Subject: APS’ 2011 WECC Annual Progress Report

In accordance with the reporting guidelines established by the WECC Planning Coordination Committee, progress on the following significant additions and changes to the Arizona Public Service Company's system for the 2011-2020 periods are being reported

Palo Verde - Delany 500kV line

Palo Verde - Delany 500kV line: The project will increase the export/scheduling capability from the Palo Verde area to provide access to both solar and gas resources This is a joint participation project with APS as the project manager The initial plan of service for the project will be a 500kV line between the Palo Verde Switchyard and Delany Switchyard This line is approximately 15 miles The expected in service date is 2013

Delany - Sun Valley 500kV line

Delany–Sun Valley 500kV line: The project will include development of a new station Sun Valley in the north of Phoenix, in the area of the CAP's Hassayampa Pumping Station and a 500kV transmission line approximately 35 miles long connecting the new site with the Delany 500kV high voltage yard It also consists of the 500/230kV transformer with associated 230kV station at Sun Valley This new line will

be needed to serve projected need for electric energy in the Northwest part of the Phoenix metropolitan area It will increase the import capability to the Phoenix metropolitan area as well as increase the export capability from the Palo Verde area The Arizona Corporation Commission (ACC) approved APS’ preferred route for this new line It is anticipated the line will be a joint participation project with APS, SRP, and the Central Arizona Project (CAP) with APS the project manager The expected in service date is 2014

Sun Valley – Morgan (TS9) 500kV line

Sun Valley–Morgan 500kV line: This project will add scheduling capability between the Palo Verde Hub and the Southern Navajo system near Westwing This project consists of approximately 40 miles

of 500kV line from the Sun Valley Substation to Morgan 500kV Station near the existing 230kV

Raceway Station It is anticipated the line will be a joint participation project with APS, SRP and CAP with APS the project manager The expected in service date is 2016 (The TS9 Substation has been renamed to the Morgan substation.)

Morgan (TS9 )- Pinnacle Peak 500kV line

Morgan – Pinnacle Peak 500kV line (this project was completed and line energized in November 2010) This project adds import capability to the Phoenix Metropolitan area and strengthens the transmission system on the east side of the Phoenix Metropolitan valley This project consists of approximately 26 miles of 500kV single –circuit line from the Morgan 500kV Substation to a new 500kV Pinnacle Peak Station near the existing 230kV Pinnacle Peak Station and includes 500/230kV transformers at Pinnacle Peak This project also consists of looping one of the Southern Navajo lines north of Westwing in and out of the Morgan 500kV Station and includes a 500/230kV transformer at Morgan Station This line is a joint participation project with APS and SRP with APS the project manager (The TS9 Substation has been renamed to the Morgan Substation.)

Palo Verde (or vicinity) – North Gila 500kV line

Palo Verde (or vicinity) – North Gila line: This project will provide transmission capacity and import capability into the Yuma area required to supplement limited transmission and generation resources

in the Yuma area This project consists of approximately 115 miles of single-circuit 500kV line from the Palo Verde (or vicinity) Substation to the existing North Gila 500kV Substation and will include a 500/230kV transformer at North Gila It is anticipated the line will be a joint participation project The expected in service day is 2014

Additional plans of APS include:

Various 230kV system upgrades that are designed to increase load serving capability, voltage support and enhance reliability of the APS's transmission system performance will be reported to WECC in the document entitled 'Summary of Significant Transmission Additions and Changes" The reported system facility additions will not have a significant impact upon the WECC bulk interconnected transmission system performance and a Progress Report will not be made

Other APS 230kV Transmission Projects:

o Morgan - Raceway – Avery – Scatter Wash(TS6) – Pinnacle Peak 230kV line (in service 2013) (TS6 Substation has been renamed to Scatter Wash Substation)

o Sundance – Pinal Central 230kV line (in service 2014)

o Sun Valley – Trilby Wash 230kV line (in service 2014)

o North Gila –TS8 230kV line (in service 2014)

o Palm Valley – TS2 – Trilby Wash 230kV line (in service 2015)
