1.1 BACKGROUND
In spite of their longstanding presence in Lebanon, Palestine Refugees remain excluded from key facets ofsocial, political and economic life in the country Poverty and unemployment have remained very highamong the refugees, particularly within the camp enclaves, wherein two-thirds of them reside While somerecent political developments have sent a positive signal, there is little to suggest that the marginalisation ofPalestine refugees in Lebanon will decrease substantially in near future
One of the most effective tools in countering the unfavourable situation of the Palestine refugees has beeneducation and training The 2010 EU-funded Socio-Economic Survey of Palestinian Refugees in Lebanonundertaken by the American University of Beirut shows that education can help refugees secure more andbetter jobs and escape poverty A refugee with a vocational or university degree is more likely to beemployed than one holding a Brevet (an official government examination at Grade 9) or lower.Consequently, the poverty rate drops from 73% to 60.5% Extreme poverty is halved when the householdhead has an above-primary education Moreover, of those with a university degree, 70% work asprofessionals or associated professionals Employment rates for women who attended further education arealso higher Half of women with a university degree work and 43% of those with a vocational degree do Yet,the results from the above Socio-Economic Survey also show that 8% of those between 7 and 15 years oldwere not at school in 2010 and only half of Palestinian refugees of secondary school age were enrolled Two-thirds of Palestinians above the age of 15 do not have a Brevet
In the absence of the Palestinians' access to the Lebanese public education services, formal education at theprimary and secondary level, as well as some vocational training, have been provided by the United NationsRelief and Works Agency (UNRWA) In addition, private not-for-profit organisations have a long and strongtradition of providing non-formal education services in the Palestinian refugee camps in Lebanon Their role
in filling the gaps of the formal but basic UNRWA system is irreplaceable While this system offers goodaccess to education, there is an acute need to improve the quality of education and prevent repetition anddrop-out
1.2 OBJECTIVES OF THE PROGRAMME AND PRIORITY ISSUES
The global objective of this Call for Proposals is to improve the access and quality of non formal
education/VTE for Palestine refugees in Lebanon, hence contributing to better education, employability andemployment prospects
The specific objectives of this Call for Proposals are:
Lot 1: Learning support for Palestine refugees in Lebanon
To contribute to drop-out prevention of Palestine refugee students in Lebanon living inside andoutside of the Palestinian camps
To strengthen the education of Palestine refugees in Lebanon with special learning needs livinginside and outside of the Palestinian camps
Lot 2: Coordination, empowerment and social accountability of the provision of education for Palestinerefugees in Lebanon
To strengthen awareness raising, empowerment, transparency and coordination of the provision offormal and non formal education for Palestine refugee in Lebanon
Trang 51.3 FINANCIAL ALLOCATION PROVIDED BY THE CONTRACTING AUTHORITY
The overall indicative amount made available under this Call for Proposals is EUR 1,900,000 TheContracting Authority reserves the right not to award all available funds or to increase the allocation shouldmore funds become available
Indicative allocation of funds by lot:
Lot 1: Learning support for Palestine refugees in Lebanon: 1,400,000 EUR
Lot 2: Coordination, empowerment and social accountability of the provision of education for Palestinerefugees in Lebanon: 500,000 EUR
If the allocation indicated for a specific lot cannot be used due to insufficient quality or number of proposalsreceived, the Contracting Authority reserves the right to reallocate the remaining funds to another lot
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximumamounts:
• minimum amount: EUR 250,000
• maximum amount: EUR 500,000
Any grant requested under this Call for Proposals must fall between the following minimum and maximumpercentages of total eligible costs of the action:
• Minimum percentage: 50% of the total estimated eligible costs of the action
• Maximum percentage in case of applications including a non-Lebanese applicant or co-applicant:80% of the total eligible costs of the action (see also Section 2.1.4)
• Maximum percentage in case of applications not including a non-Lebanese applicant or co-applicant:90% of the total eligible costs of the action (see also Section 2.1.4)
The balance (i.e the difference between the total cost of the action and the amount requested from theContracting Authority) must be financed from sources other than the European Union Budget or theEuropean Development Fund1
2. RULES FOR THIS CALL FOR PROPOSALS
These guidelines set out the rules for the submission, selection and implementation of the actions financedunder this Call, in conformity with the Practical Guide to contract procedures for EU external actions, which
is applicable to the present call (available on the Internet at this address:http://ec.europa.eu/europeaid/work/procedures/implementation/index_en.htm)
2.1 ELIGIBILITY CRITERIA

(1) the actors:
The applicant, the entity submitting the application form, (2.1.1)
if any, its co-applicant(s) (where it is not specified otherwise the applicant and the co-applicant(s)
are hereinafter jointly referred as the "applicants") (2.1.1),
and, if any, their affiliated entity(ies) (2.1.3);
(2) the actions:
actions for which a grant may be awarded (2.1.4);
(3) the costs:
types of cost that may be taken into account in setting the amount of the grant (2.1.5)
