In early 1970, Dr G Robert Darnes brought together a small group of individualsinterested in the transfer student process It was Dr Darnes' idea to create anetwork of individuals around the state who could work toward improving channels ofcommunications, identifying problems and concerns, and arriving at solutions related tothe transfer process
This first meeting hosted by DePaul University and the early initiatives of Dr Darnes
of the Illinois Community College Board were the beginning of what we now refer to asthe Transfer Coordinators of Illinois Colleges and Universities
Each president of a public or private senior institution or a public community collegewas asked to designate an individual to serve as the college's Transfer Coordinatorwhose responsibility would involve communicating with other institutionalrepresentatives on transfer matters The Transfer Coordinator would serve as afacilitator, a resource person, a referral agent, and a problem solver on transfer issues
The Coordinators began meeting formally in conjunction with the annual fall meeting ofthe Illinois Council of Community College Administrators In these early years, theCoordinators were divided into two groups, those from two-year institutions and thoserepresenting the four-year colleges and universities Each elected a chairperson Thetwo groups met separately and as a combined group
The issues and concerns of both groups were common to the student and the transferprocess Sometime later, the two groups merged into one body and began holding twocombined meetings annually, one in the fall and the other in the spring
The group has continued to meet on a regular basis without any formal organizationalstructure Currently, membership includes each Illinois public two- and four-yearinstitution and 37 private four-year and two-year institutions Representatives fromthe Illinois Community College Board and the Illinois Board of Higher Education alsoparticipate
Specific responsibilities of a Coordinator may include but are not limited to thefollowing:
Coordinates the course articulation between the two-year and four-year collegesand universities in Illinois as it affects the students transferring from oneinstitution to another
Processes "Course Articulation Exhibit Forms"
Arranges articulation workshops for faculty including visits to a campus
Prepares course equivalency tables for in-house and external uses
Trang 4Serves as an advocate for the student who transfers from one institution toanother.
Coordinates or oversees the publications prepared for the transfer student and/oradvisers such as the counselor advisement catalogs, curriculum guides, advisinghandbooks, and general or program brochures
Coordinates information regarding the transfer process
Coordinates all communication regarding course and program articulation activities.Monitors and reports on the academic progress and mobility of students
Represents the institution at meetings of the Transfer Coordinators
Serves in a liaison role between institutions and ICCB
Activities involving the Transfer Coordinators:
Participating in Phase I of the Illinois Articulation Initiative including appointment
of Transfer Coordinator representatives to the steering panel and generaleducation panels, and each baccalaureate major panel
Participating in the development of a computerized database of general educationcourses and courses identified in the various majors
Developed and implemented a statewide "Course Articulation Form" and process.Conducted a "Statewide Study on Articulation."
Developed and supported three longitudinal statewide follow-up studies of transferstudents
Conducted statewide subject matter conferences
Developed a model associate degree program for select disciplines
Developed an articulated course syllabus for the introductory computer course forbusiness majors

In 1993, the IBHE and the ICCB initiated a new system for articulating courses andprograms on a statewide basis named the Illinois Articulation Initiative (IAI) TheTransfer Coordinators were requested to be a full partner in implementing this newsystem The IAI uses panels consisting primarily of faculty members but also includingtransfer coordinators representing community colleges, public universities and privateinstitutions from throughout the state to articulate courses in each discipline area on astatewide basis The IAI panels developed a transferable General Education CoreCurriculum designed to satisfy the general education requirements for incomingtransfer students at all participating institutions (currently over 100 colleges anduniversities in Illinois) and to become effective for new freshmen entering the 1998summer term Other IAI panels are articulating the courses needed by freshmen andsophomores in majors The combination on general education courses and major fieldcourses will enable transfer students to complete both requirements and be assuredthat they are taking courses that are not only acceptable but applicable to degreeprogram requirements after transfer Information about the Illinois ArticulationInitiative (IAI) and the statewide articulated courses at each of the participatinginstitutions is available on the World Wide Web at <http://www.iTransfer.org>
