AT 12:00 NOON ON THE 6 th DAY OF JUNE, 2018
The Board of Park Commissioners of Decatur Park District, Macon County, Illinois, met in
Decatur Park District Administration Office, 620 E Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board:
Chris Harrison, President Chris Riley, Vice-President Jack Kenny, Commissioner Bob Brilley, II, Commissioner Absent: Stacey Young, Commissioner
A quorum of the members of the Board of Park Commissioners being present, President Harrison called the meeting to order and declared the Board to be in session for the
transaction of business
The Pledge of Allegiance to the Flag of the United States was recited
NO 15832 A motion was made by Commissioner Riley and seconded by Commissioner
Kenny to open the public hearing Upon call of the roll all voted aye
PUBLIC HEARING A public hearing on Annual Budget and Appropriation Ordinance
No 2018-6 for Fiscal Year 2018-2019 having been published for June 6, 2018, at 12:00 Noon at the Decatur Park District Administration Office, 620 E Riverside Ave, Decatur,
IL was held accordingly No one from the public presented questions or comments
NO 15833 A motion was made by Commissioner Riley and seconded by Commissioner
Kenny to close the public hearing Upon call of the roll all voted aye
NO 15834 Commissioner Riley moved that Ordinance No 2018-6 Annual Budget and
Appropriation be adopted as presented, seconded by Commissioner Harrison Motion carried unanimously upon call of the roll
NO 15835 A motion to approve items 1 – 3 on the Consent Agenda was made by
Commissioner Riley and seconded by Commissioner Kenny All voted aye

the City of Decatur, the terms of the lease agreement must match the terms of the license Staff recommended approval of an addendum which will extend the lease agreement from July 1, 2018 through June 30, 2019 A motion was made by Commissioner Kenny and seconded by Commissioner Riley to approve the extension as stated Upon call of the roll, all voted aye
NO 15837 Staff recommended approval of the low bid received by Bodine Electric for the
fiber optic project that will connect Overlook Mini Golf, Nelson Amphitheater, Nelson Maintenance and the aquatics facility which will provide each facility with a secure and dependable network solution The bid from Bodine for $62,500 will cover the fiber optic cable and labor for the job This project was included in the capital plan for the
infrastructure throughout Nelson Park A motion was made by Commissioner Riley and seconded by Commissioner Kenny to approve the bid as stated All voted aye, upon call of the roll
NO 15838 As part of the 2015 OSLAD grant, staff has to install the new playground at
Overlook Adventure Park by August, 2018 The footings will be poured and the surfacing will need to be installed Staff recommended approval for Cunningham Recreation to install a synthetic turf safety surfacing which was purchased through US Communities Joint Purchasing The playground was partially funded by JWA and is currently in storage Commissioner Kenny made and Commissioner Riley seconded a motion to approve the installation by Cunningham as stated Upon call of the roll, all voted aye

NO 15839 A motion was made by Commissioner Kenny and seconded by Commissioner
Riley to approve Burdick Plumbing for site earthwork and utilities in the amount of
$492,655 All voted aye, upon call of the roll
NO 15840 A motion was made by Commissioner Riley and seconded by Commissioner
Brilley to approve Dunn Company for vehicular paving and curbs in the amount of
$339,056 Upon call of the roll, all voted aye
NO 15841 A motion was made by Commissioner Kenny and seconded by Commissioner
Riley to approve Christy Foltz for Portland cement concrete paving in the amount of
$398,940 This bid includes Alternate 1, two additional lap lanes for the pool All voted aye, upon call of the roll
NO 15842 A motion was made by Commissioner Kenny and seconded by Commissioner
Riley to approve General Fence for the perimeter fencing in the amount of $87,023 This bid includes Alternate 2, inclusion of the pool heaters Upon call of the roll, all voted aye

NO 15847 A motion was made by Commissioner Kenny and seconded by Commissioner
Riley to approve Burdick Plumbing for site earthwork and utilities in the amount of

Kenny to approve Christy Foltz for concrete work in the amount of $74,316 Upon call of the roll, all voted aye

Kenny to approve Bruckner Masonry for masonry work in the amount of $47,592 All voted aye, upon call of the roll

COMMISSIONER BRILLEY reminded everyone that, as with all projects, there could
be some cost overrun by 5%-10%
AIRPORT Airport Fun Day was a huge success, with over 1,000 visitors Moving the
event to Gaitros Aviation, LLC worked out very well
Otto Baum is moving equipment in today to be ready to start the Hangar Row G pavement project
OPERATIONS The new curtains at the DISC have been installed This will help keep
balls off of the track
The Pickleball lines have been painted with the potential of playing on nine courts
Outdoor Pickleball play is increasing, and the group has played inside when it was raining The group has doubled since last year Staff will promote the indoor courts in the fall
The Nelson Park 2013 OSLAD grant included the installation of an asphalt walking/bike path from Nelson Park Blvd to Route 36 It was completed last week
The ribbon cutting for the mountain bike trail went well This project was also part of the
2013 OSLAD grant
Paving of trails at Kiwanis and Sinawik Park has been completed
Fairview pool is open
At Hess Park, the Redbird Rookies field had drainage issues The contractors took out the old infield and put in new baseball surfacing, which is a clay/sand mixture
Commissioner Brilley complimented Ryan, Bill Hunt and their crew for being at the pool and diligently locating the leak He thanked them for their efforts
CFO BUHR The PDRMA agency loss control annual report is out and the District did
well
RECREATION The Big Run is tonight starting at 6:00 at Fleet Feet This event is a
partnership between the District, Fleet Feet and the Decatur Running Club in recognition
of International Running Day

Redbird Rookies Opening Day is Saturday at Hess Park There are 223 signed up (152 last year) Youth Baseball/Softball numbers are also up
The Decatur/Forsyth Disc Golf Tournament is Saturday and Sunday at Nelson and Forsyth Park The disc golf course is an asset of Nelson Park
Dads' Day Dollar Deals will be on June 17 at Scovill Zoo
The Summer Food Service Program in neighborhood parks started Monday, June 4
Tuesday Night Park Runs begin June 12 at Fairview Park Pavilion #1
COMMISSIONER RILEY Congratulations to Marie for being named a “Runner Up” for
a Tony Award and a Carnegie Mellon University Honorable Mention for Excellence in Theatre Education Three of her students and staff wrote recommendation letters and submitted a video to the awards committee
COMMISSIONER KENNY Marie recently spoke to the Golden K and had some of her
students there as well It was a great presentation, and the kids did a good job
GOLF rounds played for May 2018 were 7,679, while last May we saw 7,226 We are up
by 453 rounds
50 ladies participated in the Ladies Clinic, a record number
Junior golf started yesterday, with 45 kids participating This, too, is up from last year The Junior Optimist Tournament has 75 kids registered
The courses are in great shape but do need some rain The maintenance staff does a great job of keeping the courses in fabulous condition
The turf work has been completed for the Ameren project The cart path at #12 is finished and the drain is fixed
EXECTIVE DIRECTOR There is a need for a closed session to discuss the sale or lease
of real estate
COMMISSIONER COMMENTS
Commissioner Brilley We need to maintain what we have, and what we are building
should come second He urged staff not to let things go and take care of the things that we
have
Trang 6Commissioner Riley made and Commissioner Kenny seconded a motion that the Board move into Executive Session to discuss the sale or lease of real estate All voted aye and the meeting moved into closed session at approximately 12:50 p.m
A motion was made by Commissioner Riley to adjourn the closed session and return to open session was seconded by Commissioner Harrison and unanimously approved
