine highly efficiency system is made from a concrete polybasic material patented formula which can last for hundreds of years Regenedyne MagRay10.0 Mw turbine provides more power per unit then conventional horizontal rotor turbines made from metal without rusting in a water environment over the long term Our design for an off shore tower mono pole system is the same concrete polybasic material system of 40 to 80 meter design for natural reef environment for wild life with up to a 7 acre footprint
The MagRay 10.0 turbine has adopted over twenty years of technological progress from conventional wind turbines and is designed to operate in the manner of one of the most efficient power plants in the world Moreover, wind power generation is increasingly competitive with conventional fossil fuel sources and already today is on a better than par basis with new coal or gas fired power stations Our wind farm delivery system places factory production near the actual project sites allowing for just-in-time production & delivery, as well as the cost efficiency of having the manufacturer as the developer
Current data for return on investment from wind class calculations based upon wind zone 4-5 demonstrates extremely favorable performance The turbine needs to be placed at least 20 to 60 meters above lake or sea level to provide optimal performance at lake level Slow speed wind condition data for our turbine indicates the base of turbine needs to be placed at least 80 feet high to provide the best wind for the 200 Megawatt wind farm that can be produced from only 20 turbines Our own sea platform technology design is the only type structure that may be able to hold the small foot print of less than 8 acres with artificial reef built to create an underwater wild life around the underwater base of the system The total ground area provided of 796 square acres is adequate for a total power production of minimally 200 Megawatts respecting the spatial considerations of City of Evanston and State of Illinois Geo thermal heating interior system at the base of each 10 mega watt Regenedyne MagRay system will be designed for winter time conditions to keep icing off platform and ice around the base water line in the dead of winter and storm conditions System will be developed with appropriate maintenance, remote communications, and monitoring to ensure optimal efficiency

6 Timeline
Manufacturing plant can be located in south Chicago area along the lake front and can produce up to four 10.0 MagRay turbines per month once full production is attained with a ramp up period of 12 months or less Current development estimates for completion of the facility is 36 months after the initial feasibility study is completed
B) Technical and Infrastructure Considerations
1 Interconnection
(VAWT OFF SHORE JV) will collaborate with Local and National utilities, Transmission providers, Cities, States, and The United States Government, to determine optimal interconnection design of the first of its kind scalable technology wind power plant system This system will create up to 200 Mega Watts of power using 20 turbines in class 4 & 5 wind environments defining a new paradigm shift for wind energy technology The Interconnection Customer agrees to construct its facilities or systems in accordance with applicable specifications that meet or exceed those provided by the National Electrical Safety Code, the American National Standards Institute, IEEE, Underwriter's Laboratory, and Operating Requirements in effect at the time of construction and other applicable national and state codes and standards The Interconnection Customer agrees
to design, install, maintain, and operate its Small Generating Facility so as to reasonably minimize the likelihood of a
disturbance adversely affecting or impairing the system or equipment of off shore project
2 Technology Availability and Limitations
OGT and MWTT plans to build a new facility in the Chicagoland area to gear up for the Great lakes off shore development,
as well as other parties such as developers, who will wish to purchase our 10.0 MagRay turbine OGT & MWTT Joint Venture will practice supply side manufacturing in the central area for staging of wind turbine onshore & off shore projects Situating a turbine production plant near a shipping facility eliminates limitations moving giant turbine parts overland to sites with large populations
