Mrs Lyndia Person- Ramsey, Sussex County Commonwealth’s Attorney addressed the Board and asked the Board to approve her request to convert the current part-time assistant commonwealth’s attorney position to full time Mrs Ramsey stated that the justification for the request is due to a significant increase in the caseload Sussex I Prison’s warden has requested that her office handle their cases Mrs Ramsey submitted supporting material which will be retained in the Board’s March 15, 2007 minutes file

Mr David Sadowski, Executive Director and Mrs Ann Key, Site Coordinator for the Jarratt Senior Citizens’ Center were in attendance and addressed the Board Also in attendance were Mrs Albertine P Wyche, Sussex County’s representative to the CAAA Board of Directors, Mrs Marian Newsome, CAAA Site Coordinator, Mrs Gladys Mason, Director of Programs and Mr James Perry, member of the Advisory Board
Mr Sadowski stated that the request for fiscal year 2008 is an increase over the past years A cash contribution of $11,648 and in-kind donation of the use of the Jarratt Senior Citizen’s Center would allow the participants from Sussex to meet three days per week rather than two days per week
Director of Finance Report
Mr Jerry L Whitaker, Director of Finance distributed revisions to, pages 4, 12, 23 of the proposed budget A copy of the draft advertisement for the public hearing was also presented

125th Anniversary of Virginia State University
ON MOTION OF SUPERVISOR HARRELL, seconded by SUPERVISOR JONES and carried: RESOLVED that Virginia State University will celebrate its 125th Anniversary in
2007 Staff recommends adoption of the following resolution for presentation to the University
WHEREAS, Virginia State University, located overlooking the Appomattox River in the Town of Ettrick in Chesterfield County, celebrates its 125th Anniversary in 2007; and WHEREAS, Virginia State University (VSU) was founded on March 6, 1882, as the Virginia Normal and Collegiate Institute, making it the first fully state-supported four year institution of higher learning for African Americans and one of Virginia’s two land-grant institutions; and
WHEREAS, since its humble beginnings, Virginia State University has responded to the needs of Virginians as a dynamic institution offering an accessible, affordable and excellent education, and
WHEREAS, with an enrollment of nearly 5,000, VSU students live and attend classes on
a beautiful 236 acre main campus with more than 50 buildings, including 15 dormitories,
16 classroom buildings and a 416 acre agricultural research facility; and
WHEREAS, the first president of Virginia State University was John Mercer Langston, who became the first African American elected to Congress from Virginia; and
WHEREAS, Virginia State University has an exemplary staff of dedicated and outstanding professors, who are committed to offering their students the personal attention that they may not be extended at larger institutions; and

WHEREAS, Virginia State University’s academic program include the Bridges to Baccalaureate for students transferring from two year colleges who want to major in the sciences, the Ronald E McNair Scholars Program for students planning to pursue doctoral degrees in their chosen field of study and the Honda Campus All Star Challenge; and
WHEREAS Virginia State University offers 47 baccalaureate and master’s degree programs within its five schools – the School of Agriculture, School of Business, School
of Engineering, Science and Technology, School of Liberal Arts and Education and the School of Graduate Studies, Research and Outreach – a Certificate of Advance Study may also be earned from each school; and
WHEREAS, honors scholarships are available to entering VSU freshmen, including the Presidential and Provost Scholarships; and
WHEREAS in 2003, Virginia State University introduced its first doctoral program and
12 enthusiastic students enrolled in the Doctor of Educational Administration and Supervisor Program; and
WHEREAS, in 2005, Virginia State University began a vital nursing degree program, an important initiative that will train nurses to meet the urgent demand for qualified medical professionals in the hospitals and clinics of the Southside region of Virginia; and
WHEREAS, the School of Graduate Studies, Research and Outreach allows students, often working adults, with diverse professional and education backgrounds to more conveniently continue their education on a full time or part time basis; the school also provides workshops, seminars, as well as credit courses on campus and at sites in Richmond, Emporia, Petersburg, Chesterfield, Dinwiddie, Henrico and other Southside Virginia locations; and
WHEREAS, Virginia State University has a long and rich history and has grown and changed considerably since 1882 and it continues that growth today, enriching individual lives, the surrounding community and the commonwealth through excellent teaching and innovative and engaging programs of study
NOW THEREFORE BE IT RESOLVED that the Sussex County Board of Supervisors hereby commends and congratulates Virginia State University on the occasion of its 125th anniversary and;
BE IT FURTHER RESOLVED that the Clerk of the Board of Supervisors prepare a copy
of this resolution for presentation to Mr Eddie N Moore, President of Virginia State University as an expression of the County of Sussex’s gratitude for the University’s commitment to higher education and long time service to the citizens of the Commonwealth

