At the beginning of the twenty-first century, InformationTechnology (IT) has made the world develop at anunprecedented speed Science and technology havefundamentally changed all world’s activities, the way peoplelive, communicate and work [23, 115] Integrated IT in teaching
is strongly interested and developed as an inevitable trend tomeet the requirements of the knowledge economy and is
considered the "key" to continuously improving the quality of
education [109] Possessing versatile utilities, IT is considered atool and an effective means to make a breakthrough in teachingmethod innovation including the teaching of History andGeography (H&G) History and Geography teaching sessionswith the use of IT contribute to creating an exciting learningatmosphere, helping students sharpen skills, developingindependent and creative thinking, fueling passion, interest, andself-consciousness in studying and researching as well asforming a healthy and pure attitude with subject knowledge,and building students’ right awareness and actions in life.However, for many years, the integration of IT inteaching in high schools and teacher training institutions stillhas many shortcomings and has not met practical requirements.The Central Highlands region, home to 47 ethnic groups, ischaracterized with a lower economic and social situation thanmany other regions in the country, worsening that problem.These limitations have significantly affected the quality ofteaching in general, the teaching of H&G at primary schools inparticular, as well as the training of primary school teachers
The Party and State affirmed: "IT is one of the most important drivers of development"[9], “is the driving force for innovation in management, content, teaching and learning methods, testing and assessment in education and training.”[99], and at the same time set requirements for higher
education which provides a workforce for society According to
Trang 10Directive No.16/CT-TTg dated May 4, 2017, of the Prime
Minister "On enhancing competence to approach the fourth industrial revolution", it is clearly stated that higher education
institutions have to train the workforce to be capable ofadapting to the Fourth Industrial Revolution[101] The use of IT
in teaching is regulated as one of the professional competencies
that teachers, including primary teachers, are required to
achieve according to the professional standards which were
issued together with Circular No 20/2018/TT-BGDĐT datedAugust 22, 2018[17] In the new context where the teacher rolesare changed, as an indispensable mission, teachers need toapply technological innovations to the teaching and learningprocess Thereby, teachers do not only have to integrate IT butalso need to build IT competence in teaching This requiresuniversities with pedagogy faculty to equip students with thecompetence to integrate IT into teaching right in the trainingprocess to ensure that graduates would meet and perform wellthe functions and duties of teachers in the new era
Tay Nguyen University (founded in 1977) is the earliesteducational institution in the Central Highlands region to trainundergraduate degrees in Primary Education (PE) Since 1997,the school has trained more than 2000 PE students who wouldwork in most of the Central Highlands, South Central, andmany regions of the country In the context of the industrialrevolution 4.0, Tay Nguyen University is required to trainstudents of all disciplines in general, and PE discipline inparticular, to acquire IT competence to meet the requirements
of educational development and innovation as well as the reality
of teaching in the Central Highlands region
The competence to integrate IT in teaching includingH&G teaching is one of the essential professional competencies
of primary teachers to meet the requirements of the industrialrevolution 4.0 and the educational practice of Vietnam.Therefore, it is very necessary to build the competence tointegrate IT for PE students to teach H&G subjects inconsideration of Vietnam’s situation and the general trend ofthe world

"Forming competence to integrate information technology into teaching of History and Geography in training primary school teachers at Tay Nguyen University” as our doctoral
dissertation, majoring in Theory and Teaching Methods ofHistory subject, code 62.14.01.11
2 Object and scope of research
2.1.The object of the study is the process of developing
competence to integrate IT into teaching History andGeography subjects and pedagogical measures to form thiscompetence in the training of primary school teachers
2.2.The scope of the study is related to the theory and
methods of teaching H&G, the content of applied knowledge,and the survey and experimental areas In particular, the studyfocuses on surveying and experimenting mainly in the CentralHighlands region and Tay Nguyen University - the onlyuniversity in the Central Highlands region to train primaryschool teachers at university level (from 1997 to September2018)
3 Purpose and tasks of research
3.1 Purpose
On the basis of affirming the role and significance ofdeveloping competence to integrate information technology intoteaching H&G for PE students, the study identifies the contentand the collection of evaluation criteria and proposespedagogical measures to form the competence to integrate ITinto teaching H&G in the training of primary school teachers atthe Tay Nguyen University
of pedagogical teachers of students in general, and competence
to integrate IT into teaching H&G of PE teachers and students
in particular
Trang 12- Survey and assess the practice of teaching H&G atprimary schools in the Central Highlands and the practice ofdeveloping competence to integrate IT into teaching H&G inthe course of training primary school teachers at the TayNguyen University.
- Analyze and evaluate the training program for PE major
at the Tay Nguyen University with the formation of students’competence to integrate IT into teaching subjects includingH&G
- Determine the requirements and basis, and develop thecontent, and evaluation criteria for the competency frameworkfor integrating IT into teaching H&G of PE students
- Develop program content and propose pedagogicalmeasures to form the competence to integrate IT into teachingH&G in the training of primary school teachers at the TayNguyen University
- Conduct a pedagogical experiment to evaluate thefeasibility of the pedagogical measures proposed by the thesis
4 Methodological basis and research methods
4.1.The methodological basis of the subject is based on
the views and perceptions of Marxism - Leninism, Ho ChiMinh's thought, the leadership of the Party and State of Vietnam
on education and training including teacher training Inaddition, the thesis also references the works of psychologists,educators and historical educators related to the researchproblem
4.2 Along with complying with the principles of
scientific research in general, due to the content and nature ofthe topic, we mainly use the following 04 categories ofeducational scientific research methods: theoretical research,practical research, pedagogical experiments, and mathematicalstatistics
5 Scientific hypothesis
The training of primary school teachers at Tay NguyenUniversity has made certain achievements, but graduates stillface barriers when integrating IT into teaching H&G Theformation of IT application competence will contribute to
Trang 13improving the quality of primary school teachers' training toteach H&G, and teaching objectives will be accomplished if thecontent of the competency framework, evaluation criteria, andappropriate measures to form IT application competence areidentified.
6 Dissertation contribution
- Affirm the role and significance of the formation of ITapplication competence for PE students in teaching in general,and in H&G teaching in particular
- Provide a comprehensive pITure of the H&G students’competence in IT application at Tay Nguyen University inlearning, pedagogical practicum, and teachers' competence tointegrate IT in teaching H&G in primary schools in the localschools in Central Highlands provinces
- Develop content, evaluation criteria for the competencyframework, and the content of the modules of competencyformation to integrate IT into teaching H&G in the training ofprimary school teachers at the Tay Nguyen University
- Propose pedagogical measures to form competence tointegrate IT into teaching H&G in the training of primaryschool teachers at the Tay Nguyen University; conductpedagogical experiments and draw conclusions andrecommendations
7 Significance
7.1 Theoretical significance: The research outcomes of
the dissertation contribute to enriching the theoretical system on
IT application and the formation of competence to integrate ITinto teaching H&G, training teachers in general, and trainingprimary teachers in particular
7.2 Practical significance: The research outcomes are
applied in the process of training to equip PE students withcompetence to integrate IT into teaching H&G at Tay NguyenUniversity as well as to foster primary teachers in thecompetence At the same time, the research outcomes ondeveloping competence to integrate IT into teaching H&G are areference for lecturers of colleges and universities that trainprimary teachers, graduate and Ph.D student, etc majoring in