2.1.1 Eligibility of applicants (i.e applicant and co-applicant(s))
Applicant
(1) In order to be eligible for a grant, applicants must:
be legal persons and
be non profit making and
be non-State Actors as defined by the article 14 (h) of Regulation (EC) No 1638/2006 of the EuropeanParliament and of The Council of 24 October 2006 laying down general provisions establishing aEuropean Neighbourhood and Partnership Instrument This includes: (i) non-governmentalorganisations; (ii) organisations representing national and/or ethnic minorities; (iii) local citizens’groups and traders’ associations; (iv) cooperatives, trade unions, organisations representing economicand social interests; (v) local organisations (including networks) involved in decentralised regionalcooperation and integration; (vi) consumer organisations, women’s and youth organisations, teaching,cultural research and scientific organisations; (vii) universities; (viii) churches and religiousassociations and communities; (ix) the media; (x) cross-border associations, non-governmental
associations and independent foundations and
be established2 in a Member State of the European Union or in a country that it is beneficiary of theENPI Regulation- Regulation (EC) No 1638/2006 of 24 October 2006-, a country that is a beneficiary
of an Instrument for Pre-Accession Assistance set up by Council Regulation (EC) No 1085/2006 of 17July 2006 establishing an Instrument for Pre-Accession Assistance (IPA) or a member State of the
European Economic Area and
be directly responsible for the preparation and management of the action with their co-applicant(s) andaffiliated entity(ies), not acting as an intermediary
Non-Lebanese applicants must be in partnership with a Palestinian or Lebanese organisation

Trang 7(2) Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations which are listed in Section 2.3.3 of the Practical Guide to contract procedures for EU external actions (available from the following Internet address:

In Part A, section 3, of the grant application form (‘Declaration by the applicant’), the applicant must declarethat the applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.The applicant must act with co-applicant(s) as specified hereafter
If awarded the Grant contract, the applicant will become the Beneficiary identified as the Coordinator inannex E3h1 (Special conditions) The Coordinator is the main interlocutor of the Contracting Authority Itrepresents and acts on behalf of any other co-beneficiary (if any) and coordinate the design andimplementation of the Action
Co-applicant(s)
Co-applicant(s) participate in designing and implementing the action, and the costs they incur are eligible inthe same way as those incurred by the applicant
Co-applicant(s) must satisfy the eligibility criteria as applicable to the applicant himself
For applicants applying for grants of up to 250,000 EUR a minimum of 1 co-applicant is required
For applicants applying for grants of more than 250,000 EUR a minimum of 2 co-applicants is required
In order to foster coordination among Lebanese and Palestinian civil society actors working on Palestinerefugees education issues at both the national and local level, applicants are encouraged to reach out to asmany partners as feasible taking into account the nature of the action proposed, and to form consortia thatinclude local level and grass-root organisations, national NGOs, and/or existing representative/coordinationstructures The choice of partner institutions should be based on demonstrated skills and proven experience
in education issues in the country, and on a clear added value of an organisation in a given topic and/orgeographical area The value added of each partner for the specific purposes of the action proposed mustclearly be explained
Co-applicant(s) must sign the Mandate in Part B section 4 of the grant application form
If awarded the Grant contract, the co-applicant(s) will become the Beneficiaries in the Action (together withthe Coordinator)
(ii)legal entities having a link with the applicant, notably a legal or capital link, which is neither limited tothe action nor established for the sole purpose of its implementation on the condition that they satisfythe eligibility and non-exclusion criteria of an applicant
Trang 8If the applicants are awarded a contract, their affiliated entity(ies) will not be become Beneficiary(ies) of theAction and signatory(ies) of the Contract However, they will participate in designing and in theimplementing the action and the costs they incur (including those incurred for Implementation Contracts andFinancial Support to third parties) may be accepted as eligible costs, provided they comply with all therelevant rules already applicable to the Beneficiary(ies) under the Grant Contract
Affiliated entity(ies) must satisfy respectively the eligibility criteria as applicable to the applicant and to theco-applicant(s)
Affiliated entity(ies) must sign the "affiliated entity(ies) statement" in Part B section 5 of the grantapplication form
2.1.3 Associates and Contractors
The following are not co-applicant(s) nor affiliated entity(ies) and do not have to sign the "mandate"
or "affiliated entities' statement":
Associates
Other organisations may be involved in the action Such associates play a real role in the action but may notreceive funding from the grant, with the exception of per diem or travel costs Associates do not have to meetthe eligibility criteria referred to in section 2.1.1 Associates must be mentioned in Part B section 6 —
‘Associates of the Applicant participating in the Action’ — of the Grant Application Form
Contractors
The grant beneficiaries and their affiliated entities are permitted to award contracts Associates or affiliatedentity(ies) cannot be also contractors in the project Contractors are subject to the procurement rules set out