100 Year Farm Ownership- Pegram Family
ON MOTION OF SUPERVISOR HARRELL, seconded by SUPERVISOR JONES and carried: RESOLVED that Mr Alex Harp was the great grandfather of Mr Glover W Pegram, son of Mr Peter Pegram who was one of the sons of Mr and Mrs Junius and Sarah Pegram; and
WHEREAS, that Mr Alex Harp, father of Mrs Sarah Harp Pegram, in 1907 purchased
85 acres of farm land on Halifax Road, Stony Creek, Virginia for $300 cash in hand; and, WHEREAS, after the death of Mr Alex Harp in 1909, the land was delivered to Mr Junius Pegram; and
WHEREAS, Mr Glover W Pegram remembered the words of his grandfather to “keep the land in the family” and in 1990, Mr Glover W Pegram was able to purchase that
farm and in the year of 2007, the property has now been in the Pegram family for 100 years
NOW, THEREFORE, BE IT RESOLVED that the Sussex County Board of Supervisors
recognizes and commends The Pegram Family in its 100 Year Celebration of Farm
Ownership; and
FURTHER RESOLVED that a copy of this resolution be presented to Mr Glover W Pegram and the Pegram Family

Superintendent of Schools, Dr Charles H Harris, III, stated that the report was available County Administrator Jones reported that the contract was between the School Board and the architect There was a notification period included in the contract; and the work was completed prior to the motion
STANDING REPORTS
Health Department - absent
Highways, Streets & Roads
Mr MacFarland Neblett, Resident Administrator, Waverly Residency of the Virginia Department of Transportation reported that the intersection of Routes 301 and 631 (Henry Road) does in fact qualify for a traffic light due to the significant risk of vehicular accidents However, due to lack of state funding; he could not say when it would be installed However, the County of Sussex can pay for or share the cost of the installation
Mr Neblett also reported that the preliminary design work for Three Bridges Road is complete and the pot holes in the Town of Waverly as requested by Supervisor Jones have been repaired
County Administrator’s Report
Atlantic Waste Disposal Annual Report
Mr Michael Kearns, District Manager, Atlantic Waste Disposal presented his annual report He also thanked the Board for opposing the bill to levy on trash by tons, which was defeated in the recent General Assembly Session Atlantic Waste Disposal, Inc will continue to perform pickups along Routes 602 and 460 (Copies of the report will be retained in the Board of Supervisors minutes March 15, 2007 file)
Davenport & Co., Financial Advisor’s Report
County Administrator Jones advised the Board that Mr Roland Kooch from Davenport & Company, LLC, was in attendance to discuss the financial report which include options for financing a school project and other capital needs of the County
Mr Roland Kooch reported to the Board that he had been working with staff to identify a potential revenue debt service to begin using during the 2009 fiscal year Mr Kooch also reported to the Board several recommendations to maximize the potential funding for potential projects, such as an Administration office, Public Safety building and others

Mr Kooch advised that he will be available to return and answer questions (Copies of the recommendations were distributed to the Board members)
VFIS Insurance, Fire & Rescue
County Administrator Jones advised the Board that Mr Bob Jones, VFIS Insurance is in attendance to discuss recommendations of his company after an insurance survey of the County of Sussex Representatives from the company visited the County on November
29, 2006 The purpose of the visit was to obtain additional information regarding the operation of the county’s emergency services The representative met with Mr Eddie T Vick, Public Safety Coordinator They discussed the operation of the County’s emergency services as it related to vehicle and professional health care insurance coverage
Mr Bob Jones addressed the Board and advised that he has conducted a risk control survey as a means to prevent or mitigate risks and the report contained recommendations that the County may wish to consider for adoption
Grant Request- VA Commission For the Arts
ON MOTION OF SUPERVISOR HARRELL, seconded by SUPERVISOR JONES and carried: RESOLVED that the Sussex County Board of Supervisors hereby authorizes staff to proceed with the 2008 Commission for the Arts Challenge Grant Application process to include the Miles B Carpenter Museum and the Wakefield Foundation