First: Studies have continued to confirm the role and
significance of integrating IT into teaching including H&Gteaching and affirm that IT competence is one of the corecompetencies to equip learners who are, first and foremost,teachers and pedagogical students in the 21st century
Second: Studies have indicated the factors affecting
teachers' IT application and considered equipping pedagogicalstudents with IT application competence in the training process
as an urgent requirement
Third: Competency frameworks put forth by international
organizations such as UNESCO, ISTE, etc., especially theUNESCO ICT competency framework for teachers is the basisfor many countries, including Vietnam, to develop standardsand technology competency frameworks in teaching forteachers and pedagogical students in accordance with theobjective and subjective conditions of each country and trainingmajor

for teachers and pedagogical students, it is necessary to employinternational macro measures and policies of each nation,education system, training institution, training program, and
specific programs associated with each subject to influence
positive attitudes and beliefs about technology, and enhanceskills and technology integration experience
Fifth: Studies have also pointed out that, to equip
teachers/students with IT application skills, stand-alonetechnology training courses are not enough The courses should
be organized in this sequence: Content knowledge (CK),Pedagogical knowledge (PK), and Technological Knowledge(TK), and the integration of these elements in the specificteaching situation of each subject (TPACK) TPACKframework is considered the solution to the problem whenintegrating IT in teaching in accordance with the characteristics
of each subject
Sixth: Domestically, there have been many studies on the
framework of IT application competence along with proposedmeasures to form and develop IT application competence forpedagogical students of Chemistry, Mathematics, English,Informatics, Pedagogical Education, etc This is an importantbasis for the author to research and apply to the dissertation in acreative manner
Seventh: IT application competence in teaching H&G has not been studied specifically, but many works have shown the
great importance and significance of its application in teachingH&G
Through an overview of international and domesticworks related to the dissertation topic, the work inherits thefollowing basis:
First: General theoretical issues about teaching methods
and methods of IT application in teaching in primary schoolsincluding teaching H&G
Second: UNESCO ICT competency framework for
teachers and Technological pedagogical content knowledge(TPACK) are international standards and experiences in
Trang 17building and equipping IT competence for teachers and studentsthat we have employed in our dissertation to ensure that it notonly reflects the educational practice of Vietnam but also meetsthe requirements of world education and training development.
Third: The framework of IT application competence,
along with the proposed measures to form and develop thecompetence of IT application for students of Chemistry,Mathematics, English, Informatics, pedagogical students,primary teachers, etc that have been studied, experimented andtested in Vietnam are an important basis for the author to studyand apply in accordance with the characteristics of the subjects,training majors and subjects in her dissertation
Fourth: Theoretical issues of IT application in teaching
H&G; Teaching methods that are informed of the subjectspecifics are solid theoretical foundations for the topic whenbuilding a human resource framework and proposing measures
to equip PE students with IT application to teach H&G
1.3.2 The issues that the dissertation continues to resolve
First, clarify concepts and terms: competence, IT,
competence to integrate IT into teaching H&G Also, based onunderstanding the trends of IT application in education andtraining; objectives of teaching H&G at primary level;professional standards for primary school teachers; the content
of the H&G curriculum in 2018 General Education Curriculum;the requirements of innovation in teaching methods, it isnecessary to analyze the role and significance of developingcompetence to integrate IT into teaching H&G and explain thenecessity of developing competence in the training of primaryteachers
Second, conduct a general assessment of IT application
competence to teach H&G of primary school teachers and thecurrent situation of developing competence to integrate IT intoteaching H&G in the training of primary teachers at the TayNguyen University from the results of surveys Thereby, thedissertation raises practical problems to be solved
