1 GIỚI THIỆU TÓM TẮT
Hội thảo chuyên đề và các buổi tọa đàm được thực hiện với sự tài trợ của quỹ nghiên cứu và giáo dục
Newton Fund của Anh Quốc và trực tiếp quản lý bởi Hội Đồng Anh, trong khuôn khổ dự án “Newton Fund
Researcher Links Workshop Grants”, nhằm tạo điều kiện và môi trường thuận lợi, cũng như tạo ra các kết
nối và mạng lưới hợp tác về nghiên cứu và giáo dục giữa các nhà nghiên cứu và khoa học trẻ (Early Career
Researchers) của Anh Quốc và khối ASEAN (các quốc gia Đông Nam Á, đặc biệt là Việt Nam, Thái Lan và Malaysia)
Trong 3 ngày tổ chức hội thảo chuyên đề và các buổi tọa đàm, các nhà nghiên cứu và khoa học trẻ sẽ cùng nhau sẻ chia và trao đổi các kinh nghiệm về nghiên cứu và giáo dục, có sự hỗ trợ và tư vấn trực tiếp từ các chuyên gia nghiên cứu và giáo dục có nhiều kinh nghiệm, để các nhà khoa học trẻ từ Anh Quốc và khu vực ASEAN có được những hỗ trợ và định hướng một cách hiệu quả về cả chuyên môn nghiên cứu giáo dục và lập nghiệp, tạo ra những kết quả nghiên cứu và giáo dục có tính tác động tích cực và rộng lớn ở phạm phi toàn cầu
Những nhà nghiên cứu và khoa học trẻ từ Anh Quốc và khu vực ASEAN được lựa chọn tham dự hội thảo chuyên đề và tọa đàm sẽ được tài trợ các chi phí liên quan tới việc tham dự hội thảo, bao gồm có chi phí
về vé máy bay, chổ ở và phí tổ chức sự kiện và hoạt động của hội thảo
Các hoạt động tổ chức của hội thảo với sự đóng góp và tham dự của các nhà nghiên cứu và khoa học đến
từ Anh Quốc và khu vực ASEAN sẽ trực tiếp đẩy mạnh hợp tác về nghiên cứu và giáo dục giữa Anh Quốc
và Việt Nam, đặc biệt là tăng cường về hợp tác của Mạng lưới liên kết về Giáo dục, Đổi mới và Khởi
nghiệp giữa Anh Quốc và Việt Nam (UK-Vietnam Network in Higher Education, Innovation &
Entrepreneurship (HEIE): www.vuheie.org ) Trên cơ sở sự hợp tác bền vững và hiệu quả giữa Anh Quốc
và Việt Nam, hội thảo chuyên đề này sẽ mở rộng hoạt động hợp tác và kết nối về nghiên cứu và giáo dục giữa các quốc gia trong khu vực ASEAN, nhấn mạnh và tập chung vào việc sẻ chia kinh nghiệm và tri thức
về nghiên cứu, giáo dục, sáng tạo và khởi nghiệp, từ đó tạo ra những tác động và ảnh hưởng tích cực và
trực tiếp vào sự phát triển bền vững về kinh tế và xã hội, đặc biệt là nâng cao chất lượng sống và sức khỏe cho nhóm dân cư già hóa (người trung niên và cao tuổi)
2 NỘI DUNG CỦA HỘI THẢO CHUYÊN ĐỀ VÀ TỌA ĐÀM
Mục tiêu trọng tâm và chủ đề của hội thảo chuyên đề và các buổi tọa đàm đó là trình bày và thảo luận về
“Các giải pháp hiệu quả về chi phí và công nghệ hỗ trợ cho nhóm dân cư già hóa và có thu nhập thấp ở
các nước đang phát triển”
Trang 2triển bền vững của một nền kinh tế của quốc gia và khu vực
Lão hóa dân số là sự gia tăng độ tuổi trung bình của dân số một vùng do tuổi thọ trung bình tăng và/hoặc
tỷ suất sinh giảm Ở hầu hết các nước, tuổi thọ trung bình tăng lên và dân số bị lão hóa Xu hướng này ban đầu tăng cao ở các nước có nền kinh tế phát triển, nhưng nay cũng thấy ở các nước kinh tế kém phát triển hơn Liên Hợp Quốc dự đoán tỷ lệ lão hóa dân số trong thế kỷ 21 sẽ vượt mức thế kỷ trước, và số người trung niên và cao tuổi dự đoán sẽ chạm mốc 2,1 tỉ người trước năm 2050 Sự lão hóa dân số của vực ASEAN cũng sẽ tăng nhanh, và nhóm người ở độ tuổi làm việc (working-age adults) sẽ giảm từ 10 tới 15% tới năm 2040 Hiện nay, khoảng 10% dân số Việt Nam trên 65 tuổi, và sẽ tăng lên 20% trong vòng 18 năm tới
Các bài trình bày và tọa đàm trong 3 ngày hội thảo này được tổ chức nhằm đưa ra những vấn đề trọng yếu, nhận dạng các thách thức và trở ngại liên quan tới lão hóa dân số, mà các nước đang phát triển như Việt Nam và khu vực ASEAN sẽ đối mặt và phải xử lý, để bảo đảm cho việc nâng cao chất lượng sống và
sự phát triển bền vững về kinh tế và xã hội của quốc gia và khu vực
Cụ thể hơn, hội thảo sẽ tập chung vào việc trình bầy và thảo luận về các giải pháp hiệu quả về chi phí (cost-effective solutions) và công nghệ hỗ trợ (assistive technologies), phục vụ cho nhóm dân cư có tuổi
thọ cao (người trung niên và cao tuổi), đặc biệt là nhóm dân cư có thu nhập thấp ở các nước đang phát triển, để chất lượng sống của họ được tốt hơn, gián tiếp đóng góp vào sự phát triển bền vững cho các nước đang phát triển
Các chủ đề thảo luận và trao đổi cũng như tọa đàm trong 3 ngày hội thảo gồm có:
(1) Các thách thức, trở ngại và vấn đề từ việc lão hóa hay già hóa dân số ở các nước đang phát triển
(2) Các giải pháp hiệu quả về chi phí và các công nghệ hỗ trợ cho nhóm dân cư già hóa để họ có sức khỏe
và chất lượng cuộc sống tốt hơn