Resolution Honoring The Late Charlie Burrow

carried: RESOLVED that Mr Charlie A Burrow, Jr was a product and resident of Sussex County, born to Mr and Mrs Charlie and Mary Burrow on June 16, 1926 married, Evelyn Jackson in 1950 and raised four daughters, Gloria Burrow Sutton, Phyllis Burrow Parham, Linda Burrow Goode and Evelyn Burrow-Cofer; and
WHEREAS, Mr Charlie A Burrow, Jr., was employed by the Sussex County Public
System School Bus Transportation Department beginning in 1961 and he was employed for thirty years until his death on March 2, 1991; and
WHEREAS, Mr Charlie A Burrow, Jr held a number of positions with the School Bus
Transportation Department including his appointment in 1984 as Head Mechanic and Manager of the Sussex County Bus Garage; Mr Burrow, also was a substitute bus driver and lectured students at Central High School on the “Skill of Auto Mechanics”; and
WHEREAS, Mr Charlie A Burrow, Jr was well known and respected throughout the
Sussex County School System and communities for his mechanical expertise; and
WHEREAS, Mr Charlie A Burrow, Jr went to the rescue in all types of weather, rain,
snow or sunshine, of many stalled and stranded bus drivers whenever their buses would not start; and
WHEREAS, Mr Charlie A Burrow, Jr made certain that each morning before leaving
home for work that his important bus driver, Mrs Evelyn Jackson Burrow’s bus was always operating properly; and
WHEREAS, Mr Charlie A Burrow, Jr demonstrated a strong work ethic shown by a
virtually perfect attendance record in his thirty years of service and his willingness to return to work from his one week per year vacation if required; and
WHEREAS, Mr Charlie A Burrow, Jr possessed and showed a genuine love and
compassion for his work and his Bus Garage Staff and Bus Operators under what can be described as “less than favorable conditions”; and
WHEREAS, Mr Charlie A Burrow, Jr worked without complaint in spite of illness;
always responding when needed and leading the way by not asking others to do anything that he would not do; and without question served so that the children of Sussex County would be safe while riding the school buses under his charge
THEREFORE, BE IT RESOLVED THAT THE SUSSEX COUNTY BOARD OF SUPERVISORS HEREBY adopts this resolution in recognition of the service and
significant contributions to the Sussex County Public Schools; and
FURTHER RESOLVED THAT this resolution be read aloud and spread upon the
March 15, 2007 minutes of the Board of Supervisors as part of the permanent record and

Mr Onnie L Woodruff, Sussex County Treasurer addressed the Board and advised that the statement of money in the banks to the credit of Sussex County at the close of business February 28, 2007 was $14,994,850.98 (A copy of the Treasurer’s Report is retained in the March 15, 2007 Board packet)
Commissioner of the Revenue - no report
Sheriff’s Department
Courthouse Security Budget Increase
Sheriff Kitchen advised the Board that because of the passage of Senate Bill 1082 which increases the courthouse security fee for anyone convicted of any traffic or criminal offense from $5.00 to $10.00 He requested that an additional deputy sheriff be added to the courthouse security section of the Sheriff’s Departmental budget (line item1111-510) There is currently one full time deputy funded by this budget as well as off duty deputies who work the lobby If the Board of Supervisors adopts a resolution increasing the fee to
$10.00, the clerks can begin collecting this fee effective July 1, 2007
County Attorney Thompson advised that a public hearing will be necessary The public hearing will be scheduled for Thursday, April 19, 2007
Sussex County Jail
Sheriff Kitchen advised the Board that there is no air conditioning in the kitchen or that part of the building Staff recently had to rush employees to the hospital because of heat exhaustion Based on the size of the building and work needed to be done estimated cost
is between $75,000 and $125,000 for the additional air conditioning Sheriff Kitchen asked that the request be considered at the April 19, 2007 meeting
