Developing management-level personnel at International TravelEnterprises synchronously in quantity, structure and quality according tothe requirements of business management and administration not onlyhelps the international travel enterprises have a team of highly qualified,
as well as powerful, management force at all levels; which also helps theinternational travel business to orient the right strategic developmentgoals, organize the implementation of professional activities andespecially have the ability to effectively manage changes in the newbusiness context Therefore, development of management-levelpersonnel is an urgent requirement for all of international travelenterprises in our country
Currently, the majority of international travel enterprises in Hanoi aresmall and medium enterprises, so the development of management-levelpersonnel has received little attention, lacking specific strategies anddevelopment plans; The quality and qualifications of managers atinternational travel enterprises are still low, management capacity is stilllimited; Professional skills and professionalism are not high; Foreignlanguage skills, working experience and management experience are stillweak; The arrangement and use of management-level personnel issometimes not suitable with qualifications, training expertise andworking positions; Training and development methods are still poor; Theremuneration policy for management-level personnel is not attractive;Enterprises have not paid much attention to evaluating the effectiveness

The research objective of the thesis is to propose a number ofsolutions and recommendations with scientific and practical basis todevelop management-level personnel at international travel enterprises ofHanoi in the period to 2030
In order to reach that goal, the tasks of the thesis include:
- Overviewing the research situation, identifying research gaps andclearly explaining the research methods of the topic
- Systematizing some basic theoretical issues on development ofmanagement-level personnel at international travel enterprises; studyingthe practical experience of developing management-level personnel anddrawing lessons for international travel enterprises in Hanoi
- Surveying and analyzing the current situation of developingmanagement-level personnel in international travel enterprises in Hanoi;thereby assessing the successes and limitations, and at the same timedetermining the objective and subjective causes of those successes andlimitations

The thesis used quantitative data analysis method to test thereliability in the research framework on factors affecting thedevelopment of management-level personnel at international travelenterprises in Hanoi, analyzing the average value of factors, using multi-variable regression analysis to determine the degree of the impact of eachfactor on the development of management-level personnel atinternational travel enterprises of Hanoi

1.1 Literature review and research gap
In the literature review, the author synthesizes scientific worksrelated to the research subject of the thesis, including 3 issues: (1) travelbusinesses and international travel enterprises; (2) Human resources andmanagement-level personnel in the enterprise; (3) Human resourcedevelopment and management-level personnel development in theenterprise
From the summary of previous studies, the author found that thesestudies have not studied and approached systematically andcomprehensively on development of management-level personnel atinternational travel enterprises in Hanoi Those studies have also notfully pointed out the contents of development of management-levelpersonnel, the activities of development of management-level personnel,evaluation criteria for management-level personnel development, factorsaffecting development of management-level personnel in travelbusinesses in general and international travel enterprises in particular.Realizing those gaps, the author will continue to research, discoverand clarify the following issues:

as "an enterprise with an international travel business license, responsiblefor develop and sell package or partial tour programs at the request ofguests to serve international tourists coming to Vietnam and touristsgoing abroad and international travel enterprises licensed to do travelbusiness inland"
