In Vietnam, the commune level is the lowest level that plays animportant role in our country's political system It is the direct bridgebetween the state government system and the people including performingstate management activities in the fields of culture - society, economy,security, peace and order and social safety in the locality according todecentralized authority, ensuring that the guidelines and lines of the Party,policies and laws of the State are implemented in society The strength ofthe commune-level government system is the foundation for the robustness
of the national government system and vice versa The strength of thecommune-level government system depends on many factors; in which thecontingent of cadres and civil servants at commune level is one of theleading decisive factors
From that practice, the PhD student chooses the topic "Implementingthe Training and Development policy for officials and civil servants at thecommune level in Hanoi " as research topic

Assessing the current context of the policy on training and developingfor commune-level cadres in Hanoi in recent years to propose solutions toorganize the implementation of training and fostering policies for the staff.commune-level cadres and civil servants in the coming years in Hanoi
