On the basis of studying scientific perspectives, arguments about renovating the organization and operation of specialized agencies of the People's Committees in the different phases as well as legal practice in Vietnam, the thesis clarifies further scientific theory system of specialized agencies
of the People's Committee and the rationale for renewing the organization and operation of these agencies, particularly from the legal perspective These theoretical issues are the basis for assessing the status quo of the organization and operation of the organization of specialized agencies under the provincial-level People's Committees and People's Committees at district level in our country,
as well as a guide for the identification of innovative solutions for the organization and operation of specialized agencies, contributing to the improvement of the organization and operation of specialized agencies of state administrative agencies in the local government in present Vietnam
The thesis analyses and evaluates comprehensively and deeply the law of Vietnam on the organization and operation of specialized agencies and the current situation of the organization and operation and renovating the organization and operation of specialized agencies of the provincial
and district level People's Committee in our country in recent years From these studies the thesis clearly states basic theoretical issues such as concepts, characteristics, the place and nature of
specialized agencies of People’s committees, as well as their functions, relationships and development The thesis also indicates that the nature of specialized agencies is to assist the provincial-level People's Committees in performing the function of management in sectors and fields locally The thesis also explains perception, objectives, principles, and factors affecting the innovation of the organization and operation of these agencies
In the research contents, the thesis analyses the status quo of the organization and operation of
specialized agencies of the People's Committee in the pre and post-renovation period On that basis,
it points out advantages and limitations of the operation and organizations of specialized agencies
Particularly, it stresses on the limitations of the lack of unity, unclear function, which are not suitable for each level of government (rural, urban, district and provincial level) Moreover, the staff
is inefficient (in terms of training, skills )
Simultaneously, the thesis also proposes and explains a number of important measures to continue reforming the organization and operation of specialized agencies of People's Committees
at present and in years to come Specifically: condensing the organizational structure; defining functions and duties of specialized agencies in rural government and municipal governments more clearly In terms of operation, the thesis mentions quite comprehensively and thoroughly forms, methods and procedures of specialized agencies, the renewal of provisions on responsibilities, working styles of cadres, civil servants and state employees in these agencies
The theoretical and practical basis and solutions to the organization and operation of specialized agencies of the People's Committee are based on scientific and practical bases, which are consistent with the guidelines and policies of the Party about administrative reform and building the socialist law-governed Vietnam, to meet the requirements of international integration of
