1.2 ABOUT THE HO ACPERS DATA

“The Headquarters Army Civilian Personnel System (HQ ACPERS) isa data repository utilized 10 suppor the civilian personnel stength reporting and management information requirements of HQDA, PERSCOM, DOD, OPM, DMDC, the Army Major Commands and sub-Commands, and other headquarters-level Army activities

HQ ACPERS maintains selected personnel data for over 300,000 appropriated and non-

appropriated fund Army employees, including:

Regular ative-pay U.S citizens

Special employment program employees

Separated former employees

Direct-hire non-US citizens

Indirec-hie non-US, citizens

[Non-pay status employees

Intermittent work schedule employees

Data is updated weekly using input from the Defense Civilian Personnel Data System (DCPDS), the Modem System (MDCPDS) and from all non-Amy systems that service Army employees

‘A data reconciliation is executed at month end to ensure all transactions have been captured for hat month,

‘The information is stored ina series of database tables located atthe Hoffinan Center in

Alexandria, VA This information can be accessed using Computer Associates

CA-DATAQUERY software, via hard copy reports and through the WEB To access HQ

Data element short names are used to access data via CA-DATAQUERY

HQ ACPERS data element (DE) names, used to acess data from the HQ ACPERS database, are S8-characters or shorter, often contain a hyphen, and are mostly mnemonic, e.g, the short name {for “Pay Grade/Level” is PAY-GRD” The topic 2.2 index of Data Elements by Name includes alist of elements ordered by HQ ACPERS Data Element Name

Defense Civilian Personnel Data System (DCPDS) Data Identifieation Numbers, called “DINS”, are used 19 access data from the Field (CPO-evel) system DINs are 3-characters long, contain Jewiers or numbers, and are not remonic DINS are included inthe HQ ACPERS DED as a tool for cross referencing HQ ACPERS data elemenis to the DCPDS system The topic 2.3 Index of | Data Elements by Data Identification Number (DIN) includes alist of elements ordered by CPDS DIN name

‘The length ofa data element field is extremely important as you must code a database query with the proper number of digits fora data element

To handle dates that include the century withthe year, a numberof date fies in HQ ACPERS are defined as 8-digt fields inthe database: the 6ligit versions of these date fields are also available (see topic 24 Index of Data Elements by Date Field Format)

For data elements sored in HQ ACPERS as numeric (and also for some data elements that are considered numeric in value but are defined as alphanumeric), a leading zero is required

Examples

Pay Grade and Pay Step fields ae stored with leading zero, e8., "07", "09", LI"

(Occupational Series codes are stored witha leading zero, e "0201

Salary Wage - Basic is stored as 8-igits, consisting of 6-igures plus 2-decimals, e
