OVERVIEW

The Education Foundation of Baltimore County Public

Schools, Inc., was organized on October 26, 1992, as

the Baltimore County Public Schools Education

Foundation, Inc., under Section 501 (c) (3), to attract

and direct public financial contributions to programs

and activities of the school system in support of quality

education for all children

MISSION STATEMENT

To provide and facilitate community and corporate

funding to support the Superintendent’s vision for

BCPS that aligns with the goal of developing lifelong

learners through literacy

VISION

All BCPS students will have the resources supported

by quality instruction and the opportunity to further

education to enable them to graduate globally

competitive All Baltimore County Public School

educators will receive the opportunity to acquire

financial support for programs that fall within the

priorities of the district

GOALS

Provide support toward the Superintendent’s district

wide initiatives which include emphasizing literacy

across subject areas to prepare students for college and

careers, and providing a positive culture in every

school

Provide scholarship opportunities to BCPS students to

attend post-secondary education and obtain the

knowledge and skills needed to be globally

competitive

Provide schools and BCPS Offices the opportunity to

apply for school-based/office-based grants that address

one of the 21st Century themes:

 Arts & Culture

Our core values express our beliefs that:

 BCPS aspires to be a world-class school district

 The Foundation is a strategic partner and valued member of Team BCPS

 Equitable access to a world-class curriculum and resources are a right for all students in BCPS

 A strong collaborative relationship between the District and community partners is essential to the continued success of BCPS

STATEMENT OF PURPOSE

In order to provide the highest quality education in the

21st Century, the Foundation solicits, manages, and

distributes supplemental funds to ensure that BCPS

graduates globally competitive students Funding is

supplemental and does not replace or alter the use of

tax-based revenue Donations are received from

individuals, corporations, and other Foundations to

fund educational programs and projects that are aligned

to the District’s curriculum and strategic plan,

Blueprint 2.0: Our Way Forward, to fund

school-based/office-based initiatives and scholarships, and to

create an Endowment Fund Programs will be funded

from donations as well as from a percent of the

Endowment Fund

The Foundation provides, under federal and state laws,

an appropriate method to solicit charitable

contributions

ORGANIZATIONAL STRUCTURE

EDUCATION FOUNDATION STAFF

With the support of the superintendent and the board of

directors, the Foundation headquarters has a full-time

administrative assistant/bookkeeper, Mrs Cindy

Whitcomb and an associate director, Mrs Laura E

Lemon

Mrs Whitcomb receives support from retired BCPS

employees and parent volunteers as well as from

student interns from both local colleges and

universities and Baltimore County Public Schools Our

intern this year was from Hereford High School and

graduated in 2018 We are currently seeking to solicit

a summer intern from a local college/university and have plans to work collaboratively with the BCPS Office of Career and Technology Education to select a student intern for the fall of 2018

Mrs Lemon works collaboratively with both the executive director and the administrative assistant/bookkeeper overseeing the internal operations and management of the headquarters The associate director’s focus is to lead all internal operations, such

as, but not limited to strategic planning and establishing new processes and procedures In addition, the associate director supports the executive director so that the executive director has more time to spend with community partners and site visits resulting in corporate growth and retention

EXECUTIVE COMMITTEE

The Executive Committee consists of the Board

President, the 1st Vice-President, Secretary, Treasurer

and the Vice Presidents of sub committees The

purpose of the Executive Committee is to introduce

focus areas specific to the collaborative efforts within

the Foundation and BCPS

The Education Foundation Executive Committee

currently consists of the following professionals:

In July of 2018, the Executive Committee met for its

annual retreat The high-level content included in the

agenda included but was not limited to the following:

review statistics specific to performance of the board,

create updates to the strategic plan, identify innovative

ways to communicate our message, and discuss topics

related to new initiatives The Foundation currently

supports funding towards 21st Century Grants,

scholarship opportunities, and is currently planning the

infrastructure to support a new apprenticeship program

through grant money awarded to the Foundation by the

State of Maryland The apprenticeship program has

unified the relationship between the Foundation and the

Office of Career Technology and Education in an effort

to introduce career focused opportunities for

individuals as well as expand partnerships within the

business community Guest speakers at the Executive

Committee retreat included Mr Douglas Handy,

Director, CTE, and Ms Alicia Fales, Supervisor, CTE, who engaged the committee in conversation to promote the new apprenticeship initiative specific to BCPS

EDUCATION FOUNDATION BOARD OF DIRECTORS

The Board of Directors consists of at least fifteen but

no more than thirty Directors In addition, the

Superintendent serves as ex-officio and we have one honorary director who is considered the founding

