b Demonstrated documents
E-BID is evaluated as qualified documents proving the code marks and specifications
of the goods offered for sale when meeting the following requirements:
- The Contractor must provide documents proving that the code marks and specifications of the goods meet or are equivalent or better than the requirements of E-PROPOSAL in E-BID Documents are available in Vietnamese or English language Technical documents, technical data, slag discharge pipe specifications and fittings must be verified by the manufacturer
- The Contractor must have specific instructions in the document for each item of goods, marking the model on the specifications of the goods in the document (Documents without specific instructions will not be considered for evaluation.)
Trang 3- In case of offering the same or better goods, in addition to the documents for the offered goods, the Contractor must make a comparison table to prove the similarity or the better of the goods Comparative table to prove the equivalence or better of goods
is considered as a document part of goods The proofs are presented in Vietnamese or English language If the Contractor fails to provide the proof of equivalence, it is deemed that the item does not meet E-PROPOSAL
2.2 Warranty, maintenance and commitments

- Commitments: Requesting the Contractor to commit:
+ Commit to supply 100% brand new and the goods are preserved according to the manufacturer's recommendations before handing over at Hai Phong Thermal Power Joint Stock Company
+ Commit the progress as stated in E-PROPOSAL
+ Commit to provide manual and storage instructions of the manufacturer on delivery Documents provided in Vietnamese or English language
+ Commit to product warranty under E-PROPOSAL
+ Commit to supply the original (or certified copy) of the quality certificate, the certificate of origin for the imported materials or the certificate of goods to ensure the manufacturer's quality standards (QC) for domestic supplies, specifically as follows:

Trang 52.3 Progress of supply and origin of goods
- Progress: Meet the progress requirements mentioned in Part V, chapter 2,
section 1
Origin of goods: Request the Contractor to state the origin of goods in E-BID.
"Origin" means the country or territory where all goods are produced or where the final stage of basic processing is carried out for the goods in case that more than one country or territory participates in manufacturing process
3 Other requirements
- Product requirements must ensure consistency, technology compatibility and installation dimensions with the equipment system installed and operating at Hai Phong Thermal Power Joint Stock Company
- Lists of goods in E-PROPOSAL are not available or have but do not meet the technical specifications that require the Contractor to conduct field survey in the case
of survey, the Contractor must send a written request to the bid solicitor, the bid solicitor shall send a written notice to bidders and organize a conference to exchange and provide relevant documents or send a guide to contractors to conduct field surveys about the contents of bidding dossier (the contractor and its stakeholders will be responsible for their own risks such as accidents, losses, damages) After the contractor and the investor conduct a field survey, the parties will set a minutes to determine the specifications of the goods; This minutes is an integral part of E-PROPOSAL and is the basis for the Investor to evaluate E-BID
- Organizing goods quality inspection and acceptance:
+ Checking and accepting goods at the place of delivery
+ The Contractor must provide all technical documents of the goods that he provided to the Purchaser before organizing the acceptance
+ The buyer shall check the specifications, marks and codes of goods based on E-PROPOSAL technical standards for goods provided by the contractor
The Contractor has all vehicles to transport the goods to the shipper’s warehouse
4 Drawings:
E-PROPOSAL accompany with a number of drawings for reference by the Contractor, suggesting the Contractor's actual survey to complete the necessary specifications before supplying / manufacturing

5 Inspection and testing
The Investor has the right to inspect and test the goods provided to confirm that the goods have the technical characteristics in accordance with the requirements of E-PROPOSAL
Trang 6If the test results meet the technical requirements, the bid solicitor shall cover all testing costs, otherwise if the test results fail to meet technical requirements, the contractor shall cover all the testing costs and expenses and other arising
Any goods that have been tested inconsistent with the contractual specifications, the Investor has the right to refuse and the Contractor is responsible for replacing them with other goods or making necessary adjustments to properly meet technical requirements In case the Contractor is not able to replace or adjust the inappropriate goods, the Investor has the right to organize such replacement or adjustment if necessary, all risks and related costs due to the Contractor’s obligation
