Recycling (NCER) to assist West Virginia consumers in finding viable options for reusing and recycling their used electronics The NCER provides this information as a public service and will update the document periodically All information provided below is subject to our disclaimer*
Important Considerations
Reuse is Preferable, but Don’t Dump Your Junk!
The NCER encourages reuse of working, newer equipment as the first option for used electronic equipment, and has listed several non-profit and other reuse programs below However, many of these programs are unable to handle broken or severely outdated equipment It is always advisable to call ahead to these programs to see if your used equipment meets that program’s needs
Protect Your Data
If you are reusing recycling a laptop or desktop computer, your personal data could still be on your hard drive Most recyclers have hard drive wiping policies, but it is always in your best interest to protect your personal information by erasing or destroying your hard drive There are many hard drive wiping software programs available You can read more about the importance of hard drive erasure as well as do a comparison of some of the more popular software programs by going to Tech Soup’s website at:

1 NCER Sponsored Collection Events
Check www.ncerwv.org for locations of NCER-sponsored collection events in West Virginia In
2006 and 2007, the NCER and its partners held events in 13 counties Most events were held on
a Saturday for 5-6 hours
2 Government-sponsored collections
In West Virginia, there are occasional recycling opportunities electronics run by local
governments To find if an event is being held in your county, check the West Virginia Solid Waste Management Board website at: http://www.state.wv.us/swmb/ecycle_info.htm
Also, many of the state Solid Waste Authorities hold hazardous waste or spring clean-up events

The Tinkers Program
The Tinkers Program is operated by Parkersburg Child and Family Services, involves young people in computer literacy and computer repair Youth at the A.N Gustke Shelter often take advantage of the computer "know-how" the Tinkers offer during their stay Those youth leaving the shelter to return to their own homes may be able to receive free, refurbished computers to take with them The program accepts a minimum of Pentium III computers and working monitors, keyboards and mice Printers are discouraged unless they clearly work Working hard drives, sound cards and memory are accepted on a case-by-case basis Contact Steve Tuck, Regional Director at stuck@childhswv.org or 304-485-0650

Community Learning Labs - Funded through grants from the Appalachian
Regional Commission and the Claude Worthington Benedum Foundation, e-IMPACT is able to provide rural communities with state-of-the-art computer labs
Build It, Keep It, Share It - e-IMPACT provides a youth computer education
program in rural communities throughout West Virginia During one week training, youth are provided with the tools, parts, and knowledge needed to build their own computer At the end of the training, the student is able to take the computer home with them
Technology Academy Small business owners and those looking to start an
online business can learn how to move into the world of e-Commerce at an upcoming training in your community The workshop will take small business owners step by step through a learning process that will emphasize how to develop a profitable e-Commerce solution for their business
PCs For the People (Reuse Industries)
ReUse Industries is an Athens, OH based organization (within close proximity to Wood County WV) They accept donations of used computers and components, which will be cleaned and repaired (if necessary) on site, then put on sale to the public at a fraction of the cost for
comparable new equipment The program is available to all Athens, OH area residents who meet
the income qualifications (but donations are accepted from anyone) Eligible PCs to the People
clients receive a monitor, keyboard, mouse, and Pentium III or better CPU with a Microsoft
authorized operating system PCs To The People is on the hunt for Windows-capable PCs
(Pentium III/equivalent or better), working monitors (17" or larger), keyboards, mice, and Internet-capable modems They are also interested in working components such as standard RAM chips, IDE hard drives, 3.5 inch floppy drives, CD/DVD drives, power cords, and the like To donate, contact Reuse Industries at 740-698-8200 or visit them online at

Non-profit organizations such as Goodwill and the Salvation Army usually accept used electronic equipment in working condition However, it is always helpful to call ahead to ask if the
organization accepts the device you are interested in donating Many times, these non-profits are given equipment that cannot be resold or donated, which puts an extra financial burden on them when they are forced to pay for proper disposal or recycling Older computers (more than 5-7 years old) are many times not accepted by these organizations
