STATE BOARD OF MEDICINE TAKES DISCIPLINARY ACTION WAKEFIELD: At its meeting today the state Board of Registration in Medicine took
disciplinary action against the medical licenses of Mark Beaumont, M.D., Louis J Frank, M.D., Amy L Fitzpatrick, M.D., Jeremiah O’Regan, M.D., Richard Goldwater, M.D., Stephen V
Friedman, M.D and Homayoon Aram, M.D
The Board revoked the license of Dr Mark Beaumont Dr Beaumont was found to have
maintained an inappropriate relationship with a patient, and inappropriately prescribed controlled substances for the patient Dr Beaumont is a 2003 graduate of Boston University School of
Medicine He is board certified in Family Medicine and has been licensed to practice in
Massachusetts since 2005
Dr Louis J Frank’s right to renew his license to practice was revoked His license was
summarily suspended by the Board in July 2011 The Board found that Dr Frank’s Vermont
medical license was revoked for inappropriate prescribing and failure to maintain appropriate
boundaries with patients Dr Frank is a 1980 graduate of the Autonomous University of Ciudad Juarez He is board certified in Anesthesiology and practiced Psychiatry Dr Frank has been
licensed in Massachusetts since 1982
The Board revoked the limited license of Dr Amy L Fitzpatrick The Board found that Dr
Fitzpatrick practiced medicine while impaired She may apply for a new limited license after
demonstrating 18 months of continuous sobriety, and entry into a Probation Agreement with the Board Dr Fitzpatrick is a 2006 graduate of Boston University School of Medicine She has held
a limited license since 2006
The Board indefinitely suspended the license of Dr Jeremiah O’Regan, finding that he practiced medicine while impaired He may petition the Board for a stay of the suspension upon
documentation of 18 months of continuous sobriety and his fitness to practice Any stay would
Trang 2require his entry into a Probation Agreement providing for monitoring and approval of a practice plan by the Board Dr O’Regan is a 1997 graduate of Yale University School of Medicine He is board certified in Diagnostic Radiology and has been licensed to practice in Massachusetts since 2002
Dr Richard Goldwater was reprimanded and fined $1,500 for practicing medicine without medical malpractice insurance for a period of approximately fifteen months Dr Goldwater is a
1967 graduate of Boston University School of Medicine He practices Psychiatry and was first licensed in Massachusetts in 1969
The Board reprimanded Dr Stephen Friedman The Board found that Dr Friedman engaged in conduct that undermines the public confidence in the practice of medicine Dr Friedman is a
1995 graduate of Boston University He is board certified in Emergency Medicine and has been licensed in Massachusetts since 1998
In a final matter, the Board accepted the resignation of Dr Homayoon Aram’s license to practice medicine Resignation is a disciplinary action that permanently removes a physician from
practice Dr Aram is a 1959 graduate of Tabriz University Faculty of Medicine in Iran He is board certified in Dermatology and has been licensed in Massachusetts since 1988
The Massachusetts Board of Registration in Medicine licenses more than 40,000 physicians, osteopaths and acupuncturists The Board was created in 1894 to protect the public health and safety by setting standards for the practice of medicine and ensuring that doctors who practice in the Commonwealth are appropriately qualified and competent The Board investigates