We are proud to announce that we have 100%charitable giving contribution from board members and 75% charitable giving from our headquarters staff

The Education Foundation Board of Directors currently

EDUCATION FOUNDATION ADVISORY COUNCIL

The newly appointed Advisory Council can consist of

12 to 15 people from the school system and the community to support the voice of the school house

The purpose of the council is to provide perspective and help the Foundation navigate effectively Members include at least one representative from each of the following categories: teacher, administrator, district offices, higher education, apprenticeships, retired teacher, a member outside the district, non-profit, independent school, parent, alumni, county government, state government and workforce development

The first meeting was held on February 8, 2018, and

the second was held on May 10, 2018 Future meetings

will be held on a quarterly basis

2017-2018 COLLABORATION WITHIN THE

FOUNDATION

The Foundation’s work continues to support key

initiatives of BCPS, which includes the vision that

aligns with the goal of developing lifelong learners

through literacy, scholarships for graduating seniors,

and school-based/office-based grants/projects through

sustained partnerships within the business community

and private sector The Foundation’s Board and

Executive Committee serve as ambassadors for public

education, enabling that all students within BCPS will

have the resources to empower them to graduate

globally competitive

MEDIA PRESENCE

The electronic presence of the Foundation has

increased through Mission Moments in the weekly

BCPS electronic e-newsletter, as well as, The Education Foundation of BCPS Web site and external social media marketing platforms This has increased the scope of individuals who receive the communications

The Foundation now has a collection of testimonials that are available for viewing on our Web site, from colleagues within our schools who were 21st Century Instructional Initiative Grant recipients as well as BCPS educators These testimonials allow the Foundation to showcase the positive impact within the schoolhouse and offices The testimonials were produced by BCPS/TV and supported through in-kind services from Zest Social Media Services through the Foundation Web site

Through continuous collaboration, the

Foundation realizes that their most effective role

and benefits derive from setting goals beyond the

work of fundraising

The Foundation has also improved its outreach in the

Social Media arena by utilizing a new platform called

Social Toaster which allows members to share Web

posted articles through Facebook, Instagram, Twitter

and LinkedIn through one approval process via email

Increased media presence at a variety of news arenas,

include: Comcast Newsmaker, Fox45 Morning News,

Comcast ‘Hello Baltimore,” WBAL Radio, The Daily

Record, The Baltimore Business Journal and

BCPS/TV

PROCESS IMPROVEMENT

The Foundation has improved the internal processes

through staff growth and software applications The

improvements have extended an alignment with offices

within the BCPS system by making information more

readily available Realized benefits have expedited

project turn-around time and increased the number of

initiatives for revenue growth

IMPACT FROM INCREASED REVENUES

 Awarded 57 elementary, middle, high and

special schools 21 st Century Instructional

Initiative Grants, totaling $105,264

 Awarded ten elementary schools 21 st Century Enrichment Grants, totaling $30,000 (This

grant initiative is a collaborative partnership with Hot Spots Extended Care Programs.)

Note: This is the second year in which this grant initiative has been supported in partnership with Hot Spots Extended Care Programs  

 Awarded six elementary, middle and high

schools TEAM BCPS Clean Green 15: Litter Challenge 21 st Century Environmental Literacy Grants, totaling $12,000 This grant

initiative is a collaborative partnership with

Baltimore County Government

Note: This is the fifth year in which this grant initiative has been supported in partnership with the Baltimore County Government

 Awarded, for the third year in a row, The

Education Foundation of Baltimore County

Public Schools Scholarship Fund, awarding

two $1,000 scholarships to every Baltimore

County Public High School, totaling nearly

$50,000, reaching a sum close to $150,000 over

the past three years

Scholarships were awarded to each of the

recipients by members of the Foundation staff

and board of directors, a total 12 individuals

participated in the individual school’s award

ceremony

ONGOING PROJECTS

The historical book “Building the Future”, is a commemorative book of Baltimore County Public Schools, authored by E Farrell Maddox, a former BCPS Art Supervisor, was gifted to the Foundation and are available for purchase

Proceeds will award elementary, middle, and high school students the opportunity to explore and experience their passion through educational experiences and opportunities During our 25thAnniversary Year, the book was discounted by 25% This discounted opportunity is available through October, 2018

The Foundation continues to solicit exemplary leaders

in the community to become a Legacy Leader in the Greenwood Society The Greenwood Society is an exclusive cadre of business and community leaders committed to investing in Baltimore County by supporting outstanding education for its children and youth Our goal is to reach 100 members in the Greenwood Society over the next few years

