To improve the health of women through the establishment
of Offices of Women’s Health within the Department
of Health and Human Services
Be it enacted by the Senate and House of
Trang 2SEC 2 HEALTH AND HUMAN SERVICES OFFICE ON
Trang 3‘‘(3) monitor the Department of Health and 1
Human Services’ offices, agencies, and regional 2
tivities regarding women’s health and stimulate 3
ac-tivities and facilitate coordination of such 4
depart-mental and agency offices on women’s health;
Trang 4facilitating the development of materials for 1
such technical assistance);
‘‘(7) through publications and any other means 6
appropriate, provide for the exchange of information 7
between the Office and recipients of grants, 8
con-tracts, and agreements under subsection (c), and 9
be-tween the Office and health professionals and the 10
Trang 5‘‘(d) REPORTS.—Not later than 1 year after the date 1
of enactment of this section, and every second year 2
there-after, the Secretary shall prepare and submit to the 3
appro-priate committees of Congress a report describing the 4
ac-tivities carried out under this section during the period 5
for which the report is being prepared
Trang 6or-ders, determinations, rules, regulations, permits, 1
agree-ments, grants, contracts, certificates, licenses, 2
registra-tions, privileges, and other administrative actions that— 3
(1) have been issued, made, granted, or allowed 4
to become effective by the President, any Federal 5
agency or official thereof, or by a court of competent 6
jurisdiction, in the performance of functions 7
trans-ferred under this subsection; and 8
(2) are in effect at the time this section takes 9
effect, or were final before the date of enactment of 10
this section and are to become effective on or after 11
such date;
12shall continue in effect according to their terms until 13
modified, terminated, superseded, set aside, or revoked in 14
accordance with law by the President, the Secretary, or 15
other authorized official, a court of competent jurisdiction, 16

Trang 8‘‘(4) consult with health professionals, 1
non-governmental organizations, consumer organizations, 2
women’s health professionals, and other individuals 3
and groups, as appropriate, on the policy of the 4
Cen-ters with regard to women; and 5
‘‘(5) serve as a member of the Department of 6
Health and Human Services Coordinating 7
Com-mittee on Women’s Health (established under 8
Trang 9‘‘(A) identifying the need for programs and 1
activities that focus on women’s health;
Trang 10indi-cates that such factors or types may be different for 1

Trang 11(2) by redesignating paragraph (4) as 1
para-graph (5); and 2
(3) by inserting after paragraph (3), the 3
Trang 12‘‘(b) PURPOSE.—The official designated under 1
sub-section (a) shall—
Trang 13‘‘(5) serve as a member of the Department of 1
Health and Human Services Coordinating 2
Com-mittee on Women’s Health (established under 3
Trang 14of the funds needed to adequately support the 1
‘‘(C) making recommendations to the 7
Di-rector of the Agency concerning findings made 8
under subparagraphs (A) and (B)
Trang 15‘‘(f) WOMEN’S HEALTH.—For the purpose of 1
car-rying out section 937 regarding women’s health, there are 2
authorized to be appropriated such sums as may be 3
nec-essary for each of the fiscal years 2008 through 2012.’’ 4
SEC 7 HEALTH RESOURCES AND SERVICES

health service delivery, research, and demonstration 2
projects, for issues of particular concern to women; 3
‘‘(3) identify projects in women’s health that 4
should be conducted or supported by the bureaus of 5
Trang 17‘‘(3) CHAIRPERSON.—The Director of the 1
Of-fice shall serve as the Chairperson of the 2
Trang 18‘‘(2) ADMINISTRATOR.—The term 1
‘Adminis-trator’ means the Administrator of the Health 2
Re-sources and Services Administration
Trang 19the Office of Women’s Health (referred to in this section 1
as the ‘Office’) The Office shall be headed by a director 2
who shall be appointed by the Commissioner of Food and 3
Trang 20ex-pertise in women’s issues, consumer organizations, 1
and women’s health professionals on Administration 2
policy with regard to women;
Trang 21‘‘(A) identifying whether there is a need 1
for further studies and, if so, developing 2
strate-gies to foster such studies;
Trang 22de-scribing the activities carried out under this section during 1
the period for which the report is being prepared
Trang 23Administra-tion) that is in existence on the date of enactment of this 1
Act shall not be terminated, reorganized, or have any of 2
its powers or duties transferred unless such termination, 3
reorganization, or transfer is approved by Congress 4
through the adoption of a concurrent resolution of 5
ap-proval
