A RESOLUTION BY THE MAYOR AND COLINCIL OF THE CITY OF DUBLIN TO CHANGE THE NAME OF WABASH STREET, WHICH RUNS FROM HUDSON STREET TO RIVERVIEW PARK DzuVE, TO THE NAME OF "CHARLES W MANNING, SR WAY"; TO SET AN EFFECTIVE DATE; AND FOR OTHER LAWFUL PURPOSES
WHEREAS: The Mayor and Council are vested with the right to manage and otherwise control
the public streets within the corporate limits of the City of Dublin, Georgia pursuant
to O.C.G.A 532-4-90 et seq.; and WHEREAS: Mr Charles W Manning Sr., was born on April 11,7922, to the late George and
Marie Vinson Manning of Hartsville, South Carolina;
WHEREAS: Mr Manning received his education through the Hartsville School System He
graduated from the landmark school, Butler High School, where he would one day return and teach
WHEREAS After graduating from high school, Mr Manning attended South Carolina State
University where he received a B.A in Psychology, and later attended New York University to obtained a Master's in Education;
WHEREAS: Mr Manning served the community in many capacities, he took a leave from
college to serve in World War II.
WHEREAS: Mr Manning devoted his life to education, impacting the lives of African American
students in the Dublin Community He was the second and last Principal of the Historic Oconee High School serving from 1959 - 7970, navigating the school through the challenging times of segregation and ultimately the community through the tumultuous times of integration;
WHEREAS: After integration took place, Mr Manning became the principal of Central
Elementary School, where he continued to be a role model for men and women of all races, but especially those in the African American community;
WHEREAS Mr Manning remained a guiding force at Central Elementary School, until his
retirement from Education, after retirement he started a career in the justice system where he served as a Magistrate Court Judge from 1981-2010;
WHEREAS: Mr Manning was involved in many community organizattons, where he paved the
way for many African Americans in Dublin by breaking the color barrier in many organizations;
WHEREAS Mr Manning served on the Board of Dublin Parks and Recreation, Oconee High
School National Alumni Association, Inc., Black History Festival Committee, Dublin St Patrick's Committee, the board at Riverview Park Golf Course, State of
Georgia's Barber Board, and Heart of Georgia Community Action Council
WHEREAS: Mr Manning was a founding member of Washington Street Presbyterian Church, as
well as the Pi Eta Lambda Chapter of the Alpha Phi Alpha Fratemity, Inc, and a
lifetime member of Alpha Phi Alpha
WHEREAS: Mr Manning was a community icon, but his greatest accomplishments were his role
as husband and father He was united in Holy Matrimony to Gloria Thomas, July 5,
1960, to this union were 3 children, Athena, Charles, and Marisa;

Trang 2WHEREAS Mr Manning was one of only two Principals at Oconee High School and Wabash
Street was a main thoroughfare to the school and was the canvass that displayed the fabulous floats and the outstanding Trojan Marching Bands in the Annual
Homecoming Parades, it is our desire to rename Wabash Street to Charles W Manning, Sr Way
WHEREAS: The Mayor and Council hnd it appropriate to honor and commemorate the life of
Mr Manning; and
WHEREAS: The Mayor and Council desire to re-name Wabash Street which runs from Hudson
Street to Riverview Park Drive, to the name of Charles W Manning, Sr Way
THEREFORE, NOW BE IT RESOLVED that Wabash Street as it currently exists from Hudson Street to Riverview Park Drive is hereafter named "Charles W Manning, Sr Way"
BE IT FURTHER RESOLVED that this Resolution shall have immediate effect upon its adoption
RESOLVED by the Mayor and Council of the City of Dublin this 1"t day of July, 2021by a vote of( ) FOR and ( ) AGAINST.