(3) Lộ trình 3-5-10 năm cho việc nghiên cứu và phát triển về các giải pháp hiệu quả về chi phí và các công nghệ hỗ trợ cho nhóm dân cư già hóa, giúp cho các quốc gia đang phát triển giải quyết các vấn đề liên quan tới sự lão hóa dân số
(4) Những vấn đề về kinh tế và sức khỏe cộng đồng (Y tế công cộng) liên quan tới lão hóa dân số
Bên cạnh các hoạt động trao đổi học thuật giữa các nhà nghiên cứu đến từ Anh Quốc và khu vực ASEAN, hội thảo cũng sẽ tổ chức các bài trình bày và tọa đàm từ (1) các tổ chức tài trợ nghiên cứu và giáo dục trong và ngoài nước (Hội đồng Anh – British Council, NAFOSTED, NATIF), (2) các chuyên gia có nhiều kinh nghiệm hợp tác quốc tế về nghiên cứu và giáo dục, và (3) các công ty công nghệ cao đang hoạt động ở Việt nam và khu vực ASEAN
Các hoạt động và trình bày từ các tổ chức tài trợ nghiên cứu, đặc biệt là những sẻ chia kinh nghiệm và hỗ trợ từ các chuyên gia có nhiều kinh nghiệm hợp tác quốc tế, sẽ giúp cho các khoa học trẻ có những hỗ trợ và định hướng một cách hiệu quả về phát triển nghề nghiệp và xây dựng mạng lưới hợp tác hiệu quả trong và ngoài nước

WORKSHOP OUTLINE:
Newton Researcher Links Workshops bring together early-career researchers from the UK and partner countries to
make international connections that can improve the quality of their research As part of this programme, we are
now inviting Early Career Researchers from the UK, Vietnam, Thailand and Malaysia to apply to participate in the
above workshop The workshop will provide a unique opportunity for sharing research expertise and networking During the workshops early career researchers will have the opportunity to present their research and discuss this with established researchers from the UK, Vietnams and other ASEAN countries (Vietnam, Thailand and Malaysia) There will be a focus on building up links for future collaborations and participants selected on the basis of their research potential and ability to build longer term links
For researchers from the UK, Thailand and Malaysia, the costs related to the participation to the workshop, including: international travel, accommodation and meals for selected participants will be covered by Newton Fund Costs for the visa will be covered; however, participants will be responsible for making all the necessary arrangements to obtain the appropriate visa For other researchers, the registration fee, meals and field trip will be covered for selected participants The British Council and organisers of the workshop accept no responsibility for any problems which may occur when the participants are in-country
WORKSHOP THEMES AND TOPICS:
By 2040, the greying of the population could shrink the number of working-age adults by from 10% to 15% in ASEAN Especially, Vietnam’s population is ageing even more quickly In 2017, more than 10 % of the population of Vietnam
is 60 & older; and in 15–20 years the elderly will account for 33% of the total population Vietnam’s senior citizens aged 65 and older is expected to double from 7 % to 14 % in 18 years This workshop is organised to address the core issues, problems & challenges about ageing populations that developing countries have to face, focusing on cost-effective solutions & assistive technologies, which are directly benefited by the low-income ageing populations
in the ASEAN region The following are the core topics and themes (T) to be addressed at the workshop:
(1) T1: Challenges & problems caused by ageing populations in developing countries;
(2) T2: Cost-effective solutions & assistive technologies for healthy low-income ageing populations;
(3) T3: The 3-5-10 years road-maps of assistive technologies & cost-effective solutions for developing countries to tackle problems of ageing populations;

ELIGIBILITY CRITERIA:
- Applications must be submitted using the Researcher Links application form
- Application must be submitted before the deadline of 25 th June 2018
- Participants must be Early Career Researchers: Early Career Researchers are defined as holding a PhD (or having equivalent research experience) and having up to 10 years post-PhD research experience They are equivalent to the ‘Recognised Researcher’ and sometimes ‘Established Researcher’ categories in the EU framework for researchers’ careers
- Participants must have a research or academic position (a permanent post, research contract, or fellowship etc.)
at a recognised research institution either in the UK, Vietnam or other ASEAN countries
- Please note that participants are expected to attend all sessions of the workshop