in Annex IV to the standard grant contract
2.1.4 Eligible actions: actions for which an application may be made
Location
Actions must take place in Lebanon However, specific activates such as study tours, participation toseminars, diffusion actions, awareness campaigns, etc may be eligible to EU financing when taking placeoutside of Lebanon, provided that they are necessary to and do not represent a significant part of the action.The different selected projects must guarantee the most balanced geographical distribution possible on theLebanese territory and should address need in the Palestine refugee camps and outside of the camps

Actions that may be financed under this call include (but are not limited to):
Lot 1 - Learning support for Palestine refugees in Lebanon:
- Term-time learning support
- Summer learning programmes, such as gap camps, preparation to Grade 1 programmes (in particularfor those students who did not have the chance to attend kindergarten), language programmes
- Support to preschool programmes (Kindergarten), including support to the implementation of theunified kindergarten curriculum developed by Université Saint Joseph in coordination with UNRWA
- Support to education for Palestine refugee children with special learning needs (e.g students withlight mental disorders, visual or hearing impairments)
- Initiatives aimed at integrating parents in the implementation of learning support activities
Lot 2: Coordination, empowerment and social accountability of the provision of education for Palestinerefugees in Lebanon
- Support to the consolidation of a participatory UNRWA-civil society-beneficiaries communication, coordination and social accountability mechanism for the implementation of formal and non formal education, including the reinforcement and integration of UNRWA's Learning Support Advisory Committee
- Awareness raising, empowerment and integration of Palestine refugees' parents in relation to the implementation of provision of education for their children
The following types of action are ineligible:
- actions concerned only or mainly with individual sponsorships for participation in workshops,seminars, conferences and congresses;
- actions concerned only or mainly with individual scholarships for studies or training courses;
Types of activity
- Training, capacity building, and provision of / access to coaching opportunities and specificexpertise;
- Design and provision of instructional material;
- Implementation of learning support programmes, including academic support programmes and lifebuilding skills programmes (sports, music, drama, outings, etc.)
- Provision of transportation systems for students in key locations where transportation is a majorobstacle to attain better school and learning support attendance;
- Psychosocial support
- Learning guidance and counselling
- Incentive initiatives to motivate attendance and prevention of drop out for students
Trang 10- Cohesion-building exercises / discussions among educational stakeholders (within UNRWA, civilsociety, parents and local authorities) aimed at the development of networks or platforms fordialogue / awareness-raising / advocacy on issues related to education of Palestine refugees;
- Workshops, seminars, debates, roundtables aimed at transforming the discussion over prioritisedissues into an specific actions;
- Study and research activities only as part of a wider range of activities and if contributing to thedevelopment, implementation or evaluation of the other activities proposed and of their outcomes;
- Organisation of community initiatives (including participation of parents);
- Monitoring/evaluating and watchdog activities;
This list is non-exhaustive and other types of activities may also be considered for funding provided they are
in accordance with the Programme’s requirements as set out in these Guidelines
Innovative activities addressing the priorities of this call are encouraged The applicants must nonethelessdemonstrate how the action will address the priorities targeted in this call for proposals
Applicants must comply with the objectives and priorities and guarantee the visibility of the EU financing(see the Communication and Visibility Manual for EU external actions specified and published by theEuropean Commission at http://ec.europa.eu/europeaid/work/visibility/index_en.htm)
Financial support to third parties
Applicants may not propose financial support to third parties
Visibility
Applicants must comply with the objectives and priorities and guarantee the visibility of the EU financing(see the Communication and Visibility Manual for EU external actions specified and published by theEuropean Commission at http://ec.europa.eu/europeaid/work/visibility/index_en.htm)
Number of applications and grants per applicant
An applicant may not submit more than one application under this Call for Proposals
An applicant may not be awarded more than one grant(s) under this Call for Proposals
An applicant may not be a co-applicant or an affiliated entity in another application at the same time
A co-applicant may not submit more than one application under this Call for Proposals
A co-applicant may not be awarded more than one grant under this Call for Proposals
A co-applicant may not be the applicant or an affiliated entity in another application at the same time
The affiliated entity(ies) may not take part in more than one application
2.1.5 Eligibility of costs: costs that can be included
Only ‘eligible costs’ can be covered by a grant The categories of costs that are eligible and non-eligible areindicated below The budget is both a cost estimate and a ceiling for ‘eligible costs’
The reimbursement of eligible costs may be based on any or a combination of the following forms:
actual costs incurred by the Beneficiary(ies) and affiliated entity(ies)
Trang 11 one or more simplified cost options.