The content consisted of Story Boards specific to each

21st Century grant awarded in the previous year,

including photographs and a snapshot overview of the

successes and benefits realized through each grant The

purpose of the exhibit was to showcase the grant

implementation and to launch information for the

upcoming year about new opportunities Our grant

recipients all received “I Am a Grant Ambassador” pin

to wear proudly

For the past six years, the Foundation has provided

support for New Teacher Orientation by providing

community prizes and resources to kick start the new

school year

On Tuesday and Wednesday, August 22 and 23 the

Foundation provided over 120 gift bags at New Teacher Orientation at Perry Hall High Schools through

lunchtime raffles for over 900 new teachers and professional of BCPS The gift bags were filled with donations from nearly 30+ community champions of education who generously promote the support of new members of TEAM BCPS

The Back to School Involves You Too Campaign, was

held on August 26, 2017 In attendance were over 750+ teachers from BCPS who received donated items from

community partners at White Marsh Mall Over 65

businesses and organizations participated in

contributions which yielded a 67% increase over the

previous year’s participation Primary sponsors

included Open Door Before and After School Care and

Boscov’s school supplies for teacher classrooms and

students The event was held in collaboration with the

BCPS Office of Communications

Note: This is the second year for this generous contribution

The most successful fund raiser of the 2017-2018 fiscal

year for the Foundation was Tee Off for TEAM BCPS

Golf Classic held on Friday, October 13, 2017, at

Greystone Golf Course, in White Hall, Maryland

In attendance were over 150 ambassadors to the

Foundation including businesses, educators and

volunteers who contributed to the success of the event

We were joined by honorary co-chairs, Mr Kevin D

Smith, Chief Administrative & Operations Officer,

BCPS and the late Mr Kevin Kamenetz, former

County Executive, Baltimore County Ms Verletta

White, Interim Superintendent attended as well,

providing photo opportunity greetings with the

community The event raised nearly $100,000 which

has been designated for grant and scholarship awards

Every year, the Foundation recognizes distinguished

board members and members of the BCPS community

with specific awards honoring partnership, innovation,

dedication, leadership and service

This year, the Foundation created a new platform, An Autumn Welcome, to unveil the awards as well as to

celebrate community and introduce Ms Verletta White, Interim Superintendent, to the ambassadors of the Foundation It was held on October 25, 2017, at Greystone Mansion, Pikesville, Maryland Amongst those in attendance were business leaders, champions of organizations, and partners who have continued to support the mission and goals of the Foundation through

their time, talent and treasure

The sixth annual State of the Schools 2018 is an event

that brings community partners closer to the rich diversity of Baltimore County Public Schools This year, on March 28, 2018, the event not only celebrated the district through performances and rhetoric, but it also provided a platform to demonstrate progressive programs and activities through interactive academic exhibit demonstrations supported by the Offices of Career Technology and Education, Innovative Learning and Digital Safety, Music & Dance, and Visual Arts

Over 340+ students from nearly 42 different schools

across the county participated in State of the Schools 2018

this year, sharing their talents on the Learning Walk of

Knowledge at Towson University’s SECU Arena

At the heart of the event, Ms Verletta White, Interim

Superintendent, addressed the guests, providing insight

towards the districts goals and initiatives and focus to

literacy and school culture and climate The Foundation

worked closely with the State of the Schools Committee,

School Offices and exhibit advisors to coordinate the

successful event An update in technology helped offset

expenses through the Foundation’s APP development

which provided a paperless Program and Annual Report,

helped showcase the exhibits, provided access to event

sponsorship acknowledgement and an avenue to reflect

on the users experience through an online survey Photos

and updates of the SOTS 2018 can be seen on the APP

which is downloadable via iTunes Store or Google Play

On April 15, 2018, The Education Foundation celebrated all Foundation Grant Recipients with a breakfast at

Martin’s West, Windsor Mill, Maryland, Celebrating Excellence The event was held in partnership with Hot

Spots Extended Care Programs and Baltimore County Government The purpose was to provide an opportunity for the Foundation to thank, award, recognize and celebrate BCPS individuals who provided their grant support through the year as well as express gratitude to the community partners and judges who made the grants possible

This year’s event opened with a network type venue, allowing resource partners to set up tables and provide information from various 21st Century themes (which are listed on the Foundation Web site) to meet and talk with educators interested in applying for a grants, utilizing their expertise to source content and utilize resources Through partnership opportunities we were able to unite three school districts at this celebration which include Carroll County, Harford County, and Baltimore County This reflected a true collaboration within public education

in the state of Maryland

The Foundation supports the Office of Communication’s recognition event held on April 25, 2018, at George Washington Carver School of the Arts and Technology in

Towson, Teacher of the Year/Principals of the Year, by

providing a centralized location for community members

to thank educators through their generous donations
