Party means the combination of many Party members while theParty’s guideline is made and realized by the Party member force.Without the Party member force, the Party mustn't exist or develop AsPresident Ho Chi Minh has ever asserted that: To lead the revolution,the Party must be strong and this depends on good branches Therefore,the build-up of the Party member force is always the hot, urgent, anddirectly decisive issue for the Party’s leadership strength and survival; it
is also the regular & crucial top task by in the build-up of the PartyCommittees and organizations at all levels
Over the past years with fluctuations in the world, regional, and nationalsituation, requirements for the career of boosting up industrialization,modernization, and international integration; the destruction and resistance byhostile forces, especially the plot of “peaceful evolution”, “subversive riot”, andthe promotion of “self-evolution & internal self-transformation” have beenplacing urgent needs to enhance the quality of the Party build-up in general andthat of the build-up of Party member force in particular
Army Party Committee is the part of communist Party of Vietnam.Upon the Army’s requirements and tasks in the new context, the Partyintends to build-up Vietnam People’s Army to get revolutionary, regular,elite, and gradually modern The Resolution 51-NQ/TW was promulgated on
20th July 2005 on “Continuation to accomplish the Party’s leadershipmechanism, realize the mechanism of one commander in attachment with theone of political commissar and politicians in Vietnam People’s Army” Thatposes a requirement to build-up Party member force to get strong in terms ofpolitics, ideology, and morality as well competence to participate in buildingthe Party organization as pure and strong so that its leaders will be able tofulfill all assigned tasks
At present, the task to build-up and regulate the Party upon thespirit of Resolution of the Fourth Conference, the 12th Central PartyCommittee and that of the 13th Central Party Committee is beingstrongly deployed from the Central level to local ones, including inArmy Party Committee Besides the gained achievements, the build-up
of Party member force has remained limited with many shortcomings,especially there have appeared cadres and Party members, even high-ranking cadres & generals with signals of so bad deterioration inpolitical ideology and moral qualities that disciplinary actions must beapplied to them If the shortcomings are not punctually overcome, theywill make big impacts on the Army’s status and prestige

member force from 2005 until 2015” as the Doctoral thesis on History,
majoring in the History of Communist Party of Vietnam

The party’s 10th National Congress of Delegates (2006) identifiedthat during the years of 2005 – 2010: Peace, collaboration, anddevelopment remain the great tendency Besides, local wars, armed,national, religious conflicts, armed races, intervention, overthrow, anddisputes for territory & natural sources, etc., continued arising in manyplaces with more and more of complexity
The region of South East Asia was basically stable with dynamicdevelopment and many mechanisms for collaboration among countries
in the region They had been being effectively set up and deployed

Requirements and tasks to build up Vietnam People’s Army during the years of 2005 – 2010
Firstly, the Army continues thoroughly deploying the
enforcement of the 8th Central Resolution (IX Term) on strategies todefend the Fatherland in the new context; the Resolution 51-NQ/TWdated 20th July 2005 by the Politburo on “Continuation to accomplishthe Party’s leadership mechanism, realize the mechanism of onecommander in attachment with the one of political commissar andpoliticians in Vietnam People’s Army” and “Law on Alterations andSupplementations to some articles in the Officer Law of VietnamPeople’s Army” approved by the National Assembly on 03rd June 2008
Secondly, there is the requirement for “boosting up the build of the
People’s Army to get revolutionary, regular, elite, and gradually
modernized”; Thirdly, the policy of adjusting the Army’s organization
and workforce to match with the requirement for defending theFatherland in the new context shall be further enforced

About education and cultivation forms & methods for Party memberforce: to attach special importance to innovating educational programs,contents, and methods; to attach special importance to cultivating andpracticing intellectual competence, practical organization, and management &commanding competence for Party Committees, Commanders, politicalcommissar, and politician forces which are the core ones to perform thepolitical and ideological education for Party member force

Central Military Party Committee has guided Party committees directlyunder, Party Committees, and Party grassroots organizations to identify morenorms for new Party member admission every year to enhance quality withselection and filtering the masses to become Party members
Upon plans to create sources for new Party member admission,Central Military Party Committee has led branches in the entire PartyCommittee to assign tasks to those who are learning to become Partymembers This will challenge them and official Party members will beassigned to help them After the challenging period, brilliant, typical,and qualified masses will be admitted as Party members
2.2.3.2 Organization for Party member admission
Trang 1212Upon selection and cultivation to create sources, the Central StandingMilitary Party Committee led Party Committees and organizations in the PartyCommittee through steps and contents in the reviewing and admission process
of new Party members rightly with the Party Charter & instructions by theCentral one and General Political Bureau
Upon regulations of the Party Charter, those admitted to the Partymust experience the preparatory period which is crucial for them to continuestriving and practicing in their assigned positions & titles
During the 5 years from 2006 until 2010, Army Party Committeehad admitted 105,369 new Party members thanks to the outcomes fromthe Party development work which contributed to increasing the leaderratio in the entire Army In addition to the achieved outcomes, the Partydevelopment work by Army Party Committee during the period hadremained with some shortcomings and weaknesses
2.2.4 Check, supervision, and disciplines of the Party
2.2.4.1 Check and supervision work
The Central Standing Military Party Committee guides Party Committeesand organizations to well perform the requirement for “leadership must beinspected”; key contents of enforcement of the Party, State’s resolutions, policies,policies, resolutions by Central Military Commission, regulations by Ministry ofNational Defense; compliance with the Party Charter, and principles oforganization, etc., must be checked
During the years of 2005 – 2010, the check work had been strictly guidedand led in line with the Party Charter Party Committees at all levels had checked374,817 Party members Besides the achieved outcomes, there have remainedsome Committee levels and Party organizations that haven't fully got aware ofthe Party’s check, supervision or organization to perform the check &supervision work, etc.,
2.2.4.2 Discipline work of the Party
The Central Standing Military Party Committee takes initiatives
to thoroughly grasp and rightly comply with orientation, guidelines,principles, procedures, and rightly with authority upon regulations ofthe Party Charter; regulations and instructions by Central ExecutiveCommittee, Politburo, Secretariat, and Central Inspection Committee.The key goal is to continue thoroughly grasping and enforcing theCampaign to build-up and correct the Party upon the spirit of the 6thCentral Resolution (2nd time) of VIII Course; The Instruction number03-HD/BTCTW dated 29th December 2006 by the Central Organization