Simplified cost options may take the form of:
unit costs: covering all or certain specific categories of eligible costs which are clearly identified in
advance by reference to an amount per unit
lump sums: covering in global terms all or certain specific categories of eligible costs which are
clearly identified in advance
flat-rate financing: covering specific categories of eligible costs which are clearly identified in
advance by applying a percentage fixed ex ante
The amounts or rates have to be based on estimates using objective data such as statistical data or any otherobjective means or with reference to certified or auditable historical data of the applicants or the affiliatedentity(ies) The methods used to determine the amounts or rates of unit costs, lump sums or flat-rates mustcomply with the criteria established in Annex K, and especially ensure that the costs correspond fairly to theactual costs incurred by the Grant Beneficiary(ies) and affiliated entity(ies), are in line with their accountingpractices, no profit is made and the costs are not already covered by other sources of funding (no doublefunding) Refer to Annex K for directions and a checklist of controls to assess the minimum necessaryconditions that provide reasonable assurance for the acceptance of the proposed amounts
The applicant proposing this form of reimbursement, must clearly indicate in worksheet no.1 of Annex B,each heading/item of eligible costs concerned by this type of financing, i.e add the reference in capitalletters to "UNIT RATE" (per month/flight etc), "LUMPSUM" or "FLAT RATE" in the Unit column (seeexample in Annex K)
Additionally in Annex B, in the second column of worksheet no.2, "Justification of the estimated costs" pereach of the corresponding budget item or heading the applicant must:
describe the information and methods used to establish the amounts of unit costs, lump sums and/orflat-rates, to which costs they refer, etc
clearly explain the formulas for calculation of the final eligible amount3
identify the beneficiary who will use the simplified cost option (in case of affiliated entity, specifyfirst the beneficiary), in order to verify the maximum amount per each beneficiary (which includes ifapplicable simplified cost options of its affiliated entity(ies))
At contracting phase, the Contracting Authority decides whether to accept the proposed amounts or rates onthe basis of the provisional budget submitted by the applicant, by analysing factual data of grants carried out
by the applicant or of similar actions and by performing checks established by Annex K
The total amount of financing on the basis of simplified cost options that can be authorised by theContracting Authority for any of the applicants individually (including simplified cost options proposed bytheir own affiliated entities) cannot exceed EUR 60 000 (the indirect costs are not taken into account) Recommendations to award a grant are always subject to the condition that the checks preceding the signing
of the contract do not reveal problems requiring changes to the budget (such as arithmetical errors,inaccuracies, unrealistic costs and ineligible costs) The checks may give rise to requests for clarification andmay lead the Contracting Authority to impose modifications or reductions to address such mistakes or

Trang 12inaccuracies It is not possible to increase the grant or the percentage of EU co-financing as a result of thesecorrections.
It is therefore in the applicant’s interest to provide a realistic and cost-effective budget.
Eligible direct costs
To be eligible under the Call for Proposals, costs must comply with the provisions of Article 14 of theGeneral Conditions to the Standard Grant Contract (see Annex G of the Guidelines)
Contingency reserve
The budget may include a contingency reserve not exceeding 5 % of the estimated direct eligible costs It can
only be used with the prior written authorisation of the Contracting Authority.
Eligible indirect costs
The indirect costs incurred in carrying out the action may be eligible for flat-rate funding, but the total mustnot exceed 7 % of the estimated total eligible direct costs Indirect costs are eligible provided that they do notinclude costs assigned to another budget heading in the standard grant contract The applicant may be asked
to justify the percentage requested before the contract is signed However, once the flat rate has been fixed inthe special conditions of the standard grant contract, no supporting documents need to be provided
If any of the applicants or affiliated entity(ies) is in receipt of an operating grant financed by the EU, it maynot claim indirect costs on its incurred costs within the proposed budget for the action
Contributions in kind
Contributions in kind mean the provision of goods or services to a Beneficiary(ies) or affiliated entity(ies)free of charge by a third party As contributions in kind do not involve any expenditure for a Beneficiary(ies)
or affiliated entity(ies), they are not eligible costs
Contributions in kind may not be treated as co-financing
However, if the description of the action as proposed includes contributions in kind, the contributions have to
be made
Ineligible costs
The following costs are not eligible:
debts and debt service charges (interest);
provisions for losses or potential future liabilities;
costs declared by the Beneficiary(ies) and financed by another action or work programme receiving aUnion (including through EDF) grant;
purchases of land or buildings, except where necessary for the direct implementation of the action, inwhich case ownership must be transferred to the final beneficiaries and/or local Beneficiary(ies),, atthe latest at the end of the action;
currency exchange losses;
credit to third parties
