FISCAL YEAR 2009 - 2010 BUDGET HEARINGS

MEETINGS OF THE BOARD OF SUPERVISORS

JUNE 8, 2009 - JUNE 17, 2009

JUNE 8 - 9, 2009: Meetings were called to order at 9:00 a.m.

The Board of Supervisors received oral testimony requesting Community Enhancement funding

Present: Supervisors Dianne Jacob, Chairwoman; Pam Slater-Price, Vice-Chair; Greg Cox; Ron Roberts; Bill Horn; also Thomas J Pastuszka, Clerk

The following documents are on file with the Clerk of the Board:

The Chief Administrative Officer’s Proposed Operational Plan – Fiscal Years 2009-2010 & 2010-2011

The Chief Administrative Officer’s Proposed Budget – Fiscal Year 2009- 2010

The Chief Administrative Officer’s Proposed Budget Fiscal Year 2009-2010 State Schedules Community Enhancement Binder prepared by Office of Financial Planning

1BH ACTION/REFERRALS:

ON MOTION of Supervisor Cox, seconded by Supervisor Horn, the Board accepted the following modifications to Community Enhancement applications, and directed the Office of Financial Planning to update the Community Enhancement grant tracking database to reflect the amended requests:

Mingei International Museum wishes to modify the timing of their requested exhibit;

Batiquitos Lagoon Foundation has two requested activities, and is withdrawing one of their requests, in the amount of $7,000 for production of a calendar;

Pacific Beach Town Council is clarifying that their $3,000 request would be used to pay for two bands, ($1500 each) to perform at two of the concerts; and

Valley Center Optimist Foundation has withdrawn its application for a grant

JUNE 9, 2009: AFTERNOON SESSION- Meeting was called to order at 2:09 p.m.

Present: Supervisors Dianne Jacob, Chairwoman; Pam Slater-Price, Vice-Chair; Greg Cox; Ron Roberts; Bill Horn; also Thomas J Pastuszka, Clerk

3BH PUBLIC TESTIMONY/ACTION/REFERRALS:

The Board convened to receive oral public testimony on other areas of the Budget

ACTION:

The Board received oral testimony for Budget Hearings The Board recessed Budget Hearings

at 2:23 p.m closing the oral public testimony portion of the Budget Hearings From June 9,

2009 through the close of Budget Hearings at 5:00 p.m., Wednesday, June 17, 2009, members

of the public may provide written testimony on the budget to the Clerk of the Board to be received no later than 5:00 p.m., June 17, 2009 Copies of submitted materials will be provided by the Clerk of the Board to the Board of Supervisors, Chief Administrative Officer, Chief Financial Officer, upon receipt, and made a part of the record by the Clerk, when the hearings formally close at 5:00 p.m., Wednesday, June 17, 2009

The Clerk of the Board received the following items prior to the close of Budget Hearings:

 CAO Change Letter

 Board District Community Enhancement Allocations

 Written public testimony was received during the Public Hearing on June 9, 2009 regarding:

o Mental Health Court

o Critical Hours Program

 Additional written public testimony was received by the Clerk of the Board of Supervisors regarding:

o Spring Valley Teen Center

o Budget for Pine Valley Sanitation District

o Mental Health Services

o Lakeside Community Center – Senior Nutrition Program

o Lakeside Critical Hours Program
