30 Declarations of Members' Interests (AI 2)
There were no declarations of pecuniary interest However, Councillor Young wished to record that he is a governor of College Park Infant School, his sister works for Portsmouth College and his brother-in-law is employed at Milton Cross Secondary School
Councillor Wood wished to record that his son-in-law works for the Harbour School, his daughter works for Motiv8, his daughter-in-law works for the High School and he is a local authority governor for Charter Academy and Ark Dickens Primary Academy
31 School Admissions Arrangements 2016/17 Consultation (AI 3)
(TAKE IN REPORT) Sue Barratt, Admissions Officer presented the report and summarised the proposed changes to the admission policies Public consultation on the policies will take place between December and 1 March 2015 She referred to section 4 of the report and advised that the governing body of St Jude's Primary School had met on 3 December 2014 and had agreed not to make any changes to the order of their oversubscription criteria Therefore this would not be part of the admissions consultation for 2016/17
In response to a question about academies, officers advised that they set their own oversubscription criteria and the LA had made academy sponsors aware
of their draft policies
RESOLVED: That the Cabinet member approve the following:
Appendix 1a and 1b - Co-ordinated Scheme for the Primary and
Secondary Transfer groups 2016/17
Appendix 2 - Secondary community schools admissions policy
Appendix 3 - Infant community schools admissions policy
Appendix 4 - Junior community school admissions policy
Appendix 5 - Primary community and voluntary schools admission
policy
Trang 232 Commissioning of Services to meet the needs of Young People who are Not in Education Employment or Training (NEET) or at risk of becoming NEET (AI 4)
(TAKE IN REPORT) Mike Stoneman, Strategic Commissioning Manager presented the report In response to questions from members Mr Stoneman and Mr Webb clarified the following points:
The two recommendations were unrelated projects operating on different timescales
The £80,000 is a one off cost that would be made in this financial year as part
of our local contribution to the YEF On Track programme (subject to the bid being successful) The £12,500 - £25,000 contribution would be part of a salary cost of the Youth NEET Prevention Worker(s) that would extend to the next financial year
If the youth engagement fund bid was unsuccessful the Council would not make any contribution and would need to look at other targeted support
services
The outcome of the bid would be known by early January 2015
With regard to the Youth NEET Prevention Worker, Havant College would advise next week whether they wish to contribute to this There was an
expectation that the colleges and secondary schools would fund the worker(s) for future years
RESOLVED: that the commissioning of the two initiatives as set out in sections 4 and 5 of the report be agreed and specifically that:
A local contribution of £80,000 as part of Portsmouth City
Council's contribution to the £5.3m programme and a total
investment of £900,000 in the Portsmouth scheme that will deliver
285 starts pre-6 and 105 starts post-16 in Portsmouth over a three year period from 1 April 2015 to 31 March 2018 is agreed This will
be subject to the success of the bid
A contribution of between £12,500 and £25,000 to fund a one year pilot scheme and the employment of one or two Youth NEET
Prevention Officers (initial one year contract) is agreed This will
be subject to an agreement by the FE colleges to part fund the pilot
